The International Organization for Migration (IOM) is one of the major humanitarian organizations in Somalia providing integrated humanitarian services including provision of health services targeting migrants and host communities. IOM is currently implementing its Migration Health Programme across Somalia. In this context, IOM is seeking for a qualified program assistant based in Mogadishu office to support and support program implementation in all MHD activities in Somalia.
Under the overall supervision of the Program Manager of the Migration Health Division (MHD) and under direct technical supervision of the National Health Operations Officer & in close collaboration with other units of our clients operations in Somalia, the Program Assistant (Health) will support the migration health program in Somalia, by helping on program planning, implementation, financial tracking & reporting.
In particular, the Program Assistant will be responsible to:
Provide constant support to the work of field staff, implementing partners & service providers for the entire MHD program throughout Somalia.
Follow up on the implementation of projects to facilitate & monitor the effective & timely delivery of basic services.
Support implementing partners & service providers to ensure procurement of health supplies & payments are made timely.
Support inventory management of health supplies & asset movements in close collaboration with the COS team, field team & service provider.
Follow up with the field team & finance unit to ensure preparation & liquidation imperest / petty cash is done according to procedures & in a timely manner.
Support to identify the needs & gaps of health interventions among the beneficiaries in Somalia in close relationship with health implementing partners, relevant clusters & authorities.
Provide support to daily operations & monitoring of the entire MHD program activities.
Support conducting appropriate monitoring, evaluation, review & quality.
Assist to build the capacity of national stakeholders through training & other capacity building activities.
Perform any other relevant tasks assigned by the Health Program Manager.
Project reporting:
This role works under the overall supervision of the Program Manager of the Migration Health Division (MHD) & under direct technical supervision of the National Health Operations Officer & in close collaboration with other units of our clients operations in Somalia.
Key competencies:
University degree in Nursing, Public or Community Health Studies from an accredited academic institution with a minimum of 3 years relevant experience or Diploma in a Health related field with 5 years’ experience. Must have completed High School from an accredited academic institution with a minimum of 5 years relevant experience.
A minimum of 3 years of experience working in emergency & / or community development in an aid organization in Somalia & / or with Somali migrants & mobile populations.
Experience with an international organization is an advantage.
Experience in capacity building of health workers in clinical service provision.
Ability to work independently with limited day to day operational support.
Experience in effectively liaising with government (govt.) & local authorities.
Experience in project management & start up of new projects is an advantage.
Experience in monitoring & evaluation of project performance is an advantage.
Experience in humanitarian programs for migrants and IDPs is an advantage.
High level of computer literacy (MS Office Word, Excel, Outlook).
Excellent communication skills both oral & written.
