About the Job
Logistics Site Manager oversees logistics activities within the sub-delegation. She/he ensures that logistics systems are in place and operational and provides technical and operational support for purchasing, warehousing, stock management, fleet management, Air Operations management and import-export activities and statistics, in accordance with the ICRC’s logistics standards.
This is a national/resident position based in Mogadishu, Somalia.
Duties and Responsibilities
- Oversees Logistics in Mogadishu sub-delegation, sets up, adapts and maintains infrastructure according to the needs in collaboration with the logistics team leader
- Ensures that deliveries, transportation of goods, supply requests are closely monitored, and the correct documents are used in all transactions
- Ensures proper planning within the site and clearly communicates constraints if any, in a timely manner to prevent delays
- Ensures goods are transported and received from transporters with the correct documentation
- Ensures that the medical and non-medical warehouses are managed and organised in line with ICRC procedures and standards
- Follows the stipulated guidelines for all shipments (via sea/air) and ensures that all necessary procedures are adhered to, and shipments is received in a timely manner and in good condition
- Ensures clearance procedures for shipments arriving via air- and sea are monitored and finalized within the stipulated time
- Inspects all Warehouses to ensure they are well organised, clean and secure
- Ensures that all transactions pertaining to receiving and dispatching and distributing goods are accurately captured in the logistics system/database (Oscar Light) and all the documentation filed accordingly
- Ensures that all the internal Administrative and financial procedures are strictly adhered to
- Adheres to the tax exemption procedures and follows up on tax exemption for shipments arriving via air and sea
- Interacts with suppliers and contractors, monitors their activities to ensure adherence to the terms stipulated in their contracts
- Ensures all Air operations activities run smoothly; liaises with Airport authorities, immigration department, facilitates Aircraft landing, receives cargo and passengers, and facilitates passage of ICRC vehicles at the airport
- Supervises and coaches the logistics team within the sub delegation
- Is in charge of fleet management, transport and distribution activities within the sub delegation and submits monthly fleet reports to fleet section
- Liaises with Nairobi office for efficient planning, dispatch and shipment of cargo and distribution
Minimum qualifications and required competencies
- Bachelor`s degree in logistics & procurement management or equivalent qualification in a related field of study
- At least four (4) years’ work experience at a similar level within supply chain and logistics management field
- Experience in fleet management and air operation activities
- Strong planning, analytical, communication and negotiation skills
- Strong degree of honesty and integrity, and a solid sense of responsibility, commitment, and work ethics
- Confirmed team leadership skills and strong numerical ability
- Excellent interpersonal and communication skills
- Demonstrated ability to work independently and effectively within a team environment
- Excellent knowledge and thorough understanding of context
- Fluent in written and spoken English and Somali
- Proficiency in MS Office suite
- Experience in driving vehicles equipped with manual gearbox
- Valid driving licence
