Overview of position
The purpose of the project is to support Somali security institutions, Government stakeholders and international community working under the general supervision and oversight of our client.The role will ensure the systematic and efficient utilization of an accountable and transparent human resources system that supports the security institutions stipend payments and benefits of the security forces and veterans.
Role objectives
Payments Team Observer will be responsible for the following duties:

  • Observation of the Payments Teams to ensure that all processes and actions are undertaken in accordance with established SOP’s for payments of the Federal Government of Somalia (FGS) and Federal Member States (FMS) police, including the biometric registration and verification of intended stipend beneficiaries. The Payments Team Observer will report to the Payment Mentor and will be responsible for assisting in the coordination of registration and verification teams.
  • Function as a team member in conducting independent and objective control over field registrations and verifications, including identification of issues and opportunities to improve the efficiency, effectiveness and reliability of processes and ensure appropriate use of resources.
  • Maintain contact with the Payment Mentor and UNHRS team to ensure the registration and verification data is captured and synchronized in a timely and accurate manner.
  • Establish and maintain a positive relationship with registration and verification teams.
  • Assist the police stipend team with monitoring progress, initiating and completion of stipend payments.
  • Measure progress according to payments timelines, identifying problems, proposing solutions in collaboration with the Payment Mentor.
  • Accompany biometric field teams during registration and verification missions in field locations and quality control of biometric field activities.
  • Troubleshooting and repairs of biometric hardware and software
  • Troubleshoot and solve problems at the field level to ensure payments are made in accordance with established SOP’s for payments to FGS and FMS police officers.
  • Liaise with designated commercial banks on operational and administrative matters
  • Provide advice on payments related matters.
  • Provide guidance to registration and verification teams on technical and administrative matters.
  • Participate in relevant coordination meetings and other working groups.
  • Communications: Ensure strong relations with the office of the respective police commissioners and ensure updated information on the HRDDP. Monitor, confirm and report on all  disciplinary and attendance matters of stipend beneficiaries
  • Other duties as required.
Project reporting
  • Proven ability to produce reports and papers on substantive issues with strict attention to deadlines.
  • Ability to oversee and report on the work of others.
  • Excellent drafting ability and communication skills, both oral and written, and good computer skills (Excell, Word, Google Docs).
  • Proven ability to communicate orally, and ability to prepare written reports and payment lists in a clear, concise and meaningful way.
  • Monitor and report on the status of state salaries to enable timely harmonised stipend/salary payments.

Team management: This role does not have team management responsibility.
Further information
  • Bachelor’s Degree in related areas combined with 5 years of professional relevant work experience. Increase in professional experience in lieu of the degree with 2 years.
  • Good knowledge of roles and activities of the United Nations within complex humanitarian emergency or developmental environments.
  • Good interpersonal skills and abilities to gain assistance from others within the police stipend and UNHRS biometric team.
  • Ability and readiness to travel, including to hardship locations in Somalia.
  • Ability to effectively work in a multicultural environment.
  • Be physically fit, and in good health.
  • Have a demonstrated ability to live in the conditions of the region.
  • Knowledge of the UN system and familiarity.
  • Fluency in oral and written English and Somali is required.
