Overview of the position:

  • The Bureau of International Narcotics & Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination & implementation of international narcotics control assistance activities & international criminal justice issues for the U.S. Department of State (DOS). The Office of Africa & the Middle East Programs (INL / AME) implements programs throughout Africa & the Middle East that work to build the capacity of the criminal justice sector & strengthen the rule of law.
  • The INL Policing Adviser will support, assist & advise INL in its efforts to develop the capacity of the Somali Federal & Federal Member State (FMS) Police, collectively referred to as Somali Police & other civilian law enforcement entities in Somalia.

Role objective:

  • Assist the Federal Police Commissioner (PC) & Senior Federal Police HQ leadership in the effective execution of police programs & organisational restructuring initiatives with emphasis on organisational reform to increase effectiveness of leadership & management.
  • Oversee the development & implementation of the INL funded Police HQ Staff Officer & administration support program.
  • Provide support to existing INL police initiatives, including the Criminal Investigation Program (CIP) within Mogadishu & provide support & advice to the CID Director as required.
  • Assist in assessing the Somali police roles in the criminal justice system, identify & prioritise areas for reform, work with SP to design & implement needed reforms.
  • Provide expert advice, guidance & leadership with regard to the design, development & implementation of police training programs, including advice on developing INL criminal investigation & forensic programs.
  • Provide advice & support with direction from the INL Director & in collaboration with INL personnel in Somalia.
  • Under the direction of the INL Country Coordinator, aid the U.S. Embassy in developing a long term USG strategy for law enforcement assistance in Somalia.
  • Gather necessary information & assist in planning & coordinating activities across the program & organisational lines, reconcile conflicting interests & resolve complex & sensitive issues.
  • Assist in organising & preparing written outputs relevant to police programming & / or police reform.
  • Provide the INL / AME with current analyses & the latest information on issues relating to police reform, police training & their integration into international efforts, note problem areas & opportunities that merit Embassy attention, suggest courses of action.
  • Provide commentary & suggestions as appropriate on such areas as police training & institutional reform, assist with donor & international implementing partner coordination.
  • Develop & maintain a close working relationship with INL, the relevant Policing & Justice departments within FGS, FMS & INL’s implementing partners in order to assist the INL / AME in identifying & resolving issues effecting the administration of police training & development programs.
  • Communicate with embassy country team members involved in promoting the development of the justice sector.
  • Assist with keeping police training & reform efforts on track amid constantly changing circumstances by facilitating the interaction between the INL Director & Somali law enforcement & other local officials, relevant UN agencies in Somalia AU police, relevant international partners & representatives from civil society.
  • Brief senior U.S. mission officials, visitors from Washington D.C., NGOs, or international organisations.
  • Attend conferences, multilateral & regional meetings that relate to the assigned areas of responsibility, as requested by the INL / AME.
  • Assist in with strategic communications for the SPF.
  • Active member of the NCI committee.
  • Attend police related donor coordination meetings as requested by INL.

Reporting requirements:

  • The INL Policing Adviser will provide regular written reports to the INL / AME of current programming efforts to include an analysis of Somali police strengths, weaknesses, opportunities & threats as well as recommendations for the future.
  • This report will attempt to address all INL law enforcement programming in a holistic fashion.
  • The INL Policing Adviser will also be required to participate in weekly calls with the INL team in Somalia & Washington D.C.

The report may include but not be limited to:

  • A short summary of the current INL assistance efforts & the progress made to date.
  • A summary of issues currently being addressed by INL & recommendations for action.
  • A description of INL bilateral efforts under study for implementation.
  • Recommendations for future INL assistance to Somali law enforcement.
  • A list of meetings held / attended for the previous reporting period.
  • A list of conferences & other functions attended.
  • Additional commentary & suggestion as required by the circumstances.
  • Provide a list of meetings & training s / he is planning on attending or coordinating each month in advance.

Project reporting:

  • The INL Policing Adviser (IPA) receives direct govt. oversight, assignments & direction from INL / AME Program Officer in Washington D.C. & the INL section at the embassy in Mogadishu.
  • The IPA also works in coordination with the Somalia unit at embassy Nairobi.

Team management:

  • This role has not team management responsibility.

Geographical experience:

  • Minimum of 11 year of experience in Africa (desirable).

Minimum requirements:

  • A retired senior ranked police officer with a minimum of 11 years of experience in law enforcement operations, criminal investigations, crimes scene management & forensic procedures.
  • At least 1 to 2 years of demonstrated experience working in countries undergoing conflict, political instability & security sector development.
  • Demonstrated ability in senior police management, organisational development, planning & training.
  • Demonstrated ability to explain, promote & defend USG policies to senior law enforcement officials of other nations & the host country & representatives of international organisations.
  • Demonstrated experience working or coordinating with USG agencies, international organisations & / or international donors (USAID, DOJ, DOS, DOD, UN, IOM, etc.).
  • Proven ability to exercise a high degree of professional judgement, diplomacy & tact at all times in order to build successful relationships with Somali partners & the international community.
  • Experience working on security sector issues.
  • Strong interpersonal skills, proven ability to work well with others.
  • Excellent oral & written English communication skills.

Desirable knowledge & skills:

  • Experience at senior / executive policing level in managing & / or directing police development programs.
  • Knowledge of USG contracting practices & experience in contract oversight.
  • Bachelors’ Degree from an accredited institution in Criminal Justice, Business Administration, Organisational Development, or other related field.
  • Prior work experience in Somalia preferred but not required.
  • Prior experience working in conflict, political transitions, military, police & inter agency cooperation preferred.

Period of performance:

  • The period of performance for this order will be 6 months from the date of award, with 4 option periods of 6 months each.

Level of effort:

  • Hours for this full‐time position will be the core working days of the Somali govt., Sunday to Friday with a minimum of 50 hours per week.
  • The Adviser will be on call at all times while in country.

Travel & positions location:

  • This position is located in Mogadishu, Somalia, with a high probability of a daily working office in the Federal Police HQ that will require frequent travel outside AAIA.
  • Frequent travel in & around Somalia is likely, particularly to the Somali FMS capital cities.
  • The Adviser may also be called upon, at the discretion of the INL / AME, to travel & perform outside of Somalia to include but not limited to CONUS.

Security clearance:

  • No security clearance is required for this position.

Pre-deployment support for the Adviser:

  • The Adviser is required to attend briefings / orientation at the DOS in Washington D.C. for a period of up to 1 week prior to deployment.

Evaluation criteria:

  • Experience & ability to assess current programs in place & to develop & implement plans for improving the capabilities of the SPF (40%).
  • Ability to provide objective subject matter expertise on police program management to senior level officials within INL & the U.S. embassy (20%).
  • Ability to liaise effectively with contractor personnel, staff members of USG agencies, Somali officials & international personnel (20%).
  • Ability to communicate complex program issues & alternatives in a timely & concise manner, both orally & in written form (20%).
