Job Purpose:

The Health Project Officer is responsible for providing oversight and support to Concern and the implementing partners including Lifeline Gedo, SHACDO for health and nutrition activities within programme.

Reports to: Health and Nutrition Programme Manager.

Direct reports: None

Job Location: This position will be based in Concern’s Mogadishu office, but with frequent travel and considerable time for support to all other Concern programme locations in South Central, as necessary.

Contract Details: 8 Months initially, renewable

Main duties & Responsibilities:

Programme implementation and Development

  • Provide technical oversight and support to all health and nutrition activities oversight across ECHO areas of operations including to implementing partners
  • Provide support and technical guidance to health and nutrition supervisors in Partner organizations implementing the ECHO programme in conjunction with the IYCF officer, train and coach CHWs, staff of Concern, Partners, and Women Support Groups on IYCF counselling skills.
  • Provide regular and routine on-the-job mentorship to health workers staff at the stabilization centre.
  • In collaboration with IYCF officer, develop or adapt training materials and job aids for IYCF according to the programme strategy.
  • Support and coach and partner teams to supervise and follow up on IYCF and behavior change activities, ensuring quality implementation at community level
  • Support the health and nutrition supervisors from partner organization in the training and formation of Mother Support Groups at facility and mobile outreach service
  • Provide oversight to partner organizations to ensure compliance with MoH policies and protocols in the delivery of health and nutrition services
  • Support in the planning and delivery of training to Concern staff for the ECHO programme

Monitoring and Reporting

  • Follow up on the timely and accurate submission of monthly HMIS data from all ECHO supported health facilities and mobile clinics
  • Provide technical support and advise to health facility staff in HMIS and ONA monthly reporting.
  • Work with IYCF officer in ensuring accurate reporting of IYCF and other behavior change counselling sessions at health facilities and mobile clinics.
  • Undertake regular visits to the health facilities and join the mobile service reporting back with findings/recommendations
  • Undertake additional assessments, beneficiary interviews etc. as necessary, to keep up to date with community perceptions of the project, changing needs and opinions.
  • Ensure timely and accurate submission of data from partner organizations from Mother support Groups
  • Support and partake in surveys, assessments as requested by Concern or external stakeholders once approved.
  • Support the program manager in the follow up of implementing partners on health and nutrition activities for ECHO programme

Coordination

  • Support the program manager in the follow up of implementing partners on health and nutrition activities for ECHO programme
  • Provide technical support the to the supervisory health staff within partner organization to ensure nutrition lens is applied across programme interventions
  • Coordinate with partner organizations and Concern logistics in planning for medical and nutritional supplies delivery.
  • Work with Health and Nutrition Programme Manager in promoting collaboration with ECHO supported health services to maximize a complimentary approach in health service delivery Ensure adequate representation at IYCF coordination meetings
  • Participate in internal programme meetings as required

Other Responsibilities:

  • Ensure and maintain information flow between the Health and Nutrition Programme Manager.
  • Ensure and maintain information flow between the Health and Nutrition Programme Manager.
  • Any other duties as required during the implementation of the programme
  • Keep the Health and Nutrition Programme Manager informed of all programme activities and challenges that may arise in the centres/areas of operation.
  • Look for opportunities to improve or adapt the programme and advise the Health and Nutrition programme
  • Any other duties as required during the implementation of the programme

Person specification:

Qualifications

Education

  • Educated to at least degree level in Medicine, Public Health, Nursing or Nutrition a related subject, preferably with Masters degree in health related subject

Experience and Skills

Essential:

  • At least three years’ experience of health & nutrition-related humanitarian/development programme implementation
  • Experience in training and supervision of health workers
  • Knowledge of the National polices on CMAM, IYCF
  • Experience of working in complex, insecure environment
  • High level of spoken and written English
  • Experience in on the job mentorship and training
  • Computer Skills including Excel, Word, PowerPoint

Desirable:

  • Experience of working with health systems at different levels

Other Skills

  • Good interpersonal and communication skills
  • Ability and willingness to interact successfully and respectfully with people at all levels and from all backgrounds
  • Ability to work under pressure and without constant supervision.
  • Flexibility and ability to carry out additional duties and tasks as required and adapt to a changing operational environment
  • Innovative and pro-active with a positive attitude.
