Terms of Reference: National Development Plan III (2022 – 2026) Cross-cutting Themes Consultant

Duty station: Hargeisa-Somaliland

Reporting to: Minister of Planning and National Development-Somaliland

Type of assignment: Secondment

Duration: 5 Months

Background:

The current 2017-2021 National Development Plan will expire in December 2021. By that time, the new National Development Plan for 2022-2026, prepared with subnational stakeholder adequate participation and government ownership, will need to be finalized and ready for roll-out in January 2022. Somaliland has now established a tradition of medium-term development plans linked to the 2030 vision and this will be the third national development plan progressing towards the national vision. The purpose of this concept note is therefore, to outline the processes, management and coordination mechanisms to be followed in the preparation of the National Development Plan 2022-2026.

Underlying its preparation and implementation will be the need to ensure that the NDP 2022- 2026 is aligned with and progressing towards the Somaliland Vision 2030 and the SGDs. It’s critical that the national development planning must be country owned and based on a process of broad-based participation and consensus-building that delivers a comprehensive context analysis sufficient to inform desired development results and outcomes. The national development planning process should link policy, planning and budgeting; identify national development objectives and priorities; improve the quality of expenditures leading to efficiency gains; harmonize development financing; and promote accountability and transparency through strong monitoring and evaluation. Therefore, the NDP 2022-2026 process will be designed to open up space for participation by all major stakeholders, including civil society organizations, private sector representatives, women’s groups, youth organizations and marginalized groups.

To ensure that the new NDP is evidence based and results driven there is a need to gain a baseline understanding of what is happening within the nine key sectors that will be the strategic core of the NDP. For each sector an analysis will be conducted that will provide key sector policy decision makers and stakeholders with the foundational information required to make forward looking planning decisions regarding their Sector and how it will progress over the next 5 years. Based on the baseline data drawn from the sector analysis, prioritization process which will set out the outcomes, targets, indicators and the priorities of the next five years for each sector will be proceeded to. Consequently, when sector analysis and the prioritization process come to close, amalgamating the sector based work and drafting NDP III will immediately follow.

1. Duties

· Act as Cross Cutting Themes focal point to the NDP III process and also collect and compile the inputs/information from various sources and share with NDP III National Technical Team for their review.

· Assist NDP III Technical Team in the facilitation of workshops for the setting out of sector goals, objectives, outcomes, targets and priorities.

· Assist the National Technical Team to deliver effective regional consultation process.

· Review available literature (including policies and legislation) on Cross Cutting Themes in Somaliland and prepare a brief summary of current status of the sectors including SWOT and sector situational analysis.

· Prepare clear work-plan with methodology for data collection from various stakeholders related to sector.

· Review progress and achievements in implementation of NDP II identifying successes and failures;

· Develop comprehensive list of recent (in last NDP phase), ongoing and planned projects in the Cross Cutting Themes.

· Consult with various government officials for their inputs/information on sector.

· Consult with UN/INGO/LNGO and other stakeholders (private and public sector stakeholders) for their views/inputs on Cross Cutting Themes.

· Consult with Cross Cutting Themes cooperatives/associations representatives for their views/inputs on challenges and opportunities for further development along various value chains.

· Assess the current Cross Cutting Themes on the opportunities/challenges and mitigation measures for a comprehensive sectors development.

· Support and access Cross Cutting Themes in identifying capacity building gaps by organizing consultation workshops and corresponding training where applicable.

· Support in aligning Cross Cutting Themes strategies to the National Development Plan III framework plans and the 2030 vision

· Lead the Cross Cutting Themes in drafting, reviewing and clearing the Livestock and Fisheries Sectors chapters of the NDP III which is synchronized with priorities of Somaliland government.

· Any other duties or tasks assigned by the Honorable Ministers of Planning and the Chair of Cross Cutting Themes.

2. Purpose of the Assignment

To provide assistance to the NDP III Technical Team in the cross-cutting themes components within the NDP III

3. Outputs and Deliverables

The output for the role will be:

  • National Development Plan III

4. Reporting

The consultant’s work will be guided by NDP III technical team and will report his/her progress directly to the Minister of Planning and National Development Somaliland.

5. Impact Required

Besides the specific outputs and scope of work mentioned the following steps/actions are required to be undertaken throughout the assignment. These are standard requirements for all assignments undertaken through this contract:

a) Transfer of skills: One of the main responsibilities of the qualified Somaliland expatriate, and one which he/she will be measured against, will be to ensure continuous and systematic transfer of knowledge and skills as related to the assignment. It will have to be agreed with the beneficiary institution which civil servants will have to benefit from this knowledge.

b) Work plan: A work plan will have to be developed with the Supervisor during the first week of assignment which will provide clear and time bound activities to successfully implement the outputs of the assignment.

c) Mid Term Review: there will be a mid-term review of the assignment between the incumbent and the beneficiary institution to discuss progress of the assignment and feedback on performance.

d) Interim and Final Reports: A progress report will be submitted by the incumbent to the Supervisor. Thereafter a final report will be provided at the end of assignment.

6. Qualifications and Competences of the Consultant/Advisor.

The consultant/Advisor will have overall responsibility for the assignment but will also be supported by Sector Technical Teams. It is desirable for the Consultant to have the following disciplines and qualifications:

· Proven experience in development of National Development Plans and mainstreaming

· Experience in evidence-based development planning and policy in Somaliland and/or Africa

· Knowledge of and experience working with/in the specific sector being analyzed.

· Knowledge of and experience in project management and using sector wide approaches.

· Experience in fiscal forward projections and planning.

· Awareness of Aid Effectiveness Principles.

· Strong critical analysis skills.

· Demonstrated skills in formulation, planning and budgeting.

· Strong proven critical qualitative and quantitative analytical skills.

· Advanced computer skills would be an asset.

· Displays cultural, gender, religion, race, nationality, age sensitivity and adaptability.

· Highest standards of integrity, discretion, and loyalty.

· Fluency in written and spoken Somali and English languages.

7. Education.

Master’s degree or higher in Sustainable Development, Economics, or a closely related field.

8. Experience.

At least 10 years of work experience in the field of international development, with a focus on social policy and development.

9. Communication.

Fluency in English and Somali, both written and oral (Advanced level) speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately. Writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify and exhibits interest in having two- way communication; tailors’ language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.
