About Human Appeal

Here at Human Appeal we have an exciting opportunity for a Programme Coordinator to be based at our Somalia office in Mogadishu. This is 12 month fixed term contract, renewable depend on availability of funding with $1,560-1,950 gross salary per month. **

Human Appeal is a faith-based charity that aims to abolish poverty by providing humanitarian aid, sustainable development programs and championing advocacy for our beneficiaries worldwide. Human Appeal has 7 International Field Offices across Africa, Asia and the Middle East (Iraq, Lebanon, Pakistan, Palestine, Somalia, Turkey, and Yemen). Human Appeal Somalia Field office programme operations are based in Mogadishu, Gedo region and previously Bai region, with programmatic focus in the sectors of; WASH, Shelter, FSL, Education/Child Sponsorship, Protection and Health & Nutrition.

Main Job Purpose

To provide timely programmatic and technical oversight of Human Appeal Somalia programmes, playing an active and lead role in planning, design, implementation, development, monitoring, liaison both internally and externally, and administration of all related programme activities.

1. Programme implementation, development and Strategy

· Assist the country director and senior management team in the management of HA supported Programmes to ensure effectiveness, adherence to pre-defined objectives, and budgetary control to enhance coordination within departments and control over programmes.

· Lead and Participation in Humanitarian Needs Assessment and Proposal’s writing.

· Providing guidance and technical information and guidance in programme delivery to the programme officer, Programme manager and the country director

· Working closely with individuals and groups supporting the delivery of any activity, determine roles and responsibilities based on activity requirements and timeframes.

· Oversee the efficient administration of all projects in terms of finances, consultant contracts, keeping of records/minutes and other administrative tasks as required.

  • Lead in the technical development of concept notes, project log frames, budgets, donor reports, and communication materials to expand the program portfolio of the field office;

· Encourage a culture of learning and innovation, ensuring that all projects capture and document lessons learned and best practices.

  • Lead the development of Standard operating Procedures (SOP), guidelines and all technical documents setting programme standards;
  • Ensure all programme activities are developed and are implemented in line with Human Appeal mandate, policies, procedures and country strategy, including donor requirements, national and international rules and guidelines

· Ensure high quality programming in keeping with contractual commitments and human appeal standards.

· Coordinate overall sector programme portfolio to ensure key performance indicators are met and programme impact is in line with strategy.

· Oversee the respect of the overall project cycle management for the different projects / programs and ensure the compliance with HA and donor management standards.

· Supervise the implementation of contracts and project activities to meet timelines and budget limits.

2. Proposals

· Lead the coordination of concept note development (including log frame meetings) working with program staff and ensuring proper review at the Country level, gathering input from relevant departments and closely working with Grant and partnership department

· Lead the development of innovative, high-quality, responsive and evidence-based concept notes and for funding

  • Write budget narratives, contribute proposals in country level
  • Monitor and support the use of management tools such as Budget vs. Actual (BVA) for the proper monitoring and the successful implementation of programs and early warning in case of obstacles or challenges.

3. External coordination

· Continually seek opportunities to increase key stakeholder understanding of the project and deepen stakeholder relationships by Communicating progress, risks, expectations, timelines and milestones to appropriate stakeholders so as to identify needs and evaluate understanding.**

· Communicate with Marketing, Fundraising, Donor Care and Social Media teams to ensure our projects are effectively marketed.

· Attend cluster coordination meetings upon request of Line Manager, and providing regular reports to the Line Manager about these meetings.

· Communicate and coordinate with local partners according to Human Appeal Projects.**

4. Finance & Budgetary and Logistics

· Supervise, track and update all administrative and logistics information for the programme activities.

· Support the finance department by coordinating project budget’s as assigned by line manager and coordination with other departments within the organization, where needed, ensuring value for money;

· Monitor budget/expenditure based on the implementation plans; and analyses Budget-versus-Actual reports to assess any discrepancies and ensure timely expenditure;

· Work with logistics/procurement to ensure timely procurement of goods and services for the implementation of programme**.**

· Assess the suitability of proposals received for funding at the organization, and aid the grant coordinator in securing project funding from institutional funders.**

· Ensure implementation of the agreed-upon funding proposal and revise the proposal and budget over time, if required, based on input and feedback from key stakeholders.

· Oversee budgets for project costs and program expenditures.

· Work closely with various stakeholders and financial supporters in developing, maintaining and ensuring adherence to budgets.

5.Liaising, Representing and Reporting

· Establish and maintain a usable and well-communicated schedule for all phases of the projects, ensuring effective Monitoring and Evaluation system.

· Ensure that the project is implemented according to plan from beginning to end and that agreed objectives have been met.

· Develop regular projects updates and timely narrative activity reports, as required.

· Conducting regular field visits to ensure effective implementation of projects activities.

· Compile reports and analyses data as necessary, in order to enhance senior management decision making.

· Develop and ensure effective implementation of MEAL mechanisms in coordination with the MEAL team for all programmes;

· Represent Human Appeal Somalia and actively participate in regional and local coordination, working/sub working groups pertaining to programmes; attend other meetings relevant to Human Appeal’s programme activities to successfully establish positive public impression for Human Appeal Somalia;

· Liaise with national and local authorities and leaders, NGOs and other stakeholders to ensure complementary responses and smooth implementation of Human Appeal Somalia’s programme activities;

· Ensure timely completion and submission of all reports according to internal and donor requirements, ensuring strict compliance with donor contract requirements and reporting deadlines;

· Document processes and achievements to ensure impact and best practices are captured and disseminated. This will include the continual re-evaluation of programme activities and information, with resulting activity adjustments in keeping with emerging issues in the program sector.

Experience and Technical Competencies

· Bachelor’s degree in Developmental studies, social work, international development, Humanitarian Development or similar degree is preferred.

· Minimum of 5 years’ proven experience in programme programming and management and in humanitarian/development settings.

· An excellent understanding of and practical, experience with program design, program management cycle, M&E, budget management and ethics in programming.

· Knowledge and experience of emergency context especially programme response in emergency/conflict settings.

· Significant experience with institutional donors, including UN donors.

  • Experience in developing strategies and strengthening systems.

· Excellent English communication skills (both oral and written). Somali language is needed and Arabic language is desirable.

· Excellent report writing and editing skills.

· Ability to work independently, exercise judgement and flexibility in a very challenging environment.

· Demonstrated organizational skills.

  • Strong team leadership and conflict resolution skills, adaptability and interest in capacity building.

· Ability to relate to and motivate team members effectively.

· Highly reliable, able to consistently meet tight deadlines.

Desirable Skills:

  • Strong on assessments and case management.

· Solid understanding of the political context in Somalia, including security and economic situation.

· Excellent cross-cultural awareness.

  • Experience working in security-sensitive environments and enforcement of team security protocols is an asset.
  • Familiarity with the inter agency standing Committee (IASC) guidelines for interventions in humanitarian settings.
