Overview of position
The Displacement Tracking Matrix (DTM), is working alongside IOM’s Migration, Environment and Climate Change (MECC) and Community Stabilization (CS) units to reduce the impacts of environmental degradation and climate change on conflict and displacement in Galmudug. To better understand competition over access to natural resources and existing dynamics amongst and between groups in Galmudug state, it is critical to collect data on pastoralist transhumant communities. As part of this project, DTM will pilot Transhumance Tracking in Galmudug taking into account the experience of DTM’s Transhumance Tracking in West and Central Africa through the implementation of the Transhumance Tracking Tool (TTT). Transhumance Tracking has an overall objective of providing regular and transparent data on pastoralist mobility to contribute to the resilience and livelihoods adaptation of affected populations in Galmudug.
DTM requires a consultant to support the contextualization and the roll out of the TTT in Galmudug state.
Under the direct supervision of the DTM Programme Manager, the consultant will support the design and implementation of a methodology and tools for Transhumance Tracking in Galmudug state.
Role objectives
- In collaboration with the DTM Program Manager, design, plan, implement, and monitor Transhumance Tracking in accordance with DTM’s methodology and project work plans
- Conduct stakeholder mapping of key stakeholders involved in pastoralism at state (Galmudug) and federal level to understand presence, dynamics and needs.
- Facilitate participatory mapping exercises to identify pastoralist routes, and their characteristics: engage local pastoral groups and IGAD Centre for Pastoral Areas and Livestock Development (ICPALD) to identify the migration routes at strategic internal transit points as well as on the border with Ethiopia
- Contribute to design of methodology and survey tools, including establishment of network of Key Informants who can provide information on pastoralist dynamics
- Engage, ensure buy-in and maintain direct dialogue and consultation with key stakeholders involved in pastoralism, including authorities to support the implementation of activities, including diverse government departments with responsibilities on pastoralism
- Maintain continuous dialogue and information sharing to the DTM Programme Manager on the progress of actions, and the identified issues and solutions taken
- Perform any other relevant tasks assigned by the DTM Programme Manager

- Professional experience in designing and implementing multi-faceted and sectoral livestock/pastoral or livelihood programmes in arid and semi-arid areas.
- Experience working in Galmudug state a distinct advantage Experience with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting;

- Excellent knowledge of Galmudug state. Knowledge of other Somalia states, regions and districts is an advantage.
- Excellent, communication, reporting and negotiation skills.
- Excellent work planning and project implementation skills.
- Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis
- Fluency in Somali and English
- Travel required: Frequent, deep field travel in Galmudug is necessary.
