ABOUT NHPC (MANDATE)

Somaliland National Health Professions Commission (NHPC) is a statutory body of regulating, accrediting, and licensing health care facilities (HCFs), health training institutions (HTIs), and health Care professionals (HCPs). As regulatory body with the Act no. 19/2001, NHPC ensures and protects the quality health standards, safety, and welfare of the public by quality assurance, national regulatory policies, standards, procedures, guidelines, and guidance. NHPC investigates complaints, malpractices and misconducts of health care professions and takes disciplinary actions**.**

MISSION

Regulate the health professions their education and practice as well as the facilities where they practice, and to provide guidance to the health professions, policy makers, employers and the public on the practice, education, ethics, and other professional issues in order to improve 2 healthcare standards. In addition, NHPC is mandated to set training and education standards to Health Training Institutions and ensure that set standards are met and followed.

To protect as well as witness the quality health standards, safety, and welfare of the public by save guiding the health care professionals, health care facilities and health training institutions.

THE ROLE

In order to obtain a recognized license to practice Medicine, Nursing, Midwifery, and all health science, interested Health graduates must apply for a national medical licensure examination admission through NHPC .The criteria for eligibility to take the examination or to otherwise qualify for licensure exam, admission is set by NHPC. Licensing involves a demonstration of worthiness in two distinct areas. The first is competence For initial licensure, competence is ordinarily established by a showing that the applicant holds an acceptable educational credential from a medical school that meets educational standards, and by achieving a passing score on the examination. The second area of inquiry by examiners involves the character and fitness of applicants for a practice license. In this regard, NHPC examiners seek background information concerning individual applicant that is relevant to the appropriateness of granting a professional credential. Medicine, Nurse, Midwifery, and all health science is a public profession, and because the degree of harm a medical professional, once licensed, can inflict is substantial, decisions about who should be admitted to practice are made carefully by NHPC. Thus, in liaison with the Executive Director, other Regulatory Directors, Policy and planning director, the Medical and health sciences licensure Examination’s consultant /advisor will ensure that all aspects of NHPC Medical Licensure Examination objectives are realized. He/She remains instrumental in developing, department policies, guidelines and protocols in line with NHPC Act, five-years strategic plan and health regulation standards. The Consultant; He/ she is responsible in providing technical and professional support of the NHPC Medical and health sciences licensure Examinations Department.

Duties and Responsibilities

• Revise and harmonize the NHPC principles and guidelines for medical and health science licensure examination policy.

• Set up, medicine, nursing, midwifery and health sciences licensure examination conduction system, approaches and further review examinations as developed by the individual disciplines by aligning the proposed examinations with the competencies required by discipline.

• Advise the Assessment Committee and report on all matters whilst participating on formal Review panels (appeals) for examinations when tasked.

• Review psychometric evaluations and advise individual disciplines on the results.

• Network with all other healthcare associations and encourage, coordinate and facilitate activities between NHPC and its stakeholders, Healthcare Facilities, employers, healthcare providers both in the public and private sector, actively involving them in NHPC sub-committees as appropriate.

• Seek and evaluate feedback from associates and staff on tests and items used in tests to support continuous improvement.

• Complete statistical reporting for OSCE, single best answer and simulated surgery assessments, to be included in assessment reports.

• Capacity build for the Licensure examination unit and accreditation departments staff of the newly developed examination policies and guidelines.

• Compile high quality Monthly and quarterly reports on the assigned tasks and responsibilities and ensure timely submission.

• The consultant will build the capacities of a national staff which will continue delivering the tasks for NHPC when the secondee contract ends.

Required Qualification and

• Degree in health sciences (Medicine, Nurse, Midwifery)

• Master’s degree in public health, Epidemiology, or health sciences

• NHPC license is must for the undergraduate.

• Minimum of four years of professional experience in medical education and healthcare setting

• Experience in Somaliland Health regulation setting.

• Analytical skills and background of policy developing and research skills.

• Excellent in computer skills including Microsoft office, excel and PowerPoint.

Excellent in report writing skills and policy concept notes

• Excellent in both English and Somali Languages (both speaking and writing).

• Leadership, development and Problem-solving techniques.

• Demonstrates commitment to organization and corporate decisions
