The Monitoring and Evaluation Specialist (Health) reports to the Chief of Health for guidance and general supervision. He/ She supports the development and management of the health program information system and is responsible for managing, implementing, monitoring, evaluating and reporting on the progress of achievement within the country program. The Monitoring and Evaluation Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of concrete and sustainable results according to plans, allocation, results based-management approaches and methodology (RBM), organizational Strategic Plans and goals, standards of performance, and accountability framework.
MAIN DUTIES AND RESPONSIBILITIES
- Support to Health Program Development & Planning
- Conduct and update the situation analysis for the development, design and management of health-related programs. Research and report on development trends (e.g. health, political social, economic) for higher management use to enhance program management, efficiency and delivery of results.
- Contribute to the development and establishment of sectoral program goals, objectives, strategies and results-based planning through analysis of health needs and areas for intervention and submission of recommendations for priority and goal setting.
- Participate in strategic program discussions on the planning of health programs. Formulate, design and prepare sectors of health program proposals, ensuring alignment with UNICEF’s Strategic Plan, the Country Program, as well as coherence/integration with the UN Development Assistance Framework (UNDAF), regional strategies and national priorities, plans and competencies.
- Program management / Monitoring & Delivery of Results using the Health Management Information System (HMIS)
- Participate in monitoring and evaluation exercises, program reviews and annual sectoral reviews with government and other counterparts to assess programs and to assess progress and to determine required action/interventions to achieve results.
- Provide technical guidance for upcoming DHIS indicator review and oversee institutional technical support. This will include: compilation of a list of DHIS indicators that require revision and circulate to ministries and DHIS consultant prior to the review process; providing a situation and handover report to DHIS consultant; participation in DHIS review meetings
- Provide data analysis, dashboards and narrative contributions for donor reports, situation reports, concept notes/proposals and other programme reports as required.
- Maintenance of data platform for country & zonal offices on UNICEF ECM platform.
- Maintenance of PowerBI dashboards for DHIS datasets on the UNICEF ECM platform
3. Technical and Operational Support to Health Program Implementation
- Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the interpretation, application and understanding of UNICEF policies, strategies, processes, and best practices and approaches on health-related issues to support program development planning, management, implementation and delivery of results.
- Participate in discussions with national partners, clients and stakeholders to promote health and development issues, especially in the areas of gender, emergency preparedness, maternal and neonatal health, and child survival and development.
- Draft policy papers, briefs and other strategic program materials for management use, information and consideration.
- Participate in emergency preparedness initiatives for program development, contingency planning and/or to respond to emergencies in country or where designated.
4. Networking and Partnership Building
- Build and sustain effective close working partnerships with health sector government counterparts, national stakeholders, as well as global partners, allies, donors, and academia. Through active networking, advocacy and effective communication, build capacity and exchange knowledge and expertise to facilitate the achievement of program goals.
- Draft communication and information materials for advocacy to promote awareness, establish partnerships/alliances, and support fund raising for health programs.
- Participate in appropriate inter-agency mechanisms on health programs to collaborate with inter-agency partners/colleagues on joint operational planning and preparation of health programs/projects, and to integrate and harmonize UNICEF’s position and strategies with the health sector development and planning process.
5. Innovation, Knowledge Management and Capacity Building
- Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders, and to support the implementation and delivery of concrete and sustainable program results.
- Keep abreast and conduct research to provide evidence for implementation of best and cutting-edge practices in health.
- Assess, institutionalize and share best practices and knowledge learned.
- Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable programs and projects.
- Advanced university degree in public health, social sciences, statistics, planning development, and/or related field is required. Degree in epidemiology or biostatistics will be an added advantage.
- OR: Master’s degree in Public Health (MPH) / medical statistics / epidemiology or an equivalent degree from a recognized University or College including any equivalent experience.
2. Work Experience
- At least 5 years of work experience with management information systems in large organizations or at country level.
- Experience in Somalia or other conflict / post-conflict countries is an added advantage.
- Demonstrated experience in data collection, data analysis as well as preparing reports and presentations.
- Sound knowledge of DHIS, data analysis and management.
- Good interpersonal and communication skills and good analytical skills. Solid experience with common Microsoft Office packages and advanced MS Excel skills and experience working with large datasets required.
- Good working knowledge of PowerBI is an advantage.
- Statistical analysis applications (SPSS, Stata) desired, but not essential. Knowledge and understanding of the UN system and capacity to promote consensus and establish positive working relationships and work in a team.
- Integrity, tact, discretion and demonstrated sensitivity to cultural differences.
- Desirable: Familiarity with the work of UN agencies in health system strengthening.
- Language Proficiency
- Excellent English skills, both verbal and written is essential. A Knowledge of another official UN language or local language of the duty station considered an asset.
- Duty station and Travel
- UNICEF Country Office in Mogadishu with frequent travel for program monitoring/capacity development purposes.
