Overview Of Position

  • Our client as the guardian of the United Nations Convention against Transnational Organized Crime (UNTOC) and the Protocol to Prevent, Suppress and Punish Trafficking in Persons, especially Women and Children (Trafficking in Persons Protocol) and the Protocol against the Smuggling of Migrants by Land, Sea and Air (Smuggling of Migrants Protocol) – is mandated to promote global adherence to these instruments and to assist Member States in implementing the provisions thereof.
  • Accordingly, the assignment supports the implementation of the US Department of State (DoS) International Narcotics and Law Enforcement (INL) funded “Criminal Investigation Programme (CIP) for Somalia” activities, as part of the our client Regional sub-programme on “Countering Transnational Organized Crime and Illicit Trafficking in Eastern Africa”.
  • The objective of the CIP for Somalia is to provide technical assistance and operational guidance in a holistic manner the overall objective to promote and support the effective response to organized crime in Somalia by enhancing the strategic and operational Police capacity to enforce laws, strategies and policies. The following three main objectives include: i) strengthen law enforcement institutional capacity to effectively implement United Nations Convention against Transnational Organised Crime and its supplementing Protocols; ii) enhance knowledge and skills on, and capacity to counter organized and other serious crimes through basic and advanced Police training programmes; and iii) increase law enforcement organisational, operational and technological capacity in enforcing laws, strategies, and policies through operational support and technical assistance.
  • The purpose of the Criminal Investigation Programme is to develop the capacity and competence of the Federal Criminal Investigation Departments and State Criminal Investigation Units of the Somalia Police Force, across Somalia.
  • The purpose of the consultancy is to support the implementation of the CIP by providing technical advice and solutions on Information and Communications Technology (ICT).
  • The incumbent will be based in Mogadishu, Somalia and will be required to travel to all 5 Federal Member States (FMS): Puntland, Southwest, Hirshabelle, Jubbaland and Galmudug. Travels to all FMS will be subjected to security assessment. The Consultant will work closely with CIP Programme manager, and senior law enforcement mentors, as well as with Police Liaison officers based in the Federal Member States.

Role Objectives

  • Conduct a review of all human resources and assets management related hardware and software in use by Criminal Investigation Divisions (CID) at FMS and Federal State (CIU)levels so as to -consistency across Somalia;
  • Provide technical advice on existing network/ systems options currently in use by CID at FMS and Federal State levels
  • Advise on the use of new technologies that -can enhance -investigation management and administration; Specifically the implementation and training in respect of online crime statistics system and communication platform.
  • Review and implement an action tracking system for the CIP implementing team including FMS based PLO’s
  • Review current ICT for CIP training and recommend additional required technologies
  • Determine an estimate of the purchase cost for required ICT
  • Provide first line ICT support and maintenance for the CIP implementation team
  • Train the CIP implementing team on proposed ICT and system to be used under CIP
  • Advise upon and develop supporting documents for training purposes
  • The consultant agrees to maintain complete confidentiality and non-disclosure of data and information at all times. The consultant also agrees that, as an independent subcontractor, all intellectual property rights related to the work performed under the terms of this agreement are assigned to our client.

EXPECTED OUTPUT in consultation with

  • Conduct a Review of all hardware and software related to human resources and assets management
  • Conduct a Review of, and Provide Advice on Network options to be used under the CIP
  • Conduct a Comprehensive Assessment and Provide recommendations on ICT equipment required for CIP training
  • Design and Deliver training
  • Comprehensive report delivered

Project Reporting

All the outputs should be submitted in English and meet the satisfaction of our client according to the following indicators:

  • Quality of the reports produced;
  • Quality of service delivered;
  • Technical competence; and
  • Timeliness of the delivery.
  • The evaluation of the consultant’s performance (the quality of the reports and products, the technical competence shown and the timeliness of the reports) will be determined by the Regional Representative, Head of Country Office in Somalia, Our client Regional Office for Eastern Africa (ROEA) in Kenya, in close coordination and consultation with our client HQ
  • If the consultant does not meet the requirements, he/she will be provided with an opportunity to redraft in terms of the guidance provided by the assessors. If after redrafting the requirements are not met, our client reserve the right to non-payment and/or suspension of the consultancy contract.

Key Competencies

  • An advanced university degree (Master’s degree or equivalent) in Information Technology, Engineering, Data, Computer science, or related discipline, is required. A first-level university degree, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree.
  • A minimum of 5 years of experience in developing, evaluating and advising on IT systems as well as in troubleshooting, networking, hardware and software maintenance.
  • Experience in web technologies such as Jquery, Ajax Teknolojileri, CSS, XML, Javascript, HTML, and XHTML;
  • Proven experience in the assessment of hardware and software;
  • Ability to work under tight deadlines, manage multi-task requirements, high attention to detail and a high degree of pro-activity and initiative;
  • Proven experience in providing technical advice and mentoring;
  • Excellent communication and drafting skills in English;
  • Excellent analytical and evaluative skills; and
  • Able to work under challenging circumstances with minimum supervision.
