CARE is an international NGO working in Somalia/Somaliland. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, as well as mitigating immediate suffering caused by drought, conflict and displacement.

CARE Somalia/Somaliland’s emergency program is currently seeking applications from experienced professionals to fill the position of Humanitarian Accountability and Community Engagement Officer.

1. SUMMARY OF THE POSITION

Programme Officer- Humanitarian Accountability and Community Engagement will support the MEAL Manager in the implementation of program accountability system and mechanism and ensure active participation of project stakeholders in the project development. The post holder will be required to work closely with Humanitarian Program Managers, MEAL officers, the senior data officer and other program team to ensure a comprehensive and robust accountability system that effectively captures the voice of the beneficiaries. The role will have a significant focus on the Core Humanitarian Standards of accountability.

2. RESPONSIBILITIES AND TASKS

2.1 Beneficiaries accountability mechanisms management.

· Work out with key project staffs and project stakeholders to develop a clearly defined and all agreed selection criteria of beneficiaries for every project activities

· Support beneficiaries identification, selection and registration through a biometric systems

· Identify accountability findings, lessons learned and recommendations to be integrated into planning and reporting in coordination with the MEAL manager

· Provide technical assistance to ensure that accountability framework is integrated throughout the project cycle management (design, implementation, and Monitoring & Evaluation)

· Incorporate, where applicable, cross cutting themes such as protection, gender and disability in designing and implementing Feedback Complaint and Response Mechanism (FCRM) systems in project implementation

· Collect and consolidate Feedback and complains response mechanism and follow up the resolutions of the same with concerned project officers and community leaders

· Follow up internally on complaints and feedback with the appropriate offices and sector leads

· Ensure key Lessons learnt from project implementation and processes are effectively documented and disseminated to ensure institutional learning within the emergency program, as well as programmatic adaptations to suit the needs and context of the wider response

· Respond to pending issues, provide support as needed, and communicate progress back to field team.

2.2 Feedback Complaint and Response Mechanism (FCRM) data management

· Take the lead in the collection and analysis of accountability data for all the emergency projects.

· Ensure timely collection of accurate and high-quality data for the accountability system to support project reporting and corrective actions

· Ensure that feedback is routinely recorded, reviewed and responded timely align with feedback mechanism guidelines.

· Perform regular field visits to ensure the quality project data collection to verify the accuracy of reported data for the FCRM.

· Maintain a central FCRM data system for easy retrieval of data.

2.3 FCRM system performance monitoring

· Produce summary analysis of the feedbacks, responses and complaints received for the donor reports – Quarterly, Semi-annual and project closeout reports.

· Support the MEAL units and take lead in conducting the FCRM effectiveness assessment.

· Support the set up and smooth running of an accountability initiative and effectively manage the information collected through this system

2.4 Program data analysis and accountability tools development

· Lead and support the development of communication materials for the beneficiaries on FCRM.

· Regularly engage with the meal team and communities to determine most preferred channel (s) of feedback to promote effectiveness and efficiency.

· Work closely with the MEAL officers and project team as appropriate to ensure that there is good coordination and quality assurance the FCRM data.

2.5 Field visits/ Community calls

· Meet beneficiary’s representatives and also conduct individual beneficiary interview and seek their feedback on quality of the program implemented in their areas

· Meet Government officials/ local authorities when necessary and seek their feedback on the quality of CARE emergency programs

· Call beneficiary telephones number (randomly) and find out if they have indeed benefited from our assistance

2.6 Capacity building for implementing partners /staff

· With support from the MEAL MANAGER, provide training for partner staff on FRCM and make follows

· Train field staff on Humanitarian accountability standards

2.7 Reporting

· Provide both monthly and quarterly reporting on FCRM and share it with the MEAL Manager, Humanitarian Program Managers, Humanitarian Coordinator and Emergency Director

· Conduct a quarterly review of the F-CRM and highlight lessons learnt and good practices

Other duties

· Perform other duties as may be assigned by the supervisor.

Required qualifications and competencies:

· Degree in social sciences/, or diploma with equivalent experience;

· Minimum of 2 years’ experience working with reputable national or international organizations mainly in Education Sector

· A minimum of 2 years in Humanitarian field –specially Education in Emergency

· Excellent verbal and written skills in English

· Proven and high level statistical skills including design, data analysis and presentation.

· Excellent computer skills, particularly with Microsoft Excel and other statistical packages (i.e SPSS).

· Good interpersonal skills as well as networking, flexibility and innovativeness.

· Good report writing skills

· Good presentation skills

3. DECISION MAKING AUTHORITY

CONTRIBUTORY/COLLABORATIVE:

Final decision-making authority: Day to day grant/project implementation, reporting, stake holder engagement, implementation of the ESVC EiE project.

4. KEY RELATIONSHIPS

Reporting to: – Area/Office Manager Working closely with – Consortium coordinator, Project Advisor, M&E officer. – South central Security manager (advisory role in project implementation from a security point of view) – Finance teams (for budget preparation and financial liquidations) – Financial Risks & Grant Management Unit (grants to partners, compliance) – Other program support departments (for logistics, procurement, HR issues etc.)

External: – Local governments’ technical departments at regional level and district levels – Municipal and regional government – Local NGO partners – with emphasis on strategic partners – Communities – UN agencies, international NGOs working in the same geographic areas/sectors
