Overview of position:
Established in 1951, our client is the leading inter governmental organization in the field of migration & works closely with governmental, intergovernmental & non governmental partners. They are dedicated to promoting humane & orderly migration for the benefit of all & it does so by providing services & advice to governments & migrants.
Our client is the coordinating agency on the regional & country level Regional Migrant Response Plan (RMRP) which stands as a comprehensive framework aimed at supporting migrants bidirectionally traveling to & from the Horn of Africa & Yemen. The MRP focuses, mainly, on the delivery of humanitarian & protection assistance to migrant population, returnees & host communities along the eastern route but also the provision of community stabilization & capacity building to vulnerable migrant returnees & local authorities, respectively. As part of MRP interventions, our client closely works with Migration Response Centers (MRCs) & relevant authorities & partners to respond to immediate needs of migrants stranded in transit locations in Somaliland & Puntland in Somalia.

Under the overall Deputy Chief of Mission (DCOM) & direct supervision of the Program Manager of the Migrant Protection & Assistance (MPA) Unit, The National M&E Officer will be responsible for the supporting the monitoring & evaluation of all projects related to the Migrant Response Plan (MRP) & more specifically, the incumbent will be responsible for below responsibilities:
Regularly collect data & report on the log frame indicators, in line with MPA projects result matrix including but not limited to Migrant Protection, Return & Reintegration (MPRR), Migrant Response Plan (MRP) & including any other MPA related projects in Somalia.
Provide guidance & technical support to field based staff (including Case Managers & Enumerators) & Program Lead on M&E activities including survey design, data collection & analysis.
Monitor & support the appropriate & timely entry of required data in MiMOSA,offline & online databases & application packages.
Produce & provide country specific data & information for internal & external reports (e.g. monthly & quarterly internal reports, annual donor reports, M&E systems reporting & biannual institutional questionnaire etc.).
Comply with & implement the institutional guidance note on M&E for AVR (R ) /PARA under MPRR, RMRP etc.
Conduct monitoring visits to field sites under the MPRR / RMRP in Somalia to identify & track follow up actions related to active programs’ M&E plan & suggest corrective actions as necessary.
Continuously assess the MPA internal capacity for M&E & provide related capacity enhancement training & workshops, particularly strengthening capacity of M&E team including Enumerators & MRCs staff in Somalia.
Lead rollout & application of MiMOSA in Somalia in close coordination & collaboration with technical focal points in the Headquarters (HQ) & the Regional Office (RO).
Regularly liaise & support MPA IM efforts, methodologies’ integration & overall data processing, managing & analysing initiatives with Regional Data Hub (RDH) to support existing & new migration flows & trends in Somalia.
Continuously update, import & generate migrant data on MiMOSA in close coordination with case management teams, external partners, service providers etc.
Produce monthly statistical report & regularly update MPA workplan & support program with data projections, trends & dynamics through visual means.
Compile & produce adhoc, monthly & periodic reports.
Perform any other duties as may be assigned.

Project reporting:
This role reports to the line manager.

Key competencies:
Bachelor’s Degree in Information Technology (IT), Data Management, or Statistics from an accredited academic institution with a minimum of 2 years of relevant professional experience, or Master’s in the same field.
Proven ability to establish & maintain strong working relations with relevant government & non governmental counterparts, international organizations, civil society, or private sector entities.
Experience in M&E & data management under the umbrella of migration, refugees & reintegration of migrants, preferably in Somalia.
Experience in working in an international, local, or associated organization.
Knowledge of M&E, information management, software’s, etc. (with children, migration groups etc.).
Knowledge in migration issues in Somalia & migratory trends in Somaliland & Puntland in specific.
Knowledge of standard software packages for data management (including analyse), PowerBi, ArcGIS, etc.
Knowledge in office package (Word, xl, ppt etc.).
Must have 2 years of prior & relevant work experience in Africa.
Must be fluent in Somali & English.
