In Somalia and Somaliland FCA has been working under a right to peace thematic areas since 2008 including governance and reconciliation projects and later has expanded in quality education (R2QE) thematic area.

Primary purpose of the position:

The Procurement & Logistics Manager will be responsible for overseeing all procurement activities and logistics operations for FCA. This position involves strategic procurement planning, supplier management, and ensuring the smooth flow of goods and services plus feet management to support our programs and initiatives.

Main tasks:

Procurement

  • Implement the FCA procurement rules and procedures as per the FCA procurement manual and other applicable guidelines.
  • Support budget holders in the preparation of procurement plans in coordination with project and finance staff.
  • Perform market analysis on a regularly needed supplies and services when applicable initiate framework agreements.
  • Manage and oversee all procurement related processes from request to delivery stage, with the support of the procurement and logistics staff.
  • Oversee the tendering process by preparing tender documents, supporting the procurement committee in the evaluation process and its documentation.
  • Prepare and review contracts and monitor the performance of suppliers.
  • Keep supplier database with updated information.
  • Act as focal point for any matters concerning the performance of suppliers.
  • Keep procurement trackers up-to-date and share with budget holders on a timely basis.
  • Provide weekly and monthly updates to programme department regarding the status of procurements.
  • Support and follow up with suppliers and finance department to ensure timely payment of suppliers on a weekly basis.
  • Prepare monthly procurement reports and share with the country management team.
  • Ensure that procurement archives are stored in a safe location in an organized manner.
  • As needed, support the inspection of delivered supplies and services.

Asset and Inventory Management

  • Implement the FCA asset and inventory policies to ensure tracking of all assets and stocks.
  • Provide support in managing Inventory & Stock Management and ensure rules and regulations are followed.
  • Coordinate the disposal process when requested by the management and budget holder with a valid reason.
  • Ensure that all assets are assigned with unique ID code and their usage is tracked using the asset registered.
  • Ensure that necessary documentation for the issuance and receipt of assets are prepared.
  • Ensure that projects have asset reports prepared.
  • Any other duty assigned by his/her line manager.

Experience:

  • Relevant degree in Supply chain/Procurement and Logistics Management from a recognised institution and additional qualifications in CIPS will be an added advantage.
  • Five-year relevant experience from a reputable NGO or institution, previous experience in humanitarian organization will be an added advantage.
  • High integrity, pro-active, stable, robust character, and a good team-player
  • Excellent analytical and negotiation skills.
  • Proven commitment to accountability practices.
  • Proven ability to prioritize tasks, meet deadlines, and work with limited supervision
  • Excellent knowledge on both software
  • Good management, communication, teamwork, capacity building and report writing
  • Ability to work independently, when necessary, set realistic goals, and work within agreed timelines
  • Excellent command of English

The position will be filled as soon as possible and it is a fixed-term employment for one year, with six-month probation period. The compensation is based on FCA salary scale and the candidate’s level of experience.
