Job Description

The Position:

The Programme Associate position is located in the UNFPA Garowe Office and is part of a team coordinated by the Assistant Representative/Head of Sub-Office and supports in applying established systems and procedures in assisting in the creation of substantive knowledge by compiling, synthesizing and analyzing information relevant to population and development, reproductive health, youth and gender issues. You are instrumental in facilitating programme / project implementation using and developing appropriate mechanisms and systems and ensuring compliance with established procedures.

You will report directly to the Assistant Representative.

Job Purpose:

In a global organization, where many of our people are based in challenging environments, you will play a vital role in supporting the design, planning and management of UNFPA’s Country Programme by providing and managing data inputs, providing logistical and administrative support, monitoring project implementation, and following up on recommendations.

You would be responsible for:

    •  Participating in the identification and formulation of the country programme and component projects by compiling and analyzing information in the subject areas of UNFPA assistance to the Government, drafting project documents and work plans and preparing tables and statistical data.
    •  Evaluating project and programme activities, establishing and implementing mechanisms to systematically assess the achievement of results, conducting field visits, participating in review meetings and evaluation missions, and preparing regular inputs to status and progress reports.

 

 

    •  Analyzing basic factors affecting the achievement of results, recommending corrective actions, and following up on recommendations.

 

 

    •  In coordination with national counterparts and project personnel, guide routine implementation of assigned projects, coordinate delivery of project inputs, and ensure participation of national counterparts in training activities and study tours.
    •  Providing logistical support to projects by coordinating review meetings and other project-related workshops and events. Training and guiding project personnel and staff on national execution and programme policies and procedures.
    •  Supporting the Programme team in liaising with Implementing Partners to facilitate communication, compile data and information, and prepare files and supporting documents for disbursements to Implementing Partners and suppliers.
    •  Supporting the Programme team in organizing field missions in-country and external missions in the region and abroad, through efficient and timely processing of mission-related documents for approval by Country Office Management.
    •  Contributing to the creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches of the CO, and drafting relevant materials for dissemination.
    •  Supporting advocacy and resource mobilization strategies of the Country Office by compiling and synthesizing relevant background materials for use in discussions and public events.

 

 

  •  Establishing and maintaining a network of donor and public information contacts and providing assistance in organizing and conducting donor meetings, project meetings and public information events.
  •  Carrying out any other duties as may be required by UNFPA leadership.

Work Relations:

The Programme Associate works with and provides support to the members of the Technical and Programme Team in the CO, as well as the team under the IOM; staff in the country office, sub-offices, and Support Unit; officers at the Regional Offices as well as all staff within the Country Office. Contacts with staff and other personnel promote the achievement of common goals and shared objectives and demonstrate a personal commitment to UNFPA’s mandate and organizational vision.

Both internal and external contacts include the exchange of information on broader aspects of the work area which may include providing clarification of non-routine matters involving some technical input.

Qualifications and Experience:

Education:

  •  Completed secondary level education with a minimum Six years (6 years) relevant experience required. Recognized training and/or certification Project or Programme management is an asset.
  •  Recognized training and/or certification Project or Programme management is an asset.

OR:

  •  First-level university degree in public administration, social sciences, programme/ project management or other related fields is desirable with three years (3 years) of relevant experience.

Knowledge and Experience:

  •  For secondary school certificate holders a minimum of six years of relevant experience in development and/or humanitarian Programme/project management and coordination with focus on Programme implementation; While holders of Bachelors degree should have a minimum of three years (3 years) relevant experience in similar fields.
  •  Field-level experience working in humanitarian settings particularly in RH, GBV and/or youth humanitarian programming, including the development of results frameworks, monitoring and evaluation;
  •  Experience working in emergency preparedness and response at the central and decentralized level, conducting needs assessments; designing, implementing and monitoring humanitarian response in the areas of GBV, RH and youth is an asset.
  •  Familiarity with UN procedures and working methods, particularly with UNFPA’s agenda, policies and procedures, is highly desirable;
  •  Knowledge of humanitarian logistics with a focus on dignity/hygiene kits and RH kits;
  •  Excellent oral and written communication skills in English are required;

Other Desirable Skills:

Prior work experience in providing similar support to programmes and projects within the United Nations and/or an International Organization is an asset;

Languages:
