Position title: Program Development Specialist **

Duty station: Garowe(with frequent travel across Somalia/Somaliland)**

Reporting to: SNC Director

Starting date: ASAP

Background of Somali NGO Consortium

The Somali NGO Consortium is a membership network that brings together local and international NGOs working in Somalia/Somaliland to encourage peer learning and information sharing, collective advocacy, membership engagement and coordination, representation and to amplify voice of NGO community in order to better work together to improve the lives of Somalis affected by conflict, natural disasters and poverty. The Consortium aims to facilitate a more coherent NGO voice and assist NGO members to channel their concerns and influence decision makers in the most effective format. **

Overall objective

The Program Development Specialist will work with the Director, Partnership, Program and Grants Manager to support structured donor engagement, policy development, identify and track funding opportunities, and quality assurance including Monitoring and Evaluations as well as coordinate proposal development for the Somali NGO Consortium. S/he will also support the Director in representing Consortium members to internal and external stakeholders at a local, national and global level. She/he will provide a key role in ensuring professional pro-active and reactive membership services, in line with the SNC strategy, in all locations and will provide coaching/mentoring support to field-based team members. The Somali NGO Consortium has offices in Mogadishu, Garowe Baidoa, Kismayo, Dhusamareeb in Somalia, and Hargeisa, Somaliland. The position is based in Garowe with frequent travel to other regions in Somalia and Somaliland. Somalia is a hazardous environment, and the selected candidate must adhere to security precautions as well as safety and security procedures.

Responsibilities and Accountabilities:

Development of SNC strategies:

· Lead the development of framework for engagement with the government on legislative, regulatory, and administrative issues affecting operations of the NGOs

· Ensure Localization commitments as outlined by the HCT endrosed Localisation Framawaore and as stibulated by the 2021 -2026 stratgey are delivered

· Spearhead the development of stregic dailogues to be held with the government administrations, UN, INGOs and harmonize the meaning of localization in Somalia/Somaliland context

· Ensure information is disseminated to all relavant stakhoders on SNC core and strtegic objectives in particualry targetting the SNC membership

· Review of an effective feedback mechanism for all SNC stakeholders put in place, operationalized, monitored, and reported upon.

· Lead the discussion on mechanism for engaging with legitimate local structures working outside of the government-controlled

· Develop in consultation with relevant stakholders on strategies to enahce linkages between the national NGOs and the UN, other donors, and the INGOs

· Develop a strategy to support the tripple nexus in collaboration with SNC membership, UN and relevant government authorities

· Lead the development of guidelines for engagement with the private sector & the academia developed

· Lead the development of Fundraising Strategy to esure the Consortium has a more sustainable and diversified funding opuurtunities

Quaity assurance:

· Oversee the day-to-day activities of the SNC secretariat, including project management, monitoring, evaluation and documentation.

· Development and implementation of MEAL frameworks

· Ensure with partners and staff the development and implementation of monitoring tools, which will include, but not be limited to, data collection, analysis and reporting on project indicators;

· Supporting field staff in developing MEAL indicators and selection of methods.

· Lead the design and implementation of MEAL strategies, consistent with the internal principles, policies, stratgey and in line with donor policies.

· Oversee the implementation and compliance/delivery of field team to SNC MEAL system.

· Support the Program Baseline study, monitoring reports and evaluation process.

· Develop and disseminate learnings of the scretraite, members and donors

· Work closely with Focal Points and partners to ensure appropriate feedback and accountability mechanisms are incorporated into project teams’ and partners’ projects.

· Lead in development of appropriate tools for project monitoring or review existing tools to be in line with the needs of each of projects

· Develop a tracker tool for the progress towards attaining the strategic objectives and devise strategies if

Donor Engagment:

  • Lead the development of work plans, convene workshops, set and organize meetings to drive forward the work of the SNC
  • Maintain relationships with sponsors, governmental agencies, universities, multinational, and other non-governmental organizations
  • Based on existing program and regional strategies, develop high quality multi- year proposals with directions from the Director
  • Represent SNC externally under the guidance of the Director
  • Cultivation and management of external relationships, including with high level donors
  • Prepare progress reports, annual reports, and other reports that may be required by the SNC Director
  • Effective representation of the SNC in donor meeting and other external meetings

Reporting, sharing and communications

  • Lead and develop materials such as SNC statements, policy briefs, strategic plan, stakeholder presentations and other publications as needed
  • Lead in the conduct and dissemination of literature reviews, secondary data analysis and synthesis for papers, proposals and representations, as appropriate
  • Lead in collecting, analyzing, and reporting on relevant indicators for donor reports
  • Develop and disseminate learnings of SNC work and activities
  • Lead in the collection of positive impact stories and photos from projects and prepare them to be used for shared learning
  • Together with the communications team, harmonize and standardize existing data collection, analysis and reporting tools and systems in line with the SNC information management system
  • Manage, archive and maintain all SNC data in centralized platform.
  • Contribute to program design to ensure adherence to minimum standards including the use of standardized indicators and documentation methodologies
  • Support and facilitate the use of evidenced data for management decisions.
  • Share through the routine monthly meetings the status of project implementation, quality related concerns and highlight project performance using a simple dashboard system
  • In consultation with the wider SNC community identify current and upcoming trends, issues affecting the work of NGOs in Somalia/Somaliland including funding trends, government & regulatory frameworks and political developments
  • Support analysing the publication of SNC information products
  • Lead thematic discusion both internal and exteral plaatforms

Support to field Staff:

§ Organise relevant training and other capacity-building events for members and staff

§ Analyze reporting gaps within the different projects and identify corrective actions needed

§ Work closely with field officers and partners to ensure appropriate feedback and accountability mechanisms are incorporated into project teams’ and reporting

§ Share through the routine monthly meetings the status of project implementation, quality related concerns and highlight project performance

Qualification and Experience Requirements:**

§ Minimum bachelor’s degree in business, economics, development studies, social sciences or related field or related work experience

§ At least seven (7) years of practical work experience at a managerial level within NGOs / UN in humanitarian work in developing countries

§ Fragile contexts experience an added benefit

§ Minimum 3 years of working in hostile environments

§ Strong management skills including staff and financial management, ideally within a complex emergency context, with diverse teams and donors

§ Excellent communication, coordination and representational skills

§ Proven experience in high quality production of reports and analysis

§ Proven experience in development and maintenance of multi-stakeholders’ networks and proactive coordination experience

§ Proven understanding and experience of advocacy within a complex humanitarian context
