Overview of position

  • Our client is one of the major humanitarian & development actors in Somalia. Their shelter / NFI program currently implements projects focused at in kind distributions as well as cash based interventions. The program also maintains the common supply pipeline for cluster partners.
  • Under the overall supervision of the Program Manager & direct supervision of Operations Officer, the Operations Assistant will be responsible for supporting the shelter / NFI team to ensure timely & efficient provision of shelter / NFI to conflict & disaster affected communities through in kind & cash based interventions.

Role objectives

  • Assist in implementing shelter / NFI projects according to the agreed response strategy & plan.
  • Liaise closely with the shelter / NFI Project Officer & other shelter / NFI project staff throughout the implementation & monitoring stages of shelter / NFI projects.
  • Assist in conducting all required assessments (need assessment, market assessment, economic sector / labour market assessment, baseline survey etc.) under shelter / NFI project & in drafting reports.
  • Assist in conducting project monitoring (pre-monitoring, exit monitoring & post distribution monitoring) & drafting reports.
  • Continuously assist to monitor the shelter / NFI activities using both quantitative & qualitative data.
  • Regularly support the shelter / NFI technical supervisors, shelter / NFI support staff works working in the field.
  • Monitor & verify shelter / NFI projects are implemented in line with the requirements & in accordance with our client, donor, sector, country & international standards & inform the supervisor of any non compliances.
  • Support in preparing the requests for shelter / NFI materials & verifying the technical specifications & quality delivered by suppliers & contractors.
  • Continually support to assess / identify shelter / NFI needs, as requested, especially taking in the broader perspective of emergency / transition/early recovery.
  • Submit daily, weekly & monthly reports on time using standard format.
  • Make frequent field visits & stays at field during the implementation of activities.
  • Effectively work together with other shelter / NFI sector partners in executing shelter / NFI emergency / transition / early recovery activities in affected areas.
  • Coordinate closely with local government & sectoral stakeholders / counterparts at field location to exchange information on the implementation of shelter / NFI projects.
  • Record lessons learned for future activities.
  • Any other task not listed above when asked by the supervisors.

Project reporting

This role works under the overall supervision of the Program Manager & direct supervision of the Operations Officer.

Key competencies

  • Bechlors Degree in Business Administration, International Relations, Social Sciences, Conflict Management or a related field from an accredited academic institution with 2 years of relevant professional experience or High School Diploma / Certificate in the above field from an accredited academic institution with 4 years of relevant professional experience.
  • Experience in shelter / NFI preferably at field level, in emergency & conflict environments.
  • Excellent monitoring & evaluation skills, managerial skills, organizational skills, accuracy, ability to work with limited supervision.
  • Delivers on set objectives in hardship situations effectively coordinates actions with other implementing partners.
  • Works effectively with donors, local authorities, stakeholders, beneficiaries & the broader community to advance country office or regional objectives.
  • Has significant shelter / NFI technical experience to guide & lead the shelter / NFI project teams.
  • Knowledge of cluster system.
  • Ability to work with limited supervision.
  • Delivers on set objectives in hardship situations.
  • Good communication & interpersonal skills.
  • Excellent monitoring skill, managerial skill, organizational skill, strong sense of teamwork, accuracy.
  • Ability to multitask & delivers on set objectives & timelines in hardship situations, sense of risk management.
  • Experience in using office software packages (MS Word, Excel, etc.) & spreadsheet & data analysis.
  • Fluency in English & Somali both written & spoken is required.
  • Working knowledge of Arabic is an advantage.
