Job Summary:

Based in Mogadishu, Somalia, the Program Manager II will oversee, manage, and provide strategic and technical direction toward the development and implementation of the SHARPEN III emergency response project ensuring effective systems and processes are in place that support high-quality programming that advances Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. Your leadership, management, and skillset in emergency and development programming will ensure the delivery of high-qua lity emergency programming that applies best practices and constantly works towards improving the impact of its benefits to those we serve. As the urgent and lifesaving needs of Somalis continue to grow, the SHARPEN III program manager II will also support with the vision and strategic direction of the project to provide services at scale.

Roles and Key Responsibilities

  • Provide leadership, strategic direction, guidance, and technical oversight for SHARPEN III throughout the project cycle to ensure project design, start-up, implementation and close-out are in-line with CRS quality principles and standards, donor guidelines, and industry best practices.
  • Effectively manage talent for SHARPEN III and supervise. Manage team dynamics and staff wellbeing. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.
  • Champion learning with project staff and partner teams. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
  • Cultivate strong relationships with consortium partner organizations in-line with CRS partnership principles, including the development and management of strategic project partner meetings. Such relationships will allow CRS to leverage past investments in partnership capacity strengthening to improve program quality and beneficiary service delivery.
  • Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Promote the application of learning to improve program quality and to strengthen agency influence among external stakeholders. Ensure integration of innovations and best practices.
  • Contribute to the proactive pursuit of opportunities for new funding to ensure growth of the CP portfolio in line with agency, regional, and CP strategic priorities. Serve as the technical lead and technical writer to ensure quality proposals per agency and donor standards. Contribute to budgeting and staffing plans and activities for proposals.
  • Oversee technical assistance and capacity strengthening activities for staff and partner organizations to enhance program quality and impact.
  • Oversee timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.

Required/Desired Foreign Language: English. The ability to speak Somali is a plus, but not required.

Travel Required: 40% to project sites outside Mogadishu (currently Cadaado, Baidoa, Luuq, Dollow, Belet Hawa, Garbahaarey), if security allows; some travel to Nairobi

Supervisory: Protection PM1, SHARPEN PM1, Health & Nutrition PM 1, WASH Sr. Project Officer

Basic Qualifications:

  • Master’s Degree in International Development, International Relations or in a field related to WASH, Protection, Health, or Nutrition required. Additional experience may substitute for some education.
  • Minimum of 5 years’ experience in relevant field-based project management experience required, with preferably at least 2-3 years working in the area of emergency response,
  • Experience in managing moderately complex projects preferably with an international NGO.

Preferred Qualifications:

  • Good experience in project grants management, including project design, preferably for grants from multiple public donors, including USAID.
  • Demonstrated ability to write high quality technical proposals.
  • Experience engaging with partner organizations
  • MEAL skills and experience required.
  • Staff management experience and abilities that are conducive to a learning environment.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
