The Federal Government of Somalia (FGS) has requested the AU for support to develop a national migration policy framework under the Commission’s Technical Assistance Facility on Migration Governance, which is supported by GIZ.

It is within the framework of this request that GIZ is looking for a consultancy firm or individual consultant to assist the Office of the Special Envoy to conduct various activities to establish/strengthen its migration governance architecture. The activities include conducting a policy and stakeholder mapping for Somalia. The mapping is envisioned to be the first step of an inclusive development process of the migration policy framework for Somalia.

BACKGROUND

According to UNHCR, Somali refugees make up one tenth of the world’s total and contributed to the majority of migrants in Europe as at end of 2016. A 2017 UNHCR report shows that more than 2 million Somalis are currently displaced by a conflict that has lasted over two decades. Further, an estimated 1.5 million people are internally displaced in Somalia, and nearly 900,000 are refugees in the near region, including some 308,700 in Kenya, 255,600 in Yemen and 246,700 in Ethiopia. Between November 2016 and March 2017, more than 615,000 people in Somalia were internally displaced by drought, including 377,000 that were displaced in the first three months of 2017.

Cognizant of the migration/development nexus, and in order to mitigate the adverse impact of migration on development and fostering its positive impact the Federal Government of Somalia (FGS) established the Office of the Special Envoy on Migrants and Children’s Rights (OSE) by decree in 2015.

While the FGS has made strides in creating the institutional mechanisms for managing migration, there is realization that the government needs to move to the next stage in establishing a robust migration governance regime through the formulation of a national migration policy framework and implementation strategy.

SCOPE OF WORK

With the AU Migration Policy Framework for Africa (MPFA) as the guiding document for the process, the assignment will involve desk review as well as interviews with relevant stakeholders. All tasks will be coordinated closely with the relevant focal point at the FGS. The assignment will involve the following steps:

Step 1: Mapping the migration situation/dynamics in Somalia:

Step 2: Extensive mapping of migration related policies, legal frameworks, guidelines, development plans etc.:

Step 3: Mapping of stakeholders in the area of migration

Step 4: Final drafting, presentation and revision of the overall report:

DELIVERABLES

A narrative report including:

· Brief mapping of the migration situation/dynamics in Somalia based on the “strategic framework for managing migration” in the MPFA.

· Mapping of all existing migration related policies, guidelines, development plans etc. for Somalia, both at federal as well as state levels. Identification of gaps and overlaps.

· Mapping of all relevant stakeholders in the broader field of migration, including their mandate, potential stakeholder overlap and gaps, and areas of training/capacity building for stakeholders.

· Recommendations for the drafting process of the national migration policy as well as for the further operationalization of the Task-Force on Migration Management.

· An annotated bibliography of relevant publications and sources of data on migration.

· A power-point presentation documenting the results of the report.

REQUIRED QUALIFICATIONS

It is expected that the assignment will be conducted by a consultant or a consulting firm combining relevant areas of expertise. Consulting firms can bid for this tender with a minimum of 1 expert, or a team of experts. In case of a team of experts, the technical offer should be clear on how roles and responsibilities are to be divided between the experts. The maximum number of work days remains unchanged, independent of the number of experts. The criteria for selecting the consulting firm are as follows:

Technical Experience: migration and human mobility at the Horn of Africa:

i) Master’s degree in the field of social sciences;

ii) Minimum international work experience of 5 – 10 years;

iii) Demonstrable technical experience in social research in the area of displacement, migration and human mobility;

iv) In-depth knowledge of contemporary political dynamics in Somalia and the Horn of Africa;

v) In-depth knowledge of migration and development issues in the Horn of Africa;

vi) In-depth knowledge of migration governance as well as issues of displacement, the diaspora and development, and return/reintegration;

vii) Knowledge of global, continental and regional policies, laws and initiatives regarding displacement, migration and mobility;

viii) Demonstrable experience in social research in/on Somalia will be an advantage;

Regional experience: Demonstrable work experience in or on Somalia (related to migration/displacement, diaspora and development, peace and security, or governance);

Language: Fluency in English is required, knowledge of Somali would be a strong asset.

Other skills:

i) Experience in similar assignments in Somalia or in East Africa would be an added advantage;

ii) Experience and ability to interact with senior officials (Government officials and representatives of multilateral and bilateral agencies);

iii) Experience and ability to navigate political processes in highly sensitive settings;

iv) Excellent drafting/writing and analytical skills;

v) Strong interpersonal, networking and presentation skills.

Risk Management: The consultancy potentially involves travel to Mogadishu, Somalia. GIZ risk management rules and regulations for international consultants must be strictly followed. It is expected that the consultancy firm has a risk management system in place. In case of an individual international consultant, the person must prove his/her completion of a HEAT safety training within the past two years and agree to follow GIZ recommendations and protocols on safety procedures.

Proposals should be divided into a technical and a financial proposal. The technical proposal should include the following information:

i) The consultants’/consulting firm’s understanding of the assignment;

ii) A detailed work-plan for all activities, including travel;

iii) Proposed methodology and timeframe for the assignment;

iv) Capability Statement of the consulting firm and CVs of the consultants;

v) Two writing samples of the consultants/consulting firm on similar assignments.

The financial proposal should include:

i) Budget with a detailed breakdown of costs (including travel costs) for the implementation of activities;
