In Somalia and Somaliland FCA has been working under a right to peace thematic areas since 2008 including governance and reconciliation projects and later has expanded in quality education (R2QE) thematic area.

Primary purpose of the position:

To manage and provide support to procurement and logistics processes.

Main tasks:

  • To manage procurements, supervise procurement and logistics coordinator and driver.
  • Manage and support all procurement related processes in collaboration with coordinator, including for examples:
  • Support supplier registration and filing of all related documentation in the department.
  • Collect and update data entry of procurement related tasks and ensure all details are always up to date.
  • Support and follow up with suppliers and finance department to ensure timely payment of suppliers on a weekly basis.
  • Track the outstanding payments to suppliers and notify the Procurement and Logistics Coordinator on a weekly/monthly basis, update suppliers accordingly where necessary.
  • Consolidate monthly procurement reports and submit it to Management Team.
  • Develop document management.
  • Provide support in managing Inventory & Stock Management and ensure rules and regulations are followed.
  • Manage the maintaining and updating approved vendor database, with a sufficiently wide range of Contractors to provide adequate competitive bids.
  • Lead the drafting of the Procurement Plans, based on information obtained from program and finance personnel, in liaison with the Procurement & Logistics Coordinator.
  • Support in drafting of tender dossiers for issuance to tenderers, in liaison with the Procurement and Logistics coordinator.
  • Ensures all quotations and bids are timely and properly received.
  • Make sure that all procurement documents are prepared for Procurement Committee.
  • Manage inspections of supplies, when necessary.
  • Any other duty assigned by Head of Operations and Administration.

  • Procurement & Logistics Coordinator.
  • Procurement Committee.
  • Security Coordinator

Experience:

  • Relevant degree in Supply chain/Procurement and Logistics Management from a recognised institution and additional qualifications in CIPS will be an added advantage.
  • Five-year relevant experience from a reputable NGO or institution, previous experience in humanitarian organization will be an added advantage.
  • High integrity, pro-active, stable, robust character, and a good team-player
  • Excellent analytical and negotiation skills.
  • Proven commitment to accountability practices.
  • Proven ability to prioritize tasks, meet deadlines, and work with limited supervision
  • Excellent knowledge on both software
  • Good management, communication, teamwork, capacity building and report writing
  • Ability to work independently, when necessary, set realistic goals, and work within agreed timelines
  • Excellent command of English

The position will be filled as soon as possible and it is a fixed-term employment until 9th September 2023, with six-month probation period. The compensation is based on FCA salary scale and the candidate’s level of experience.
