Antecedentes

El Ecuador es actualmente uno de los mayores receptores de población en situación de movilidad humana de la región. Según datos de la Plataforma de Coordinación para Refugiados y Migrantes de Venezuela, hay más de seis millones de personas refugiadas y migrantes que han salido de Venezuela, y muchos de ellos han estado desplazados durante años. La gran mayoría, casi cinco millones, residen en América Latina y el Caribe. Si bien entre 2016 y mediados de 2019 Ecuador mantuvo una política de puertas abiertas permitiendo el ingreso regular de más de 1.7 millones de personas venezolanas, el anuncio del Decreto 826 el 26 de julio de 2019 ha conllevado a una disminución significativa del flujo de ingresos al país de manera formal. Por medio del mencionado decreto, se exige la presentación de una visa de residencia temporal de excepción por razones humanitarias a las personas venezolanas que deseen ingresar al país. A partir del 26 de agosto, fecha en la que el decreto entró en vigor, las autoridades fronterizas registraron una disminución significativa de entradas al país las cuales pasaron de un promedio de 2.000 entradas diarias a lo largo del año a un promedio de 23 entradas diarias en el mes de septiembre. Sin embargo, y considerando el flujo de ingresos previo al anuncio del decreto, se espera que un número significativo de personas venezolanas continúen cruzando la frontera de manera informal enfrentando mayores riesgos de protección, especialmente los niños/as y adolescentes.

UNICEF Ecuador puso en marcha desde 2019 un programa de Inclusión Social y de Protección para niños/as para su inclusión social y fortalecimiento de sistemas de protección locales, en el cual se define crear Espacios de Atención Integral (EAI) en Tulcán y en Manta. Estos espacios permiten brindar servicios a la niñez y adolescencia en situación de la localidad, sean de movilidad humana o de la localidad, especialmente a personas que pertenecen a grupos de atención prioritaria. En Tulcán los servicios están disponibles desde noviembre de 2020 y se desarrollan en coordinación con organizaciones estatales locales, no gubernamentales y de cooperación.

El EAI trabaja de manera articulada con redes y estructuras ya existentes en la localidad; mediante los servicios de atención que se brindan, se identifican casos con necesidades específicas de protección, se remiten a entidades competentes y se coordina su adecuada atención. En cuanto a cohesión social, promueve la participación y el empoderamiento de niños, niñas y adolescentes, así como la promoción de sus derechos. A pesar de la emergencia sanitaria por la COVID-19, los EAI han continuado ofreciendo sus servicios.

Con la experiencia adquirida y que ha sido parte de procesos de sistematización y seguimiento, se hace necesario cubrir la necesidad de construir un modelo de gestión que permita operativizar la funcionalidad del EAI, conteniendo una metodología con enfoque de inclusión, integración, protección y participación de niños, niñas y adolescentes de la localidad sin ningún tipo de discriminación por raza, edad, género, etnia u origen nacional. Para la construcción de este modelo de gestión será importante la información local que permita tener una visión integral del EAI.

Este modelo de gestión tomará como base las experiencias recogidas previamente en una sistematización realizada en la ciudad de Tulcán, con la retroalimentación de niñas, niños y adolescentes y sus familias beneficiarias, entidades gubernamentales, las agencias de cooperación, organizaciones de la sociedad civil, dando un énfasis importante en las organizaciones públicas locales y su integración con servicios al EAI, los mismos que permitan la garantía de su funcionalidad a largo plazo. El modelo de gestión servirá para fortalecer su implementación en la localidad y facilitar la réplica de su en otros territorios del país y realizar una transición ordenada de esta intervención hacia las contrapartes locales, definirá el proceso y ente de administración del EAI, la misma que permita su sostenibilidad en el tiempo. Así mismo, permitirá la réplica en otros países de la región en donde UNICEF realiza intervenciones similares.

Objetivo de la Consultoría

Con este contexto anterior, el objetivo de la consultoría es generar un modelo de gestión que permita al Espacio de Apoyo Integral articular servicios que brinden protección, participación activa de los niños, niñas y adolescentes de la localidad y de diversa nacionalidad; y que sea un modelo que guíe a los gobiernos locales y su contraparte UNICEF para administrar de manera ordenada, integral y articulada entre los prestadores de servicios y su implementación, que recoja las necesidades de la población local, y permita la transición planificada de la intervención con sostenibilidad. Para el mismo la consultoría deberá trabajar a partir de un diálogo conjunto con el comité del Espacio de Apoyo Integral conformados por los puntos focales de las contrapartes, principalmente de la Alcaldía de Tulcán.

Entregables

Producto 1: A los 15 días de firmado el contrato, en formato digital, un documento que incluya el plan de trabajo con el cronograma, listado de personas a ser entrevistadas, levantamiento de necesidades locales con personas de la localidad y representantes del gobierno autónomo descentralizado municipal, estructura del modelo de gestión que responda al proyecto del EAI con su marco normativo, índice del documento final, plan de visita al territorio de intervención, metodología, entre otros.

