Established in 1951, IOM is a Related Organization of the United Nations, and as the
leading UN agency in the field of migration, works closely with governmental,
intergovernmental and non-governmental partners. IOM is dedicated to promoting humane
and orderly migration for the benefit of all. It does so by providing services and advice to
governments and migrants.
The International Organization for Migration (IOM) is one of the largest humanitarian and
development actors in Somalia. IOM’s Migration Health Division (MHD) is implementing
emergency health and nutrition projects across 12 regions of Somalia with nearly 25 staff, in
addition to health systems strengthening, community health initiatives, durable solutions,
and medical care for migrants and returnees.
MHD directly implements medical and nutrition services in extremely hard-to-reach
locations, and the project cut across several different thematic areas. As a result, successful
delivery of health and nutrition services requires efficient management of highly complex
and intensive operations, and effective problem-solving to overcome day-to-day obstacles
arising from the Somalia’s humanitarian operating context.
In this context, IOM is recruiting for a National Health Operations Officer, working under the
direct supervision of the Health Programme Coordinator, and under the overall supervision
of the Senior Programmes Coordinator. The incumbent will be a member of MHD’s senior
management and will be responsible for managing all operations across the MHD health
and nutrition programme portfolio, including line management of an operations team of 5
staff; grants and financial management; oversight of supply chain, coordination of data
management and reporting, and serving as overall deputy to the Programme Coordinator.

Core Functions / Responsibilities:

  • Coordinate and monitor the operations for implementation of all health and nutrition programmes across MHD’s 14 regions of operation, working in close coordination with the Resource Management Unit (RMU) and programme staff in the Mogadishu, Nairobi, Hargeisa, Garowe, Baidoa, Kismayo, Dollow, and Bossaso sub-offices.
  • Supervise staff and work to build their capacity in logistics and operational management.
  • Monitor MHD’s supply chain for medicines, medical equipment and nutrition commodities, ensuring that all 14 regions have a pre-positioned supply and do not stock out, and that procurement plans for medicines and transport of commodities are seen through to completion
  • Provide comprehensive operational support to the 5 MHD field offices in remote areas where there are no procurement and finance staff, in close coordination with RMU in Mogadishu and regional sub-offices.
  • Manage MHD’s grants portfolio in coordination with the Programme Manager, including expenditure mapping and forecasting, planning of activity time-phasing per project and region, monitoring of expenditure against spending plans, re-alignment of budgets, and grant closure.
  • Coordinate and monitor timely payment of vendors, timely procurements (non-medical), and central team administration.
  • Make periodic visits to all field sites to assess programme administration and implementation, as well as support and capacity building of field staff in operations.
  • Oversee routine data and internal/external monthly reporting for health and nutrition, in coordination with the data analyst, and coordinate compilation of data inputs into donor reports and new proposals.
  • Contribute to new project development and proposal formulation in coordination with the Health Programme Coordinator and Senior Health Officer, ensuring that complex operational considerations are identified and incorporated.
  • Participate in the establishment of standard operating procedures (SOPs) for health operations in each region of IOM implementation, as well as SOPs for field-level administration by MHD staff in each region.
  • Liaise with external partners and government authorities to advance IOM’s programming, helping identify synergies with other actors, and attend relevant meetings with external stakeholders.
  • Provide oversight to MHD inventory management and asset tracking.
  • Manage project visibility initiatives, coordinating with field teams and the Programme Support Unit; establish an effective system to catalogue all MHD project materials (files, publications, visibility materials, orientation materials, photos, etc.)
  • Act as the Deputy to the Health Programme Coordinator, filling in as department in-charge as needed.
  • Contribute to other areas of programme management as requested by the Health Programme Coordinator

    Required Qualifications and Experience
    • Bachelor’s degree in public health, business management, logistics management, health operations, medicine, nursing, or related field from an accredited institution with four year’s working experience.
    • Master’s degree in related field with two years working experience.
  • Four years or more of relevant experience, with at least three years directly involved in health operations and administration in humanitarian settings.
  • Demonstrated ability to initiate health operations in complex emergency settings
  • Experience working with projects providing primary healthcare services
  • Experience working with international organizations is an advantage.
  • Experience with a UN agency is an advantage.
  • High level of computer literacy (MS Office Word, Excel, Outlook).
  • Demonstrated ability to work with limited day-to-day support, in a complex operating environment.
    Fluency in English and Somali is required (oral and written).
