Overview of position:

  • Our client has been added to KFW funded phase III of multiyear multistakeholder grant joint action for resilience building in Somalia along two other UN UNICEF & WFP where our client implements FSL components under outcome 3 households maintain & improve FSL status through improved & diversified agricultural production & income generation. This position is therefore required to manage KFW joint resilience project in Gedo region, Somalia. This is a USD 17 million USD resilience project that requires technical team on the ground for quality control & implementation.

Role objectives: To ensure the project is implemented in a timely & professional manner, according to objectives, goals & indicators, in line with donor requirement & based on beneficiary needs. The post holder, Livestock Field Officer under the overall guidance of our clients representative in Somalia & the direct supervision & functional guidance of the Resilience Field Project Manager, the Livestock Field Officer will provide crucial program & operational support in the management of livestock activities. The incumbent will be responsible for livestock sector activities, veterinary extension services, livestock value chain & livelihood diversification support in the assigned districts within Gedo region. Other key tasks he/she will undertake include:

  • Act as Livestock Field Officer of the livestock sector team in assigned districts.
  • Responsible to the day to day implementation of by the livestock sector interventions in line with KFW project work plans in all areas to ensure completion of project activities in a timely manner.
  • Closely liaise with the MOL at district & regional & state level to maintain a good working relationship for smooth implementation of livestock sector project activities.
  • Closely liaise with and report to the Resilience Field Project Manager on the team’s activities, plans & progress reports.
  • Monitor & ensure that performance indicators are met & reported upon.
  • Attend meetings with local authority & community leaders & represent our clients food security cluster & other livestock development partners’ forums as directed by the Program Manager.
  • Support training of APFS Master Trainers as well as APFS Facilitators for all livestock projects with field school initiative in Gedo region.
  • Deliver provision livestock extensions services through trainings & equip animal health workers.
  • Assist in implementing livestock & pastoral on livelihood diversifications, fodder production & value chains related projects / programs in Gedo region of Somalia.
  • Provide technical support in the assigned districts within Gedo region in collaboration with other livelihood teams.
  • The incumbent will be answerable to Resilience Field Project Manager.

Expected output:

  • Facilitate animal health extension services through training & equip treatment kits & tools.
  • Ensure veterinary health facilities are fully equipped & functional with a sustainability strategy.
  • Facilitate livestock value chain analysis & reached all stakeholders & generate reports.
  • Ensure livestock market data with early warning indicators & disseminate reports weekly & monthly in a timely.
  • Implement livestock value chain activities chosen by target groups based on value chain market analysis.
  • Facilitate the training of poultry production support beneficiaries under KFW projects in Gedo region.
  • Support livelihood diversification & VSLA team to reach the project goal.
  • Facilitate the training of beneficiaries on fodder production under KFW project in Gedo region.
  • Facilitate the training of bee keeping support beneficiaries under KFW project in Gedo region.

Project reporting:

  • This role reports to the Resilience Field Project Manager.

Key competencies:

  • Bachelor’s Degree or Higher Diploma in Veterinary Science / Animal Health field from a recognized University / Institution.
  • Minimum of 7 years of demonstrable experience in livestock activities.
  • Minimum of 4 years of experience in Gedo (desirable).
  • Must have prior experience working in the livestock & value chain sector with a resilience project.
  • Must have experience in ensuring projects follow agreed timelines, ability to evaluate completed works.
  • Ability to effectively use standard office software, such as MS Office (Windows, Word, Outlook, Excel) etc.
  • Ability to use software & other computer systems to prepare weekly progress reports in the appropriate format.
  • ToT of LEGs training skills.
  • Experience in livestock extension services.
  • Experience in livestock fodder production management.
  • Experience in excellent spoken English & Somalia & written communications.
  • Good in site supervision.
  • Sound knowledge food security, livelihoods; particularly livestock.

Team management:

  • This role has no team management responsibility.
