Background- Somalia Country Office:

Somalia is amid major new political and security developments that will offer a greater possibility for peace and security than the country has seen in over 20 years. The Federal Government of Somalia (FGS), established in 2012, and international community have driven a process of rebuilding of functioning government institutions and processes through Somalia’s peacebuilding and state-building priorities under the Somali Compact (2013-2016), based on the Busan “New Deal for Engagement in Fragile States” agreement. The Somalia National Development Plan (2017-2019), builds on this foundation laid by the Compact and sets the priorities for national recovery and development in full collaboration with national and regional governments. A landmark electoral process in late 2016 and early 2017 resulted in a peaceful transfer of power to a new President and government, in place since February and March 2017 respectively. The government has set out an ambitious agenda for its term (the period to 2021). At the London Somalia Conference in May 2017, a Security Pact was agreed by Somalia and the international community, which will allow for sustainable, long-term security based on mutual accountability.

The functional objective of UNOPS in Somalia is to deliver projects in an efficient and effective manner, to achieve the development outcomes sought by the Government of Somalia and the donor community. The aim of UNOPS in Somalia is to provide implementation services to the Government of Somalia, the donor community, and partner agencies in the reconstruction and development of the country. In doing so, UNOPS aims to exceed client expectations in the delivery of quality services throughout the country.

Background Information: Somalia Country Office (SOCO)

Located in Mogadishu, Somalia, the Somalia Country Office manages a growing portfolio of engagements. SOCO works with multiple partners including the Governments of Somalia, bilateral and multilateral donors, United Nations agencies, funds, and programmes.

SOCO is largely focused on assisting partners with the implementation of physical infrastructure projects including construction and rehabilitation of rule-of-law infrastructure, transport infrastructure (roads, airports), and public administration infrastructure. Purpose and Scope of Assignment

The Health, Safety, Social and Environmental (HSSE) – Officer will be based in Mogadishu, Somalia and s/he will be responsible for the following duties:

  •  Planning, coordination, and implementation
  •  Monitoring and reporting
  •  Knowledge management and innovation

Functional Responsibilities

Under the direct supervision of the Country Director, the Health, Safety, Social and Environmental (HSSE) – Officer will be responsible for the following duties: 1. Planning, Coordination and implementation

    •  Coordinate the overall implementation of UNOPS Health, Safety; Social and Environmental (HSSE) systems, policy, procedures in the Country Office and projects;
    •  Ensure compliance to all UNOPS HSSE policies, procedures, rules, and requirements in all projects and communicated;
  •  Develop and/ or advise on risk mitigation actions required for all HSSE potential and actual risk and recommend mitigation strategies during project implementation, taking into consideration relevant and existing assessments;
  •  Support all Project teams in the development of Health and Safety Plan; and Environmental Safeguards Management Plan (ESMP) for all projects and its implementation in compliance with UNOPS HSSE policies, procedures and guidelines;
  •  Provide technical advice to project developers and teams to ensure HSSE is embedded in project proposals;
  •  Liaise and regularly coordinate with the project teams to ensure their respective contractors comply with UNOPS HSSE requirements including training and reporting;
  •  Support all HSSE related matters during all phases of the project.

2. Monitoring and Reporting

    •  Coordinates the monitoring and reporting of HSSE performance indicators such as inspections, incident management, and training;
    •  Support the recording and investigate of all HSSE incidents (including near misses) to determine the cause and to propose areas of improvement;
    •  Prepare reports on incidents (including near misses) and compile statistical information to present to management on HSSE matters;
  •  Conducts regular field inspection and monitoring visits to the project sites to ensure compliance to the HSSE requirements;
  •  Perform HSSE projects’ risk assessments as required, to ensure effective HSSE standards are in place as per UNOPS HSSE requirements;
  •  Provide support to periodic project on-site HSSE inspections and ensure closure of action items, in close coordination with the project team;
  •  Supports in the development, implementation and follow up of corrective and preventive measures including lesson learnt from risk assessment, inspections and incident reviews;
  •  Ensure a safe workplace environment is maintained at all times without risk to the health and safety of everyone including workers, UNOPS staff, other stakeholders and the general public.
  •  Participate in regular Country Office and project meetings to report on relevant HSSE matters and to provide the necessary technical support;
  •  Compiles and maintains system and project documentation such as procedures and reports as per UNOPS HSSE requirements;
  •  Ensure that appropriate environmental mitigation measures are proposed and met;
  •  Provide and assist in regular reports to the Head of Programme on relevant HSSE activities.
  •  Support with all aspects of relevant health, safety & welfare at work legislation and communicate relevant changes to the stakeholders.
  •  Day-to-day administrative support provided to the project team.
  •  Advice governments on E&S safeguards.

3. Knowledge management and innovation

  •  Support in the development and implementation of specific HSSE training and capacity building for the Country Office;
  •  Support, organize and conduct structured HSSE training for UNOPS project team, contractors, consultants, implementing partners, and other stakeholders including induction.

Impact of Results

UNOPS Somalia Country Office undertakes a number of infrastructure projects. The purpose of this role would be to provide inputs where these projects have an impact on Health, Safety, Social, and Environment, particularly where donors and governments have safeguards regimes in place or in development. The HSSE- Officer will be responsible that all project activities are successfully supervised and monitored against the respective, HSSE requirements including understanding of the risks and impacts and implementation of mitigation measures; Successful correction measures are undertaken by UNOPS and all partners where mitigation measures have failed; High-quality reporting as defined in the project tools; and Improved staff capacity.

Education/Experience/Language requirements

Qualifications and Experience

A. Education

    •  Bachelor’s Degree in Health and Safety Management, Environmental Management, Civil Engineering, Natural Sciences or other relevant discipline is required.
    •  Diploma Certificate in Health and Safety Management, Environmental Management, Civil Engineering, Natural Sciences or other relevant discipline with a combination of an additional two (2) years of relevant work experience to the above duties and responsibilities may be accepted in lieu of the Bachelor’s degree.
  •  An advanced university degree (Master’s Degree or equivalent) with relevant discipline is an asset.

Certification:

  •  Internationally recognized professional certification in Occupational Health and Safety, and or Environmental Management such as NEBOSH (or equivalent) is an asset.

B. Work Experience

  •  A progressively responsible experience in Health, Safety, Social and Environmental (HSSE) management with at least two (2) years experience in managing and implementing projects related HSSE matters is required.
  •  Experience in Health and Safety risk assessments, inspections, incident investigation, and training facilitation is an asset.
  •  At least one (1) year of experience with the design or implementation of environmental safeguards tools is required;
  •  Experience working on infrastructure projects will be an asset;
  •  Experience in Health, Safety & Environment management is an asset
  •  Experience working in a project or operations management capacity in UNOPS, a UN organization or a similar international organization would be considered a strong asset;
  •  Experience liaising and working with government officials to facilitate planning, implementation, and monitoring and evaluation of projects would be considered a strong asset;
  •  Experience working in multicultural teams is desirable.
  •  Willingness to travel to project sites across the country.
  •  Experience/knowledge of web-based applications and Google Suite products, especially google forms, sheets, docs, and slides is an asset.

C. Language requirement

  •  Fluency in writing, reading and spoken English Language is required.
