Overview of CTG:

Overview of the position:

In late 2019 parts of Somalia experienced some of the worst flooding in the country’s recent history resulting in several deaths & significant damage to infrastructure, crops, property & livestock. Further to this flood event, a joint assessment was undertaken by WB & the FGS to assess the losses & damage caused by the floods & to develop a strategy for immediate recovery & longer term resilience building. As a result SCRP was formulated & financed by the WB to the federal MOF. The project aimed at supporting the recovery of livelihoods & infrastructure in flood & drought affected areas & strengthening the capacity for disaster preparedness nationwide, has 5 components:

  • Component 1: Immediate basic services & livelihood support.
  • Component 2: Medium term flood recovery.
  • Component 3: Longer term disaster preparedness.
  • Component 4: Project management.
  • Component 5: Contingent emergency response.

The recovery interventions will focus on 3 flood affected Sates (Hirshabelle, South West State & Jubaland), while the longer term interventions will focus on a broader national coverage, enabling govt. capacity strengthening in DRM. FGS has now commenced the implementation of the SCRP activities with our client assisting with the technical support. Our client has now commenced the recruitment of project personnel to support the FGS – Project Implementation Unit (PIU) in various technical & implementation support tasks.

Role objective:

The HR & Procurement Specialist embedded within the PIU team of the FGS will be responsible for supporting the HR functions of the PIU. The roles & responsibilities include, but not limited to:

  • Assist PIU in the development of TOR, recruitment & procurement plans in support of SCRP activities implementation.
  • Assist in the administration of project staff recruitment process including in the development of shortlists, liaising with the applicants for interviews, coordinating interviews & in the preparation of interview minutes.
  • Assist PIU in the preparation of recruitment reports seeking necessary clearances from the WB & the follow up process to issuing of the consultant contracts.
  • Provide necessary support for the management of recruitment process documents, consultants contracts & mobilization related administration.
  • Support PIU in development of the project procurement plan which are inclusive of activities, scheduled dates, selection methods, etc. & monitoring of the procurement plan execution.
  • Support PIU in the execution of procurement activities including administration support for the receipt of bids, evaluation & reporting etc.
  • Assist PIU in the management of goods / service / works contracts.
  • Other tasks & duties requested by the TL to support delivering services within the overall objective of this position.

Project reporting:

  • This role reports to the TL.

Team management:

  • This role has no team management responsibility.

Geographical experience:

  • Minimum of 6 year of experience in Africa (essential).

Required skills:

  • Bachelors Degree in an area relevant to the position roles & responsibilities is required.
  • Minimum of 6 years of experience in HR & procurement related areas is required.
  • Experience in using the WB’s procurement procedures is required.
  • Fluent in written & spoken Somali & English is required.
  • Report writing skills are required.
