Context:

IOM’s Disengagement, Disassociation, Reintegration and Reconciliation (DDRR) programme is a key component of IOM’s peacebuilding and stabilization portfolio that aims to increase Somalia’s resilience to destabilizing conditions and build national capacity towards sustained peace. The programme aims to contribute to peace and improved security in Somalia through supporting the Federal Government of Somalia’s National Programme on the Treatment and Handling of Disengaged Combatants and Women Associated (National Programme).

In the absence of a peace agreement, and other preconditions usually required for traditional Disarmament, Demobilization and Reintegration (DDR) programming, IOM has been supporting the Federal Government of Somalia (FGS) in its implementation of the National Programme through a four-pillared approach that reframes traditional DDR in terms of Disengagement, Disassociation, Reintegration and Reconciliation (DDRR). This context specific and context sensitive approach has been developed and implemented alongside local partners to include the national government and regional administrations, to create viable, reliable, gender-responsive, transparent and nationally owned legal and operational processes to support exit and reintegration pathways for former associates where sanctioned violent extremist groups are involved. In facilitating the reintegration of former associates within these new contexts, IOM works to reduce the risk of recidivism or recruitment into criminal or violent extremist groups by addressing the drivers of conflict and building resilience at the individual and community levels.

Under the overall supervision of the Programme Coordinator (DDRR) and under the direct supervision of Project Officer (Operation and Programme Management Support), the successful candidate will be based in Mogadishu, Somalia with frequent travel to Kismayo and Baidoa, as well as any other new project locations. She/he will act as a key support agent to the DDRR Programme Coordinator and DDRR Project Officer to facilitate all relevant the negotiations, coordination and strategic review with Ministry of Internal Security, Regional states counterparts, the United Nations Assistance Mission in Somalia (UNSOM), ATMIS and local authorities within the context of National Programme.

The successful candidate is expected to provide programmatic support to the management of multi-year National Programme Transitional Plan with the Government of Somalia. The candidate will specifically provide operational support to the Joint Payment System agreement(s) between IOM and Government of Somalia.

Core Functions / Responsibilities:

Programmatic responsibilities:

  1. Coordinate and communicate with Government on all aspects of IOM DDRR activities in the context of the National Programme, covering relevant pillars, rehabilitation, and reintegration and when needed, extend support to reception and outreach pillars.
  2. Actively support the Unit to liaise with Federal Ministry of Internal Security, Regional states counterparts, the United Nations Assistance Mission in Somalia (UNSOM), AMISOM and local authorities in negotiation, coordination, and strategic review relevant to the National Programme.
  3. Assist the Unit in facilitation of senior level strategic meetings with government counterpart for multi-year Transitional Plans among IOM, donors and line ministries.
  4. Support Project Officer (Operations and Programme Management Support) to draft and review all the Transitional Plans and Joint Payment System agreements between IOM and Government of Somalia. Monitor the expenses under the IOM-Government agreements, promote government commitments and financial accountabilities.
  5. Conduct field visits to various project sites to verify and report on project progress and results. This will include site visits to monitor and report on the day-to-day running of activities at the Rehabilitation Centers in Baidoa, Kismayo and Mogadishu, and the provide all the supported needed by the field team in terms of operations and programme implementations.

Operation and Administration responsibilities:

6. Facilitate the agreement set-up and payment review related to Government activities.

a. Support the design of payment schedule, consolidate liquidation documents, review and facilitate all Transitional Plans and Joint Payment System payment submission in this regard through IOM Mission Resource Management.

b. Review all documentation or deliverables as stipulated in the IOM-Government agreements, rehabilitation centres and other programme service or goods delivery TOR / contract / PO before submitting for approval to the relevant officer

7. Support the Field Coordinators and guide the Rehabilitation Center Managers with day-to-day procurement/logistic operations in line with IOM resource management rules and procedures, including but not limited to receiving goods, tracking services for the purpose of ensuring quality, relevance and accountability to beneficiaries.

8. Coach, train, and mentor field staff and relevant government administrative staff with the aim of strengthening their capacity on operations and programme procurement protocols as well as ensure transparency and accountability in operational procedures and maintain a record of relevant documentation.

9. Actively participate in relevant coordination meetings with the DDRR program teams and counterparts in relation to the National Programme with the aim to smoothly and swiftly facilitate operations of such service/activity (I,e, raise Purchase Requisition Form , draft service/IP contracts, support Bid Evaluation and Analysis Committee and Implementing Partner budget negotiation, payment submission and support financial review, find solutions when there are logistical challenges)

10. Perform such other tasks as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in Political or Social Science, Business Administration, International Relations, Law, or Labour relations or any other related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Direct work experience in project implementation and performing operations duties of IOM programme is required; sufficient knowledge of and familiarity with IOM procurement and financial system, i.e. Purchase Requisition Form. Purchase Order, Online Invoice Payable Application is a must.
  • Experience working in Jubaland and/or South West State and/or Banadir region (Mogadishu) is required. Government coordination experience a distinctive advantage.
  • Experience in Cash-based-intervention (CBI) an advantage.
  • Excellent operational, organizational and communication skills and the ability to work harmoniously with other colleagues from diverse backgrounds.
  • Previous work experience in one or more of the following thematic areas is a distinct advantage: DDRR, Preventing/Countering Violent Extremism
  • Project experience related to one or more of the following topics: stabilization, livelihoods, community-led recovery and conflict mitigation

Skills

  • Strong computer skills, specifically hands-on experience in usage of MS Office
  • Knowledge of Jubaland, and/or Southwest State and Banadir region (Mogadishu), including socioeconomic and political context required.
  • Knowledge of UN programming.
  • Knowledge of IOM resource management rules and procedures.
  • Knowledge of IOM and UN procurement and logistics management and procedures.

Languages

  • Fluency in English and Somali (Oral and Written).
