Trócaire supports communities in over 20 developing countries across Africa, Asia, Latin America and the Middle East to bring about lasting change. Trócaire is also one of the leading INGO’s operating in Gedo region of Somalia with over 25 years’ experience of delivering health, nutrition and education projects in a context of a protracted crisis. **

Trocaire is now recuriting a Humanitarian Programme Coordinator (HPC). The HPC will work with the Humanitarian Programme Manager (HPM) and the operational and technical teams to deliver and manage a humanitarian response under the overall direction of the Humanitarian Programme Manager.

  1. The HPC is primarily responsible for ensuring the effective and efficient delivery of a significant donor funded response in Gedo in accordance with relevant quality standards and sectoral norms within a specific period of time.
  2. The HPC is also responsible for setting priorities and commitments on technical standards in the response with an additional focus on protection mainstreaming and accountability.

Reporting to the Humanitarian Programme Manager (HPM) for Somalia, this is a 1 year contract renewable and is based in Gedo.

Key Duties & Responsibilities

Programme Design:

· Undertake the necessary analysis (e.g. contextual, power, poverty), to inform appropriate programme strategies, geographic location and target population.

· Ensure that the programme design phase has included a gender analysis that is documented, and that issues emerging from this analysis are clearly addressed in your programme.

· Undertake, where necessary, a programme baseline ensuring that the indicators identified are aligned to the organisational programme indicators and that both quantitative and qualitative data have been captured in the process.

· Ensure that the programme has disaggregated data for programme participants and that indicators (where possible) are gender sensitive.

· Work with the Programme Accountant to develop a programme budget that shows value for money and clear timeframes for spending.

Leadership and Management

· Take responsibility for the overall implementation of specific donor funded humanitarian responses, with an emphasis on ensuring the timely and high-quality achievement of project goals.

· Manage, coordinate and monitor activities on an ongoing basis, ensuring timely implementation and compliance with project deadlines

· Oversee all financial management, logistics and administrative tasks for the project

· Work with Trócaire’s Finance staff to monitor expenditure against the budget and ensure that any necessary corrective actions are taken in a timely manner

· Ensure that Trócaire and donor finance guidelines and administrative procedures are adhered to, and that grant finances are kept in an exemplary state jointly with the HPM, the Business Development and Grants Manager and the Programme Accountant

· Line manage at least one Humanitarian staff colleague, and coordinate closely with other relevant staff for the effective delivery of project objectives.

· Coordinate closely with the HPM on strategic humanitarian operational and technical issues in the implementation of the strategy.

· Maintain an up to date understanding of the humanitarian situation in Somalia and ensure that country programme teams have access to relevant, up to date information.

· Ensure the HPM is provided with strategic and relevant information and knowledge to facilitate timely and accountable decision-making in relation to operational/technical dimensions of the response.

· Facilitate and participate in coordination mechanisms and networks, in order to guide project work.**

Partner Relations and Support

· Ensure that all relationships with partners are in keeping with the principles and values set out in the organisational Partnership Policy.

· Using the Partner Capacity Building Framework, develop partner capacity building plans to strengthen and support partners in areas where they are weak, and together establish clear targets and indicators and review on a regular basis.

· Work with the Programme Accountant to ensure that all existing partners have completed the Partner Governance and Finance Capacity Assessment and that it is undertaken with new partners prior to making any commitments.

· Promote accountability of partners to target communities

· Promote and strengthen partnership with government particularly in building capacity of duty bearers in target communities.

Operational and Technical Management, Programme Quality, MEAL and Reporting

· With the support of the BDGM, ensure that the donor reporting requirements are met in a timely manner

· With support from Trócaire’s M&E Coordinator, ensure that effective monitoring and evaluation (M&E) systems – including the use of digital mechanisms for data collection and analysis – are in place; conduct ongoing monitoring of activities to draw lessons learned and propose corrective measures where necessary; conduct on-site inspections to ensure that the project is implemented in accordance with the agreed proposal and in-line with Trócaire and donor standards and requirements.

· In collaboration with other Programme coordinators and Programme Managers, work to integrate programmes to ensure the achievement of same aims and to leverage impact.

· Coordinate with the M&E Officer and other Trócaire team members and potential consultants on the evaluation of project activities, documenting lessons learned through case studies, review workshops, etc.

  • Ensure the response meets key quality standards and Trócaire’s own internal humanitarian standards and guidelines.

· Ensure that Trócaire’s Accountability Commitment[2]s, including commitments to Safeguarding Programme Participants, are understood and prioritised in the response, placing the links between Protection, Safeguarding and Accountability at the core of programme planning, design and implementation.

Fund and Donor management

· Communicate effectively with the existing donor in response to requests and in the submission of timely information as required. **

  • Coordinate with key external actors and agencies in Gedo to work towards improved programmatic quality and effectiveness in line with sectoral norms and standards.**

Networking and Communications

· Organise and facilitate project visits, including head office and/or donor visits, as necessary and ensure that Trocaire’s work in professionally and widely disseminated.

· Ensure close coordination and communication with the Humanitarian Programme Manager, the BDGM and the Programme Accountant on project progress and compliance issues.

· Consolidate and strengthen relationships with Trócaire’s other key stakeholders, including CRS, other international organisations, UN agencies and other stakeholders

· Represent Trócaire at Cluster and other in-country coordination.

Person Specification – Essential Requirements

(E) Qualification

At least 3rd level degree in area related to humanitarian response or international development

(E) Experience

  • At least three years’ experience the management of humanitarian response programmes
  • At least three years’ experience of leading and managing teams as well as strong team-working skills and experience
  • Significant experience in managing Donor funded projects
  • Experience in strategic planning and project management
  • Experience of Humanitarian Accountability initiatives
  • Experience of working in insecure environments
