Overview of position:

  • The humanitarian situation in Somalia is one of the most complex & protracted crises in the world. The context is extremely volatile, fuelled by recurrent & cyclical climate shocks such as drought & floods, armed conflict & insecurity, combined with political & socioeconomic factors all of which continue to drive humanitarian needs.
  • Somalia is currently experiencing its’ 4th consecutive season with poor rainfall since late 2020. As a result, on 23 November 2021 the Somali govt. declared a national drought emergency. In addition, the current forecasts indicate a risk of a 5th season with poor rainfall. Somalia is thus at risk of facing a severe drought & food insecurity comparable to 2011.
  • The number of people in need of humanitarian assistance has increased by 30% – from 5.9 million people in 2021 to 7.7 million people in 2022. This increase is mainly due to updated population figures & the increased needs in nutrition & WASH. Without humanitarian assistance, almost 7.1 million are expected to face IPC phase 3 levels or worse by the end 2022.
  • Approximately 1.5 million children under the age of 5 are likely to be acutely malnourished until September 2022.
  • Under the supervision of the Chief of Field office, the Program Coordinator will support development, coordination, follow up on implementation, monitoring, evaluation & reporting of our client supported multisectoral projects & humanitarian responses.

Program development & management:

  • As a technical expert, provide timely & effective expert advice, guidance & input on situation analysis, program strategy, planning, implementation & evaluation & human resources.
  • Make viable recommendations on project implementation, alternative approaches & optimal utilization of resources that contribute effectively to the fulfilment of the rights of children & women.
  • Oversee implementation of our client supported projects, work closely with govt. & other partners to ensure smooth & efficient execution of AWP / program documents activities, humanitarian responses & its inception, development.
  • Prepare & submit viable recommendations on AWP / program documents implementation, alternative approaches & optimal utilization of resources that contribute effectively to the fulfilment of the rights of children & women.
  • Bring coherence, synergy & added value to the program planning & implementation processes using a results based management approach.
  • Ensure best practices & results are captured & documented for knowledge management & future programing (including producing human interest stories for MER use).
  • Facilitate missions of the field office, donors, partners, (draft briefing notes, talking points & arrange meetings at appropriate levels), document key outcomes of field missions & follow up on action points.

Emergency preparedness & response:

  • Coordinate formulation & development of emergency preparation & response ‘plans of action’, monitors compliance of all sectors with emergency plans of action, facilitate coordination process of emergency preparedness & response.
  • Coordinates & supports timely & effective implementation of emergency response to major crises in all sectors, in line with CCCs, the HAC, the HRP & in collaboration with the field office team.
  • Support implementation of the minimum response package MRP / rapid response mechanism at sub national cluster coordination.
  • Facilitate field monitoring & data analysis, partners’ mapping & development of regular updates & recommendations.

Program monitoring & evaluations:

  • Undertakes field visits to monitor & assess program / projects implementation & decides on required corrective actions in consultation with Program Officers.
  • Facilitate program / project evaluations & participate in major program evaluation exercises.
  • Participate in annual sector review meetings with govt. counterparts & implementing partners.
  • Facilitate timely preparation of annual program implementation reports.

Local capacity building / sustainability:

  • Provide govt. authorities & implementing partners with technical supports & guidance to plan & organize training programs for the purpose of capacity building & program sustainability.
  • Contribute to identification of potential implementing partners & facilitate development of program / project partnerships in collaboration with Program Officers.

Partnership, coordination & collaboration:

  • Contribute to development of partnerships & facilitate collaboration with counterparts & implementing partners.
  • Facilitate data collection, dissemination & information sharing on program / project status implementation & movement / distribution of program / project supplies.
  • Follow up on implementation of sectoral program(s) in collaboration with govt. & pur clients program staff & implementing partners.

Project reporting:

  • Under the supervision of the Chief of Field Office, the Program Coordinator is responsible to ensure that our client supported programs are strategically relevant, technically sound, efficiently implemented & administered to meet our clients quality standards, in order to respond to the needs of the most vulnerable / crisis affected children & their families. Particularly s / he will provide operational, technical & coordination support to our clients implementing partners & govt. counterparts as well as, local & sub-national authorities (including clusters & sectorial working group). Moreover, the Program Coordinator will oversee programmatic aspects regarding our clients contribution to the minimum response package / rapid response mechanism (partnerships, supply, HR, etc.).

Key competencies:

  • Advanced University Degree in one of the following fields Social Sciences, Public Administration, Public Health, Nutrition, International Relations, Business Administration or other related disciplines. Preferably a combination of management, administration & relevant technical fields is required.
  • A minimum of 5 years of professional experience in public health, nutrition & / or WASH-related programs in humanitarian situations, including emergency mission deployments (with UN – govt – INGO) is required.
  • Proven ability to effectively lead a team to deliver results is required.
  • Background / familiarity with emergency is considered as an asset.
  • A minimum of 5 years of progressively responsible professional work experience at the national & international levels in program / project development, planning, implementation, monitoring, evaluation & administration, including at least 2 year in emergency contexts. Field work experience, including in at least one country in emergency context is required.
  • Prior experience in emergency / Humanitarian settings is required,
  • Fluent in oral & written English.
  • Knowledge of another official UN language or local language of the duty station is considered as an asset.
