Overview of position:

  • Since the formation of the Federal Govt. of Somalia (FGS), the country has made significant progress towards restoring peace & security. However, significant destabilizing factors remain. These include, most notably, the extant presence of violent extremist group Al-Shabaab (AS), particularly in rural areas, recurrent, unresolved clan, land, resource based conflicts, weak, nascent institutions & the internal displacement of more than 2 million individuals. Whilst the transition, recovery, development needs of Somalia, after almost 3 decades of civic conflict & violent extremism remain a long term, if not generational process, such progress will be unachievable in the absence of solid foundations for peace & security, particularly at community levels.
  • Within this context, our client is building on its existing stabilization programming, further they are also working further to support stabilization efforts in newly recovered, unstable & fragile areas in South & Central Somalia namely Hirshabelle, Galmudug, Jubaland, South West State & Benadir Regional Administration through their EU funded stabilization program, locally named Daryeel. The program harnesses the stabilization gains made by previous our clients stabilization programs (EU IcSP Phase I & SSI) & aims to contribute to stabilization efforts in Somalia through creating conditions for restoring trust among communities, between communities, local leadership, thereby rebuilding the social contract between Somali citizens, state institutions & providing a bridge to longer term development interventions.
  • Within this context, under outcome 1 of Daryeel program, sommunities’ trust in local institutions is strengthened & processes of governance accountability lay the foundations for institution building, our client will assist, build the capacity of communities & local institutions to implement community based planning with a view of developing Community Action Plans (CAP), as well as the matching grant mechanism across Somalia. The Matching Grant Mechanism (MGC) entails a funding scheme that incentivises cooperation between community groups, boosts collective action & encourages social cohesion. The funding scheme will support public projects that are promoted by communities (towns or villages). It also aims to foster the collaboration, dialogue between communities & govt. authorities at the district level.
  • In view of this activity, our client is recruiting a National Program Officer (Community Based Planning (CBP) & Matching Grant). Under the overall supervision of the Transition, Recovery Pillar Coordinator & of the direct supervision of the Community Stabilization Program Manager. The incumbent will lead facilitation of the CBP process, development of CAP & the implementation of matching grants in coordination with relevant ministries & ourclients field teams across Somalia. This position will require frequent travel primarily across Somalia.

Role objectives:
Matching Grant (MG) program design & implementation in coordination with Community Stabilization Officer:

  • Implement the CBP process at field level based on our clients CBP & MG manual including but not limited to training of Core Facilitation Team (CFT), conduct area profiling, facilitating static, mobile community consultations, coordinate with key district stakeholders to document & incorporate relevant information.
  • Develop the CAP book by drafting the CAP content in coordination with communities & CFT’s, translation from English to Somali either in house or in coordination with source Management Unit (RMU) through an identified Translator, coordinating endorsement of CAPs by relevant govt. authorities & putting the CAP in a book format in coordination with RMU through identified Graphist & publishing vendor.
  • Lead effective & timely field implementation of matching grant activities based on the CBP & MG manual, in coordination with local authorities & communities including, but not limited to, awareness raising within communities & govt. authorities, providing support on fundraising to the communities, assisting communities on opening bank accounts, linking with online platform, support on procurement processes, implementation & monitoring of community priorities.
  • Work closely with RMU for the implementation of MG activities including joint procurement training & procurement processes, as well as payment processes of vendors to facilitate smooth implementation.
  • Participate in information, awareness raising sessions with relevant govt. ministries, local authorities, communities, govt. authorities on CBP & MG approach.
  • Build capacity of our clients field teams on implementation of CBP & MG approach based on the CBP & MG manual to ensure that our clients teams can implement both CBP & MG activities across Somalia through workshops, one to one mentoring & On he Job Training (OJT).
  • Lead, contribute to the improvement of the CBP & MG process in line with our clients procedures, aligned with donor regulations through identification of best practices & lessons learned. Findings will be shared with the field team, senior management & recommendations should be actioned upon. Revisions will be reflected in the CBP, MG manual & relevant tools.
  • Identify potential target areas for implementation of CBP, MG opportunities at field level in line with priorities of communities, aligned with govt. stabilization plans, priorities, donor priorities, project objectives & our clients mandate.
  • Produce regular, high quality reports, MG updates & provide support to developing success stories, case studies on grant matching, in both English & Somali as required to ensure timely dissemination of information, products which are appropriate to target audiences, in accordance to donor compliance & project communications plans. Work in close coordination with Community Stabilization Officer, Knowledge Management & Research Officer.
  • Undertake duty travels to provide technical support for activity implementation as needed.
  • Perform any other duties as may be assigned.

Project reporting:

  • This role will work under the overall supervision of the Transition, Recovery Pillar Coordinator & of the direct supervision of the Community Stabilization Program Manager.

Key competencies:

  • Masters Degree with 2 years of relevant experience or Bachelor’s Degree in Social Sciences, Development Studies, International Relation or Business Administration or a related field with 4 years’ experience.
  • Experience in community driven stabilization & development initiatives.
  • Demonstrated knowledge in stabilization & peacebuilding concepts.
  • Previous work experience in coordinating with local, state govt. authorities & CSO’s.
  • Must have prior (similary) work experience in Africa, preferably in Somalia.
  • Fluency in English & Somali is required.
  • Demonstrated proficiency & knowledge of information technology in MS Office applications especially Excel, Word & Power Point.
  • In depth knowledge of the broad range of migration related subject areas dealt with by the organization.
  • Knowledge of UN & bilateral donor programming.
  • Working experience with Adobe Could MS Office (Word, Excel, Powerpoint).
