1.0 Organizational Context

World Vision Somalia is a member of the World Vision International (WVI) Partnership. World Vision International is a relief, development and advocacy organization dedicated to working with children, families and communities to overcome poverty and injustice, promote development and resilience.

World Vision (WV) has been operating in Somalia since 1993, with the mission to support the most vulnerable children and their communities to enhance their resilience and well-being. Our strategic goal is enhancing the resilient well-being of 2 Million

Children and their communities by 2025.

Somalia is plagued by violence and political turmoil for more than two score of years. The protracted humanitarian crisis in Somalia is a multi-faceted one with intertwined causes. This calls for multi-sectoral solutions that address the roots of vulnerability.

2.0 Initiative Overview

Produce videos and take compelling photos that will highlight best approaches, practices, achievements and real impacts of the programs being implemented in the country

3.0 Scope of Work

Under the direct supervision of the Senior Communications Manager, the consultant will be required to do the following:

· Develop the videos overall concept and scenario

· Consult the video concept, in coordination with the Communications team with other teams to ensure storyline and other requirements are followed and highlighted.

· Prepare creative concept scripts with key messages aligned with the project goals/objectives in collaboration with Communication Team

· Coordinate the planned fieldwork and other related assistance in the pre-production, production and post-production.

· Provide all equipment to be used during production and post-production.

· The consultant will travel to the field in Somalia and document photos, video stories on the project interventions that show change with specific focus on children and their families

· Perform appropriate video filming. Produce high resolution 30 to 60 seconds short video, short video stories 2 to 3 mins and documentaries, final for use and editable versions for socio use (square and portrait), including where relevant associated files (e.g. music, audio, graphics, captions, translations, timesheets etc).

· Shoot interviews with the beneficiaries and stakeholders as well as staff involved in the projects and appropriate b-rolls.

· Edit all video materials.

· Deliver preliminary and final output that incorporate revisions agreed with World Vision.

· Upload all photos, relevant footage and the completed videos in designated World Vision site.

· Submit a production report with the summary of all the footage taken.

· All raw files including video translation cuts, photos, should be submitted to World Vision in an external hard drive provided by World Vision

3.1 Objective and purpose

To develop a data base of professional humanitarian videographers/photographers available to support high quality content development on short notice and during emergencies.

To commission the services of a highly competent external Videography/Photography consultancy service to prepare video footage and high-resolution photos with stories of various projects as required.

5.0 Ethical Requirements **

When applicable, World Vision will provide guidance on how the video depicts people to ensure child-safeguarding principles that the consultants will have to abide by.

All successful applicants will need to sign off on the World Vision Child and Adult Safeguarding policy.

6.0 Branding (when applicable)

· Copyright solely belongs to World Vision; therefore, all productions and written content will be purely World Vision property.

· World Vision and donor logo and any other logo allowed the coordination team can appear on productions on approval by Senior Communications Manager.

· Any of the content produced cannot be re-used for another purpose without World Vision’s permission.

· All outputs will be provided and should have logos as agreed with coordination team.

7.0 Evaluation Criteria

7.1 Mandatory Requirements

b. Provide a certified copy of a certificate of business registration (Companies/Organizations).

c. Provide a certified copy of tax registration.

d. Provide references from previous clients for similar works.

7.2 Technical Evaluation requirements

Applicants will need to have the following experiences and qualifications – as detailed in their Technical Proposal (CV and/or Portfolio) that are submitted as part of the application:

· Technical Proposal details out technical skills, experiences and competencies not less than 5 years.

· Examples of past work demonstrates high quality on deliverables.

· Familiarity of working in fragile contexts a strong asset.

· Understanding of cultural conditions in Somalia a strong asset.

· Understanding of working with NGOs and humanitarian actors a strong asset.

· Professional photography with donors’ entities and humanitarian aid agencies in fragile context

· Experience of working on innovative communication techniques a strong asset.

· Ability to think and work creatively a strong asset.

· Ability to express clearly and concisely ideas and concepts through written, and where applicable, graphic development and video development.

· Very good knowledge of current developments and practices in communication including digital media, indigenous media, community organization and participation

· Fluency in spoken and written English is essential.

· Excellent planning and organizational skills.

· Description of the video documentation process

· Demonstrated previous experience in humanitarian fragile contexts assignments

· Proven ability to meet very tight deadlines.

Technical requirements:

· Broadcast quality full HD video

· Professional and high-quality sound recording, lapel mic should be used for interviews

· High quality cameras not less than 720pixels

· Works with Premier Pro Editing software and equipment

· Use of gimbal for stable footage

· Adequate lighting set where necessary

All applicant Technical Proposals (CV and/or Portfolio) will be reviewed by a panel of WV technical people to determine:

· If the applicant has the necessary skills and experience to deliver on the Expected Outcomes

2. Part A Preliminary requirements

Bidders are required to submit certified copies of statutory documents as listed below:

  1. Certificate of Registration/Incorporation (if a registered firm)
  2. Tax Compliance Certificate for Company/Individual consultants
  3. Copy of passport/Identification Card (if individual consultants)
  4. (if a registered firm),details of company directors
  5. Reference letters-at least 3

Failure to meet above requirements will lead to automatic disqualification.

This should be technical evaluation requirements as highlighted under section 7.2 of this TOR

Engagements of pre-qualified consultants

Pre-qualified consulting firms/individuals in each category will be kept in WV Somalia database of service providers. The pre-qualified entities will be invited to submit Technical and Financial Proposals for each category of consultancy opportunity as required. The detailed Terms of Reference (ToR) will be provided in the Request for Proposals (RFP).

Interested consulting firms/individual should provide information demonstrating that they have the required qualification and relevant experience to perform the services. We shall only communicate to the shortlisted and pre-qualified consulting firms or individuals.
