Job title: Monitoring, Evaluation & Learning Coordinator

Duty station: Mogadishu with frequent travel to all project locations

Duration: 1 Year with a possibility of renewal or extension

Reporting to: National Monitoring, Evaluation & Learning Manager

JOB SUMMARY

The MEL Coordinator will assist the MEL Manager in the management of NIS Somalia country programme monitoring, evaluation & learning. The Coordinator will work closely with NIS Somalia Management and Project/Program staff and HQ MEL staff to ensure that all MEL activities are carried out in an efficient and timely fashion. The Coordinator will assist the M&E manager in program activity monitoring, documentations, data collection, analysis as well as database management and dissemination relevant information. The Coordinator will work hand in hand with M&E officers, field teams and stakeholders on all programme monitoring and evaluation activities & ensure that monitoring visits are meaningful and capture data sought and feed into management decisions.

OVERVIEW OF MAIN DUTIES

  1. Project/ Program development & Planning

· Develop project specific needs assessment tools in conjunction with MEL & program team; deliver needs assessment report.

· Contribute to program design to ensure adherence to minimum standards including the use of standardized indicators and documentation methodologies

· Assist in incorporating lessons learned in concept notes, proposals and project quarterly & final reports

· Develop, maintain and update as necessary the M&E plans for NIS Somalia Programme /projects consistent with the approved project M&E frameworks

· Lead in planning and design of all field assessments to ensure quality data collection

  1. Project Monitoring/Quality & Reporting

· Ensure that programme field activities and events meet minimum NIS standards in their delivery and planning.

· Work with project staff to ensure accurate information flow, including guidance/support on data collection, measurement, and reporting.

· Assist in developing the overall framework of the projects’ monitoring activities

· Assists in the review and verification of data generated ensuring that they are in line with the MEL reporting requirements.

· Provide feedback to partners and programme teams on projects’ performance based on monitoring data findings.

· Establish a secure file storage system (hard and soft) for all data collected

· Participate community/beneficiary selection processes and training & Conduct spot checks in community engagements, beneficiaries and stakeholders to ensure inclusions and accountability

· Ensure to coordinate with MEL & project officers in documenting case studies and success stories (written & audio) for specific project component & the overall program on quarterly basis.

· Contribute to progress reports and final reports to ensure that reports are accurate, clear, properly formatted and on time

· Conduct site visits, joint monitoring, post-project monitoring and submit report with clear findings & recommendations

· Develop & manage a monitoring database for all projects and assist project staff in extracting graphic reporting information from the database and incorporating it in reports.

· Assist MEL Manager in collecting, analyzing and reporting on relevant indicators for donor reports as well organizational-wide M&E system.

· Review internal program progress reports such as monthly reports and provide feedback to teams.

· Analyze reporting gaps within the different projects and identify corrective actions needed

· Assists in the preparation of progress quarterly M&E reports and uploads all approved MEL relevant reports into the IMS systems as required.

  1. Project Evaluation

· Support MEL Manager to manage and safeguard data collection, train project staff, and supervise MEL activities of staff and partners.

· Determines issues with data collection tools in the field and recommends to the MEL Unit improvements thereof

· Brief M&E officers, enumerators and interviewers (or external evaluator) on the project and data collection tools

· Assist in developing survey questionnaires in ODK/ONA, FGDs and KIIs

· Lead in conducting baseline and endline assessments and ensure that they happen in a timely fashion for all projects

· Organize and lead focus group discussions and conduct interviews for purposes in real time

· Ensure quality and reliability of survey data collected

· Ensure receipt of and review transcribed and translated KII data collected

· In the case of external evaluation, lead in the preparation of ToRs and CFPs,

· In the case of external evaluation, assist in reviewing and finalizing baseline reports and FERs, in cooperation with MEL Manager and HQ MEL staff

· Disseminate evaluation findings among CO and HQ staff

  1. Project Learning

· Share learning from MEL process with the wider team

· Support partners in improving learning and sharing mechanisms in their projects

· Promote culture of two-way learning in the organization

· Document lessons learned from the field and extract from reports and presentations and document them in IMS.

· Disseminate lessons learned and best practices among NIS Somalia and HQ staff

  1. Program data management and analysis

· Coordinate with M&E officers to ensure the timely and accurate routine data entries into the database (MIS/excel format) as per NIS Management Information System/forms within expected deadlines.

· Work closely with M&E officers to ensure that follow up monitoring is done and ensure the relevant project data is submitted on timely fashion.

· Assist the project staff in extracting graphic reporting information from the systems/database and incorporating it in reports

· Undertake analysis and reporting of all data collected from the field and identify learning points /trends for improving program quality.

· Closely work with the MEL Manager to manage NIS MIS system. This will include updating the MIS systems to ensure Somalia Programme data is captured on regular basis.

· Support to develop a clear mechanism of tracking performance indicators for all projects. This will include development of M&E plans for new and/or ongoing projects.

· Maintain programme data repository and facilitate the storage, archiving and easy retrieval of program data organized by projects, locations of action and temporal distribution, and suggest better methods for improving existing data management systems.

  1. Staff supervision

· Directly supervise day to day roles of M&E officers

· Undertake performance management of staff supervised

  1. Other duties

· To be alert at all times to the security implications of engaging in activities addressing protection concerns; and

· Perform any other duties assigned by the M&E Manager, the Programme Manager and/or NIS Senior Management.

· Conduct himself both professionally and personally in such a manner as to bring credit to NIS Foundation and not jeopardize its organizational mission.

  1. Performance Management

· The Coordinator will be accountable for and evaluated on the responsibilities and the competencies outlined in NIS’s Performance Management System. The following documents will be used for performance reviews:

FUNCTIONAL AND PERSONAL COMPETENCIES

· Minimum University degree in social sciences, information management, Statistics or other closely related disciplines with additional training on monitoring & evaluation.

· At least 4 years of relevant work experience in programme monitoring and evaluation in NGO set up preferably in development, reconciliation, peacebuilding, and governance.

· Strong ability to work independently, including the ability to multitask, prioritize competing tasks, and manage time effectively.

· Willingness to continually improve technical and analytical competencies

· Excellent knowledge of written and spoken English and Somali

· Continually demonstrates strong commitment to the organization and high motivation; and

· Willing to travel and stay in other regions.

· Ability to meet strict deadlines in high-pressure environments.
