Overview of position
In response to increasing defections from non-state militant groups in Somalia, the Federal Government of Somalia (FGoS) and UN partners embarked on a process to develop the “National Programme on the Treatment and Handling of Disengaged Combatants” (National Programme). The National Programme maintains the objective of establishing a comprehensive process that allows for low-risk disengaged combatants to reintegrate in communities and become productive citizens. Under the mandate of the National Programme, the International Organization for Migration (IOM), Disarmament, Demobilization and Reintegration (DDR) unit provides rehabilitation and social and economic reintegration support to low-risk disengaged combatants through Transition Centres in Baidoa. This support is offered through a combination of social protection (case management) and livelihood asset building (life skills, financial literacy, and livelihood training) activities.
IOM DDR program, the Treatment and Handling of Disengaged Combatants are seeking to recruit an experienced GBV and Case Management Supervisor to provide supervision to social workers in both male and female centres as well as provide PSS and support to GVB needs. the position sits within the Federal Government of Somalia’s National Programme for the Treatment and Handling of Disengaged Combatants and is co-managed by Southwest State government and IOM with dual reporting requirements. GBV and Case Management Officer will play a significant role in the Baidoa male and female transitional centers through providing supervision to social worker, provide Gender Based Violence case management needs and coordinating the various services that will constitute the rehabilitation process of beneficiaries.

Role objectives
Under the direct supervision of the Case Management Coordinator and the guidance from the Field Coordinator, DDR Project Manager and DDR Coordinator, oversee the overall Case Management activities of the two centres.

Key Responsibilities

  • Supervise and mentor center social workers  and build their technical capacity through one and one/group training.
  • Conduct weekly case file view of all the active cases and provide feedback to the social workers.
  • Provide direct case management to complicated and difficult cases.
  • Educational/ Development Function: develop knowledge and skills. through reflection and exploration of the work.
  • Supportive Function: responding to caseworkers’ emotional reactions to the effects of case management working with both defectors and GBV survivors.
  • Produce monthly report to Case Management Coordinator.
  • Coordinate with protection programs such as GBV working group cluster.
  • Spend half of the working week in Male Centre and the other half in the Female. centre for the purpose of providing support to both male and female beneficiaries and social workers.
  • Facilitate Case Management team meetings bi-weekly.
  • Attend meetings for protection and GBV working group cluster.

Perform any other responsibilities as may be assigned.
