Humanitarian Response Manager based in Mogadishu (1 Position)

Background:

We consider three thematic areas as central to sustainable change: the right to peace (R2P), livelihood (R2L) and quality education (R2QE).

In Somalia and Somaliland FCA has been working under a right to peace thematic areas since 2008 including governance and reconciliation projects and later has expanded in quality education (R2QE) thematic area.

Primary purpose of the position:

To ensure that FCA-Somalia humanitarian, Cash Programming and recovery programs are of high quality in all aspects, including humanitarian standards, efficiency, effectiveness, compliance and impact.

The post holder will have demonstrated experience in developing and managing multi-sectoral humanitarian programs including Cash based initiatives with multiple donors, including proven experience in establishing inter-agency collaboration mechanisms and managing a multi-disciplinary team.

He/She will support Somalia Country office in program and proposal development and in the mobilization and effective scale up of FCA emergency programs including representation at different Cluster foras including national Cash Working Groups and other key Cash Fora in order to gather best practices, as well as share FCA’s experience.

He/she will report to the Country Director and works closely with Business Development Manager and Program Manager and project leads. This is initially a 6-month position and requires travel up to 30% of time.

Main tasks:

Design and Implementation of FCA Somalia Humanitarian Response Programs

· Conduct thorough Humanitarian response analysis,assesmements and recommend comprehensive and effective actions for response including cash and markets support interventions

· Assist the Country Director and Business Development Manager in securing donor for the emergency response strategy and support project design and proposal preparations for institutional and multilateral funding.

· Be the leader in acute crises and ensures initial set-up of FCA’s emergency responses.

· Oversees the humanitarian projects including Cash based portfolio, overall responsibility for a coordinated and planned implementation.

· Ensure adequate monitoring, reporting and acquittal of emergency activities in accordance with the FCA emergency protocols.

· Monitor project implementation against contractual requirements, including through regular field visits to ensure timely and appropriate delivery of project inputs/outputs/outcomes.

· Ensure that gender equality is integrated into all aspects of emergency response and preparedness activities and operations.

· Ensure the SOCO Senior Management Team is kept informed about assessment progress, emergency response implementation and strategies, project plans, progress reports, and other significant developments

Technical support and capacity building

· Provide technical assistance across our humanitarian portfolio, particularly in Right to Peace, Quality Education and Livelihood, and support and mentoring to project and partner staff as required.**

· Assist staff with reporting, donor compliance, adherence to quality standards and capacity building.**

· Develop and implement a capacity-building plan aimed at regularly training and supporting FCA staff members in humanitarian programming, and where possible, partners as appropriate.**

Coordination

· Represent FCA Somalia in national and international Emergency Preparedness and Response coordination mechanisms such as within the different clusters

· Actively participate in inter-agency coordination meetings and other relevant forums both at Mogadishu and field levels as required

· In coordination with the Country Director and Business Development Manager, pro-actively liaise with donors to identify funding opportunities

· Establish and maintain constructive working relationships with other NGOs, UN agencies, host government, bilateral and multilateral donors, and other principle stakeholders

· Liaise regularly with the emergency coordinators of other in-country INGOs and UN bodies, to maintain high standards of operational and strategic effectiveness

· Ensure that SAC is aware of humanitarian developments and FCA Somalia’s response to them.

· Build effective and fruitful partnerships with local implementing partners based on FCA’s partnership principles.

· Ensure emergency activities are carried out in accordance with the Sphere Minimum Standards and Humanitarian Charter in disaster response

Experience:

· University Master degree in International Development, Humanitarian Assistance, International Relations, Business Management or similar fields.**

· A minimum of 6 years of experience and a track record of success in designing, implementing and monitoring cash-based and/or market-based programming in different emergency settings, ideally in one or more of the following sectors: Livelihood, Education,TVET and Peace Building.**

· Demonstrated knowledge of grantee regulations and implementation experience of MFA-Finland ,USAID, DFID, UN, EU and other major donor-funded programs**

· Strong English language written and communication skills required.

· Basic working knowledge of Somalia or similar humanitarian contexts preferred

· Managerial experience, including complex portfolios and multi-million dollar budgets

· Experience in complex decision making and leading a multi-disciplinary, multi-national team under difficult circumstances.

· Strong understanding of the humanitarian emergency operating context, including Sphere, the humanitarian system, donors, security, civil military liaison and program management.

· Proven experience of successful resource mobilization, coordination, organizational positioning.

Strong project cycle management skills: assessments, design, implementation, monitoring, evaluation, and strategic planning skills.
