ESSENTIAL JOB RESPONSIBILITIES:

STRATEGY:

  •  Support the HR Manager/department in successful implementation, adherence, and common understanding of Mercy Corps HR Policies in all Mercy Corps Somalia offices.
  •  Work with the HR Manager/ team to build a strong, collaborative and motivated office culture in Somalia; arranging team training and team-building initiatives

HR MANAGEMENT:

  •  Serve under the direction of the HR Officer / Manager to process and properly document all daily HR activities in an efficient and timely manner.
  •  Provide a broad range of in-person field HR support, including support in performance management, grievance management and team engagement in assigned MC office
  •  Provide periodic follow-on support to the performance development plans for team members in their Annual Performance Reviews as assigned by HR manager.
  •  Assist in processing of employee timesheets into a routine, monthly payroll – in cooperation with Finance department.
  •  Responsible for tracking annual leave days, medical payments, and other allowances, as per Mercy Corps policy. Ensuring all leave days are reflected on payroll.
  •  When assigned perform all required reference, background, and documentation checks for new hires and discuss results with HR manager.
  •  Ensure new staff are guided on the talent development platform. Monitor and ensure completion of all MC Mandatory onboarding and Safeguarding courses within one week of hire and full use of assigned MC offices.
  •  Provide a broad range of in-person field HR support, including support in performance management, grievance management and team engagement in assigned MC office
  •  Provide periodic follow-on support to the performance development plans for team members in their Annual Performance Reviews as and when assigned by HR manager.
  •  Assist management in the day-to-day upholding of all MC procedures – in particular, National Staff Polices and Recruitment Procedures,
  •  Responsible for ensuring the HR files and documentation of all MC staff are current and complete.
  •  Assist in providing support during the recruitment of new positions as and when assigned by HR manager.
  •  Prepare staff IDs for the newly joined and promoted staff as per MC procedure.
  •  Responsible for clearing all departing staff as per MC policy.
  •  Assist management in implementing pay changes, evaluations, and other financial activities that are reflected on payroll or in employee files as assigned by HR manager.
  •  Adherence to all MC policies and procedures as outlined in MC policies and procedure manuals.
  •  Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  •  Proactively update HR officer/ HR Manager on staff issues & grievances and feedback from assigned MC offices.
  •  Any other assigned duties.

Security:

  •  Ensure compliance with security procedures and policies as determined by country leadership.
  •  Proactively ensure that team members operate in a secure environment and are aware of policies.

Accountability to Beneficiaries

  •  Mercy Corps team members are expected to support all efforts toward accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring, and evaluation of our field projects.
  •  Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.

Works Directly With: ALL HR team, Operations, Finance and Programs

Knowledge and Experience:

  •  University Diploma /Degree in administration and/Human Resource or relevant experience.
  •  Fluency in written and spoken English.
  •  Good knowledge of Filling system
  •  Strong organizational skills.
  •  Computer skills are required.

  •  S/he will be flexible, resilient and possess the ability to prioritize and manage multiple tasks simultaneously. Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues
  •  He/she should demonstrate familiarity with Somalia labor laws, culture and traditional engagements related to work/ workplace.
  •  Previous work experience in HR or administrative departments will be an added advantage.

Living Conditions / Environmental Conditions

This national position will be primary be based in Mogadishu, but will be required to support other country offices when required and as assigned by the HR Manager which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited.