Producto 2: A los 30 días de firmado el contrato, en formato digital, la aprobación del proyecto de modelo de gestión por parte de un comité de bioética reconocido conformado por UNICEF y el GAD de Tulcán.

Producto 3: A los 60 días de firmado el contrato, en formato digital, un borrador del modelo de gestión que siga el índice acordado en el producto 1.

Producto 4. A los 60 días de firmado el contrato, en formato digital, una propuesta de plan de acción para la inclusión de población local y de acogida en la que incluya un plan de trabajo y las respuesta con los servicios del Espacio de Apoyo Integral.

Producto 5: A los 90 días de firmado el contrato, en formato digital, el documento con el modelo de gestión final, el plan de inclusión de población local que incluya las recomendaciones y sugerencias realizadas al borrador del producto 3 y un plan de transición de administración sostenible entre las contrapartes. Este producto también deberá incluir una presentación en formato PPT con el modelo de gestión y garantice su sostenibilidad en la transición ordenada de sus servicios.

Cronograma de pagos

Pago 1: 15% del total del monto del contrato previo la validación y aprobación del Producto 1 por parte de UNICEF.

Pago 2: 20% del total del monto del contrato previo la validación y aprobación del Producto 2 por parte de UNICEF.

Pago 3: 20% del total del monto del contrato previo la validación y aprobación del Producto 3 por parte de UNICEF.

Pago 4: 20% del total del monto del contrato previo la validación y aprobación del Producto 4 por parte de UNICEF.

Pago 5: 25% del total del monto del contrato previo la validación y aprobación del Producto 4 por parte de UNICEF.

Perfil requerido

  •  Profesional con título de cuarto nivel en antropología, sociología, derecho o áreas afines, con experiencia de al menos 10 años en investigación en el área social, conocimiento en protección infantil y experiencia comprobada en la realización de modelos de gestión y administración de proyectos sociales.
  •  Experiencia de investigación en temas de migración y protección a la infancia es una ventaja.

Evaluación

La propuesta técnica tiene un peso de 70 puntos. El mínimo requerido para avanzar a la evaluación económica es de 50 puntos. La selección se realizará en función de la siguiente valoración: Propuesta metodológica – 35 puntos

Cronograma de trabajo – 10 puntos

Perfil de consultora o consultor – 25 puntos

La propuesta económica será calificada con 30 puntos. El cálculo se hace otorgando 30 puntos a la menor oferta económica y posteriormente se realiza un cálculo para obtener el puntaje de las otras propuestas.

La propuesta técnica y economica debe contemplar la planificación y costos de viajes a Tulcán, en caso de que la/el candidata/o no resida en esta ciudad.

Organisational Setting and ReportingThis position is located in the Regional Office for the Middle East and North Africa (ROMENA), Office of the High Commissioner for Human Rights (OHCHR), located in Beirut, Lebanon. The incumbent reports to the Regional Representative, and to the Chief of the Anti-Racial Discrimination Section (ARDS).

Responsibilities

Within delegated authority, the Human Rights Officer will be responsible for the following duties:

    •  Plans and coordinates activities related to racial discrimination and racial justice, and provides advice to States and national level stakeholders on racial discrimination and human rights, including from a gender perspective.
    •  Conducts substantive research and analysis of racial discrimination and human rights issues/events and assesses their impact on the human rights situation in the region.
    •  Provides monitoring support and analyzes manifestations of racism, racial discrimination and issues of racial justice and assesses their relationship and impact on the human rights situation in the region or countries in the region.
    •  Provides support to sub-commissions, commissions and other bodies; follows-up on implementation of decisions rendered by human rights mechanisms and policy-making bodies.
    •  Ensures human rights issues concerning racial discrimination, including their gender equality dimensions considerations, are integrated into political, humanitarian and economic efforts and programmes.
    •  Defines work plan for area assigned in accordance with established terms of reference.
    •  Undertakes relevant field visits; follows up on different cases and situations racial discrimination in the region.
    •  In collaboration with the country focal points, works with States, UNCTs, national human rights institutions and other national stakeholders on addressing issues of systemic racism and structural inequalities, economic, social and cultural rights, and implementing the relevant goals of the 2030 Agenda for Sustainable Development.
    •  Provides technical and expert support to relevant regional organizations, in particular the Regional Economic and Social Commission for Western Asia (ESCWA),
  •  Represents UN human rights programme at working level meetings.
  •  Directs capacity-building, awareness-raising and training efforts on racial discrimination and human rights in region of assignment.
  •  Writes a variety of reports, communications, briefings, statements, etc., including to policy-making bodies.
