Overview of Position
Our client is one of the major humanitarian & development actors in Somalia. Among other locations in Somalia, Our client has presence Dhobley & neighboring areas within Afmadhow district of Jubbaland. Our client provides technical & operational support for primary healthcare service delivery at static health facilities, mobile medical clinics & nutrition OTPs.
In this context, our client is recruiting a Health Program Officer based in Dhobley to implement primary healthcare projects, ensuring delivery of high quality healthcare to patients through static & mobile clinics, as well through community outreach.
Under the overall supervision of the Health Program Manager & direct supervision of the Senior Health Program Officer, the successful candidate will be responsible for managing implementation of projects in Dhobley & Afmadhow region, including quality control of healthcare services at our client supported clinics, capacity building of seconded Ministry of Health clinical staff, administrative tasks to enable program implementation, liaising with Ministry of Health & other government counterparts & supporting new initiatives such as expansion of immunization services, expansion of nutrition programming & community health initiatives to improve health outcomes & prevent disease outbreaks.
Role Objectives
- Oversee our client supported primary health clinics, mobile medical teams, nutrition outpatient therapeutic programs in Dhobley & other regions of Afmadhow district. This includes clinical quality assurance, oversight of data management, supply chain management, assessment of service gaps at clinics & implementation of corrective measures & all administrative tasks related to operation of the clinics.
- Monitor & assess clinical service delivery to ensure it meets our clients quality standards & that national clinical management & treatment guidelines are strictly followed.
- Keep track of medical supplies & drugs & in ensuring & verifying timely replenishment to avoid stock outs.
- Train & build capacity of seconded Ministry of Health staff at the clinics through training, mentorship & on job Continuing Medical Education (CME).
- Monitor the performance of Ministry of Health seconded & partner staff & ensure timely submission of their monthly attendance sheets to Mogadishu office.
- Ensure community outreach medical services are provided in accordance with project plans, including health promotion & delivery of curative / preventive services in the community.
- Support the development of strategies to improve health outputs & outcomes & also expand reach of existing services.
- Identify project development opportunities on the ground & communicate these proactively to Senior Health Program Officer & Health Program Manager.
- Submit weekly reports to Health Program Coordinator on program activities, coordination meetings, administrative issues, etc.
- Strengthen strong partnerships with key stakeholders including the Ministry of Health, UN agencies & NGO & coordinate internally with other program units operating in Dhobley & Afmadhow region of our client.
- Review key epidemiological data every week in a timely manner & contribute to analysis.
- Undertake duty travel when required, including occasionally to other project locations in Jubbaland state to monitor projects or provide staffing coverage.
- Perform any other relevant tasks assigned by the Health Program Manager.
Project Reporting
- This role will work under the overall supervision of the Health Program Manager & direct supervision of the Senior Health Program Officer.
Key Competencies
- Master’s Degree, preferably in Nursing, Public Health, or a related field from an accredited academic institution or a Bachelors Degree in Nursing, Public or Community Health Studies from an accredited academic institution with a minimum of 2 years relevant experience.
- A minimum of 3 years of experience working in emergency & / or community development in an aid organization in Somalia & / or with Somali migrants & mobile populations.
- Experience with an international organization is an advantage.
- Experience in capacity building of health workers in clinical service provision.
- Experience in humanitarian programs for migrants & IDPs.
- Experience in capacity building of health workers in clinical service provision.
- Experience in program management & start up of new projects.
- Ability to develop relationships with stakeholders including government & local authorities.
- Experience in monitoring & evaluation of project performance.
- High level of computer literacy (MS Office Word, Excel, Outlook).
