Overview of position:

  • Our client in Somalia is building on its existing stabilization programming & will be working further to support stabilization efforts in newly recovered, unstable & fragile areas in Hirshabelle state through several projects including stabilization support to fragile areas in Somalia II (or Daryeel as shorthand), the Stabilization Through Education Project (STEP) & the upcoming breaking the climate conflict cycle in Hirshabelle (or Deegan Bile Hirshabelle as short hand). The program harnesses the stabilization gains made by previous stabilization programs (EU IcSP phase I) & aims to contribute to stabilization efforts in Somalia through creating conditions for environmental peacebuilding, for restoring trust among communities & between communities & local leadership, thereby rebuilding the social contract between Somali citizens & state institutions & providing a bridge to longer term development interventions.
  • In addition, climate related security risks are transforming the landscape in which peacebuilding efforts take place. Climate related change in Somalia has reduced livelihood options, induced mass displacement & left significant parts of the population in highly vulnerable circumstances, all conditions that undermine stability & contribute to violent conflict. Mediation & peacebuilding approaches must incorporate the environment if they seek to address the underlying drivers of contemporary conflict in Somalia. The upcoming “breaking the climate conflict cycle” project will pilot a new model of environmental mediation & tangible peace dividends for sustainable ecosystems in Hirshabelle state.
  • With the broadening portfolio of our clients community stabilization programming & in view of the upcoming “breaking the climate conflict cycle” in Hirshabelle, Our client is therefore recruiting a National Community Stabilization Officer, under the overall supervision of the Community Stabilization Program Manager & under the direct supervision of the Program Officer (Community Stabilization), to oversee, plan & implement environmental peacebuilding initiatives to enhance the community’s resilience & to address the destabilizing factors that cause clan violence among clans in the Hirshabelle state. The successful candidate will oversee & manage programmatic & administrative tasks to facilitate the successful implementation of these activities with Hirshabelle Ministry of Interior, Ministry of Women & Human Rights Development & relevant administrations. The candidate will be required to work directly with communities, local partners & local govt. officials to coordinate & monitor stabilization activities in the region focused on engaging these groups & their role in the society. This position will require frequent travel primarily in Hirshabelle states (security permitting).

Role objectives:

  • Develop activity level concept notes, proposals & budgets for the integrated package of activities to improve communities’ resilience towards climate change impacts & the environmental hazards through consultations with the relevant communities & using tools & techniques to assess the target locations.
  • Plan & oversea the implementation of stabilization, social cohesion & environmental action initiatives to enhance the stability & togetherness of communities in the state through field visit missions & liaising with the field teams.
  • Track the overall budget & the specific lines of the WBS for the Deegaan Bile project to avoid over / under spending & to ensure value for money through monitoring the PRFs raised & budget reports.
  • Liaise with relevant govt. institutions such as the line ministries, the regional & district level administration officials to ensure successful implementation of activities through meetings, email correspondence & field missions.
  • Coordinate implementation of stabilization activities at field level in close coordination with the Program Officer (Stabilization).
  • This includes regular meetings with communities, traditional elders, women & youth leaders, local authorities & the govt. for implementation procedures & timeline.
  • Supervise the Program Assistant to ensure that activity implementations are delivered efficiently & in a timely manner by preparing activity plans, setting deadline the activities & assisting the field teams.
  • Prepare assessment reports, monthly, quarterly & yearly progress reports for donor to highlight the achievements made, the challenges faced & lessons learned in close coordination with the Program Officer (Stabilization).
  • Ensure timely coordination with our clients resource management unit including procurement of necessary materials, supplies, logistical support & payment of vendors for all activities.
  • Be the focal point for liaising & coordinating with all implementing partners / service providers on activities concerning all community stabilizition activities including Deegaan Bile Hirshabelle, Daryeel project & the new stabilization through education project in Hirshabelle state of Somalia to ensure smooth implementation of activities implemented.
  • Continuously monitor progress against objectives & indicators of activity providing inputs to M&E team.
  • Support the comms team in providing inputs to visibility & communications products in accordance with communications plan & donor compliance.
  • Actively seek opportunities for collaboration with other peacebuilding partners, especially those focusing on women, youth, children, people with disabilities, minorities & other marginalized groups & ensure coordination at field level.
  • Undertake duty travels to provide technical support for activity implementation as needed.
  • Perform any other as may be assigned, based on needs & the capacity of the candidate.

Project reporting:

  • This role works under the direct supervision of the Program Officer (Community Stabilization).

Key competencies:

  • Completed Master’s Degree in Social Sciences, Development Studies, International Relations, Business Administration or related field or Completed Degree in Social Sciences, Development Studies, International Relations, Business Administration or related field with 2 years’ relevant experience.
  • Experience & demonstrated knowledge community based activities in stabilization, recovery & peacebuilding concepts & activities in Somalia.
  • Previous work experience in coordinating with the Hirshabelle state govt., local authorities, local partners & CSO’s.
  • Demonstrated proficiency & knowledge of IT in MS Office applications especially Excel, Word & PowerPoint.
  • Must have atleast 2 years experience in Africa.
  • Must be fluent in English & Somali.
  • In depth knowledge of community based activities & stabilization activities.
  • Knowledge of UN & bilateral donor programming.
  • Working experience with women, youth, children, people with disabilities, minorities & marginalized communities.
  • Working experience in development of activity based concept notes, activity proposals & activity budgets.
  • Working experience in implementation of matching grant activities or cofunding mechanisms.
