Overview of position
  • COVID-19 is a major global public health threat. On 31 December 2019, a cluster of pneumonia of unknown Etiology was reported to the WHO. On 30 January 2020, the WHO emergency committee announced that COVID-19 constituted a public health emergency of international concern.
  • The FGS has activated various response measures including establishment of isolation & quarantine facilities across the country among other public health prevention & response measures. The govt. has also initiated risk communication & community engagement strategies aimed at empowering health care workers & communities to be active participants in the prevention & control of the COVID-19.
  • IOM is contributing to the overall objective of the national preparedness & response plan for COVID-19 in partnership with the MOH, UN agencies & other strategic partners at the national, regional & global levels. Under IOM’s COVID-19 response projects, IOM is supporting the MOH of Somalia by providing technical support to the De Martino isolation facility, seconding medical staff as well as supporting the training of health care workers.
  • Under the overall supervision of the Deputy Chief of Mission & in close coordination with the relevant units in the country & direct supervision of the Program Manager (Migration Health), the successful candidate will be responsible & accountable for implementation of the Infection Prevention & Control (IPC) & Risk Communication & Community Engagement (RCCE) specialist functions at the De Martino isolation facility under IOM’s COVID 19 outbreak response projects.
Role objectives
  • Support the implementation of IPC measures in COVID-19 isolation facilities & other health facilities.
  • Ensure the quality of IPC in the facility by tracking, monitoring facilities performance & provide guidance on key areas that need improvement using well designed tools.
  • Support the planning development, implementation & evaluation of IPC measures within COVID-19 isolation / quarantine facilities & other health facilities.
  • Conduct rounds in health facility wards including COVID-19 isolation / quarantine facilities, discussing & monitoring infection control practices with health care workers & other relevant staff.
  • Provide technical support to health care workers particularly those in COVID-19 isolation / quarantine facilities including COVID-19 Treatment Centre (CTC).
  • Initiate & support continuous IPC training & mentor ship support system to the health care workers.
  • Provide IPC training to staff in IOM / MOH supported health facilities in relation to COVID-19.
  • Ensure distribution of IPC equipment & supplies to IOM / MOH supported facilities.
  • Submit timely reports as required on the status of IPC activities & routine IPC supervision conducted at the health facilities & staff.
  • Contribute to the development & implementation of an incidence reporting system & communicate to the senior management where any IPC related breaches occur that could potentially heighten COVID-19 spread.
  • Contribute to the development, implementation & monitoring of IOM’s RCCE strategy, in close collaboration with the program staff.
  • Coordinate with the MOH, IPC & RCCE task forces & other key actors in development & adaptation of communication messages focusing on population mobility, disease transmission & travel using WHO COVID-19 guidelines.
  • Represent IOM through active engagement in IPC & RCCE at national & sub national levels.
  • Contribute to periodic reports for the donor on program delivery, including interim & final reports to donors.
  • Perform such other duties as may be assigned.
Project reporting
This role works under the overall supervision of the Deputy Chief of Mission & in close coordination with the relevant units in the country & direct supervision of the Program Manager (Migration Health).
Key competencies Education:
– Advanced University Degree in Medicine, Epidemiology or Public Health or a related field from an accredited academic institution with 5 years of relevant professional experience OR University Degree in the above fields with 7 years of relevant professional experience.

Experience:
– Operational & field experience in outbreak preparedness & response, in public health, epidemiology & RCCE interventions in humanitarian context.
– Programmatic field experience in migration, refugee & displaced persons’ health related issues, program development, including experience in evaluating health programs & protocols.
– RCCE, including planning, implementation & analysis of technical RCCE interventions.
– Familiar with communicable disease response activities, the health sector in the region & / or other similar resources limited contexts is an advantage.
– Knowledge of structures & functions of the national health systems Africa.
– Knowledge / Experience the Somalia context is an added advantage.
– Previous experience in international organisation is an advantage.

Languages:
– Fluency in English is required (oral & written) & working knowledge of Somali is an advantage.
