This temporary job opening is being advertised for the position of Humanitarian Affairs Officer(Access). The position is located in the Office for the Coordination of Humanitarian Affairs (OCHA) in Mogadishu, Somalia with travel throughout the country.
Under the overall supervision of the Head of Office (HoO), OCHA Somalia, the Humanitarian Affairs Officer/Access reports to Humanitarian Affairs Officer /Head of Access and Civil Military Coordination Unit or, in her absence, the Senior Humanitarian Affairs Officer/Deputy Head of Office.
ResponsibilitiesWithin delegated authority, the Humanitarian Affairs Officer (Access) will be responsible for the following duties:
– Support the main EVD coordination mechanisms established by the Ministry of Health and its partners, by facilitating information sharing between actors involved at all levels in preparedness and response;
– Establish and maintain contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc.
– Undertake and provide support to technical assistance and other field missions, e.g.
participates in field trips to undertake in-depth reviews of specific country work mechanisms.
– Strengthen the linkages between EVD coordination efforts and the existing humanitarian coordination structures, both at strategic and operational levels, through prioritization and operational decision-making;
– Facilitate the secretariat functions for EVD coordination activities, including support for meeting preparation, implementation and systematic follow-up of recommendations, and assessment of additional coordination tools/products required to maximize the impact of our efforts;
– Provide substantial support to Technical Groups as required and facilitate exchange on cross cutting issues related to EVD;
– Support the tracking of achievements and resources against the Ebola Contingency Plan to identify gaps, support prioritisation of activities and advocate for additional resources.
– Work closely with WHO and OCHA Information Management specialists to ensure that products on financial flow tracking, and dashboards that show the progress of EVD operational readiness or response activities are produced regularly and disseminated widely.
– Organize and participate in working groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters.
– Perform other duties as required.

EducationAdvanced university degree (Master’s degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
Work ExperienceA minimum of five years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area, of which at least three years must be at the international level in an insecure/ conflict affected environment is required.
Humanitarian experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is required.
Experience in undertaking access negotiations is desirable.
Previous experience in civil-military coordination with UN, or experience in the military forces dealing with major humanitarian operations, is desirable.
Experience in the UN Common System is desirable.
Experience in the region is desirable.
LanguagesFrench and English are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable.

Special NoticeThis temporary position is intended to fill the functions of short-term duration of six (6) months with the possibility of extension. The selected candidate is expected to start as soon as possible.
• A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. • Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
