Job Specific- Joint Police Programme (JPP)

JPP is a Somali owned, Somali led programme with UNOPS being the secretariat. The aim of the JPP is to support the Federal and Federal Member State police develop the police service across Somalia by bringing together donor funding to allocate resources against agreed Somali priorities and build a stronger strategic partnership between the international community and Somali police. The JPP coordinates donor funding, enabling the efficient and effective allocation of resources against agreed Somali priorities. The JPP contributes to a capable and accountable security sector, with full respect for human rights and the rule of law, a crucial element in establishing long-term peace in Somalia.

Purpose and Scope of Assignment

Reporting to the Deputy Programme Manager, the M&E and Reporting Specialist is responsible for the overall monitoring and evaluation aspects of programme delivery including reporting. This involves the designing and managing the M&E framework as well as its continuous development and refinement. He/she will perform the following duties and responsibilities in support of the JPP Executive Board and the Secretariat. The Monitoring & Evaluation Specialist will be required to travel within Somalia to perform his/her duties.

1. Monitoring & Evaluation:

    • Develop and regularly update the JPP M&E strategy and plan working closely with partners and stakeholders, notably with UNSOM, UNDP, UNPOL, JJP, JCP and SSJP ;
    • Provides technical oversight of the M&E activities and operations of the JPP, establishing the plan, guides, tools, system, methodologies, protocols, and indicators for the appropriate and regular monitoring, evaluation and impact assessment of the JPP.
    • Monitor progress in the implementation and results of the projects against the strategic objectives and indicators as well as promote and support the quality assurance of all project interventions.
    • Oversees all the data collection and analysis processes, and facilitates baseline, progress studies and surveys as required;
    • Conducts qualitative and quantitative data analysis and information evaluation, contributing towards the situation analysis, and progress, constraints and gaps assessments, and evaluation of the programme performance
    • Serve as a focal point for all M&E matters, progress reviews, and evaluations, developing reports, project presentations and other project M&E-related documents and correspondences;
    • Support the Deputy Programme Manager with the training, implementation and use of collaborative programme planning and reporting tools amongst the JPP stakeholders
    • When required, provides technical support and training to JPP partners to strengthen M&E systems, including the development of systems, the recommended reporting and monitoring formats & guidelines or/and provides any on-site support.

2. Third Party Monitor Management:

    • Provides the required information to and supports the Third Party Monitoring service provider to conduct the tasks agreed by the Executive Board
    • Ensures that regular monitoring and third party monitoring are implemented and that the gaps in programming are identified and addressed;
    • Prepares the Third Party Monitoring quarterly plans, and reviews their end of the quarterly report to ensure the payment to the service provider is accurate and justified.

3. Reporting

  • Creates and adjusts reporting templates, reviews the periodic technical reports from implementing partners and ensures they are submitted in a timely manner. Provides appropriate comments, and prepares consolidated high-quality analytical and visualized reports in collaboration with the Communication Senior Officer and disseminates programme reports in a timely manner in consultation with partners and stakeholders and other relevant sources of information;
  • Assists in the collection and dissemination of lessons learned, actioning evidence-based programming informing the JPP’s approach, and adapting the M&E systems and framework as required by the context;
  • Ensure the JPP programme projects are compliant with the UNOPS Project Management Manual (PMM) reporting requirements
  • Support the Deputy Programme Manager in regularly updating the risk register, issues log, highlight reports, and other requirements as per the UNOPS PMM
  • Responsible for the completion of progress reports to the MPTF, UNOPS Regional office and other ad-hoc report requests, as well as the following JPP, reports:

a. Annual Reporting – Annually

b. Quarterly reporting- Quarterly

c. Bi-weekly reporting – Bi-Weekly

d. M&E reporting – As required

e. Programme closure report – Once Once, near the end of the programme

Impact of results

The effective and successful performance of the Monitoring & Evaluation Specialist in the areas of programme monitoring and evaluation will contribute considerably to the strengthening of existing and future programming and consequently reinforces the visibility and image of the UNOPS as an effective service provider in project services and management and strengthens its competitive position as a partner of choice for sustainable development and project services.

Qualifications and Experience

A. Education

    • Master’s Degree in Social Sciences, Monitoring and Evaluation, Economics, International Relations, Organisational Development, Management, or Public Administration or other relevant discipline is required.
    • Bachelor’s Degree in Social Sciences, Monitoring and Evaluation, Economics, International Relations, Organisational Development, Management, or Public Administration or other relevant disciplines with a combination of two (2) additional years of relevant professional experience may be accepted in lieu of the advance university degree.

B. Work Experience

    • A minimum of five (5) years’ work experience in reporting and M&E focused roles is required
    • Experience/knowledge of Google Suite products, especially google forms, sheets, docs and slides is an asset.
    • Experience in security sector reform, police reform, or judicial reform is desirable
    • Work experience in developing / post-conflict countries is desirable
    • Work experience in the East Africa region is desirable

C. Language Requirements:

  • Fluency in written and spoken English Language is required.
