
ORGANIZATIONAL PROFILE
Secours Islamique France (SIF) is an international Non-Governmental Organization founded in 1991 in France and has been working around the world since then. SIF is based on Islam’s human value of solidarity and respect for human dignity. SIF is dedicated to reducing poverty and vulnerability across the world without any proselytism nor discrimination. In Kenya and Somalia Mission, SIF supports vulnerable communities through several humanitarian and development assistance programs.
JOB SUMMARY
Under the supervision of the Head Mission, the Liaison Manager shall be responsible for developing, and maintaining collaborative working relationship within the NGO consortium, donor agencies, community-based organization, national and federal government authorities in Somalia for the benefit of enhancing SIF visibility; and linking SIF to institutional donors to fund humanitarian programs and activities planned or implemented by SIF.
KEY TASKS AND RESPONSIBILITIES
The Liaison Manager will perform the following specific task and responsibilities
Liaison
- Support identification and access to institutional donors to fund implementation of current and planned SIF humanitarian programs in Somalia by linking SIF to National Clusters, events or forums that bring engagements with the available donor institution in Somalia.
- Support the inclusion of SIF in humanitarian interventions in Somalia by increasing SIF visibility through establishing and sustaining quality working relationship with stakeholders in the INGOs consortiums, donor agencies, INGOs clusters group, and community-based organizations,
- Effectively represent SIF in forums and engagements organized by the INGO consortium, national cluster groups, donor agencies and other stakeholders.
- Develop and maintain a network of relations with different representative of the federal authorities in Mogadishu and national authorities in Somalia for the benefit of assistance in administrative and operational needs, and programs implementations.
- Coordinate in the application, and follow-ups of legal and administrative documentation required by SIF in the programs implementation.
- Negotiate for MoUs and other necessary documentation with national government and regional authorities and other relevant stakeholders in support of the facilitation of implementations of the various SIF activities.
Communication
- Act as the focal point for all communication and engagements between SIF and relevant stakeholders in Mogadishu
- Promote consistently an awareness of SIF and the programs implemented by SIF to the donor agencies, national cluster groups, INGOs consortium, federal and national government agencies in Somalia.
- Proactively negotiate for inclusion of SIF in events and forums that bring an engagement between the different stakeholders in the humanitarian sector in Mogadishu.
Advisory
- Compiling situation reports from goings-on in the country and sharing the reports with the HoM and the team accordingly.
- Provide advice on activities to be undertaken to improve operational visibility of SIF in Mogadishu as well to link SIF to relevant stakeholders.
- Contribute to the documentation, exchange of information, and adaptation of lessons learned, corrective actions and innovation in the administrative and operational activities at SIF.
- Be a security focal person on security issues and prepare reports and advisory detailing concerns and threats to SIF programs and the security of staff.
- Coordinates the safety and security arrangements of SIF staff travelling to Mogadishu to promote and ensure a safe working environment.
- Collaborates with management to develop, prepare, and implement safety and security policies and procedures.
Advocacy
- Assist in preparing and/or participating in advocacy initiatives organized by SIF and other stakeholders in support of raising awareness on humanitarian concerns and issues; funding; or matters that affect INGOs in implementation for emergency and development assistance.
- In collaboration with relevant SIF departments, prepare materials to be shared to donor agencies and partners for advocacy in funding of programs in response to the humanitarian needs.
Reporting
- Contribute to effective and efficient humanitarian interventions by assisting in collecting, analysing and reporting on the humanitarian context in Somalia
- Gathering and sharing information on changes and concerns from the local authorities that relates to the administrative and operational activities carried out by SIF.
- Monitoring for information on issues and relations that affect SIF in its engagement with donor agencies, partners and other the relevant stakeholders and reporting internally.
- Partner with relevant stakeholders and SIF departments in undertaking scoping missions and/or assessments to gain an understanding of the humanitarian needs in different areas in Somalia.
- Maintain closes linkages with local partners with which SIF may be supporting or collaborating with in project implementation for purposes of monitoring and providing guidance.
- Contribute in drafting of proposals, concepts notes, budgets, policies, SITREPs, and other pertinent communication.
Grant Monitoring
- Maintaining and updating the grant tracking database ensuring consistency and accuracy of information therein at all times.
- Evaluating the funding environment and context and advising the HoM accordingly.
- Carrying out pre-award risk assessments on potential grantees and ensure that the findings are incorporated into grant awards.
- Reviewing cost share reports from grantees/partners to ensure compliance against grant commitments.
- Assisting the Program Team in developing training materials for grantees in compliance with SIF’s policies and donor regulations.
- Preparing timely and appropriate closeout of grants.
QUALIFICATIONS AND EDUCATION REQUIREMENTS
Education and experiences
- A minimum of a Bachelor’s degree in Social Sciences with relevant disciplines
- A minimum of 3 years’ professional experience in the humanitarian sector within Somalia
- Prior experience in a similar position for a minimum of 3 years
- An understanding of project management cycle, design and development of emergency relief response, and development assistance
- Familiarity with the political, economic and social context of Somalia.
Functional Competencies
- An ability to form and maintain professional relationship with colleagues and external stakeholders.
- An ability to demonstrate a team spirit in managing complexities in programming.
- Persuasive report-writing skills, and excellent oral presentation skills.
- Good skills in conducting negotiations and interpersonal communication
- Experience in planning and coordinating C-Suite meeting
- An openness to change, constructive feedback, knowledge sharing and travelling under short notice.
- High level of adaptability to difference in cultural, gender, religion, race and nationality.
- Proven ability to work under minimal supervision
Language competencies
- Fluent in spoken and written in English and Somali languages.
- Proficiency in French will be an advantage.
Other competencies
- Knowledgeable in use of Word, PowerPoint, Outlook and internet search methods.
