Background

**

DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant.

Danish Demining Group (DDG) is a specialized unit within DRC which implements mine action and armed violence reduction (AVR) programmes. DDG’s mandate is ‘to create a safe environment free from armed violence and the remnants of conflict’, and DDG does this via a programmatic focus on four key sectors: Security Systems Reform, Small Arms and Light Weapons (SALW) management, Mine Action and Conflict Management.

Overall Purpose of the role:

**

The Program Manager will support the PMU and the Chief of Party with guidance and implementation of the DSP grant, and in determining specific programme design, delivery, progress against the approved work plan, reporting against the monitoring plan, and overall performance of implementing agencies. The Program Manager is a key member of the Programme Management Unit and will contribute to ensure overall technical oversight of delivery in all sectoral areas of the programme.

S/he will contribute to timely delivery of planned results, within budget, with adherence to applicable policies, provide capacity building to project staff, represent the project with internal and external stakeholders in field locations, including the donor, and contribute to planning, coordination and learning within the consortium.

Responsibilities:

The Program Manager works in close collaboration with the senior project staff of each of the implementing agencies. Specific responsibilities include:

· Contribute to general technical direction, for the design and implementation of project activities

· Responsible for day to day delivery and progress against agreed targets of the project across all implementing agencies and areas

· Responsible for ensuring the timely and quality completion of all programme technical and financial deliverables and reports in accordance with DANIDA

· Support a shared project vision and ‘theory of change’ amongst staff and across all implementing agencies

· Serve as a liaison with and build effective working relationships with the donor government counterparts, local partners, communities and other relevant stakeholders

· Oversee financial and administrative management of the programme at field level, ensuring compliance with DRC and DANIDA rules and regulations

· Support the establishment of effective project reporting, monitoring and evaluation, financial management, and personnel and procurement mechanisms

· Develop partnerships in the humanitarian community at local level and coordinate with authorities at regional government levels.

· Participate if needed in consortium Technical Working Group meetings, and ensure implementation of corrective measures.

· Promote sustainability of project activities with effective networking, linkages to other programmes, capacity building of key project staff, and strengthening community-based organizations and mechanisms

The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

Education, experience & technical competencies

**

· A Bachelor’s degree in relevant field (development, social research preferable with a focus on monitoring and evaluation as well as compliance issues).

· Minimum of 5 years of work experience in the livelihoods, solutions, protection or similar programmes

· Experience working with international NGOs, UN agencies, line ministries and/or local authorities in migrants/refugee settings in complex emergencies;Experience in participatory assessment and community-based monitoring approaches;

· Clear understanding of Core Humanitarian Standards (CHS);

· Experience with capacity building of staff, and in convening and facilitating trainings and workshops

· Excellent analytical and report writing skills (English)

Duration: 7 Months with Possibility of extension

Contract: This position is graded as Band M – F1 for qualified national staff and the terms of employment will be in accordance with DRC terms for national staff.
