Mission and objectives

The World Health Organization is a specialized agency of the United Nations that is concerned with international public health. It was established on 7 April 1948, and is headquartered in Geneva, Switzerland. The WHO is a member of the United Nations Development Group. Working with 194 Member States, across six regions, and from more than 150 offices, WHO staff are united in a shared commitment to achieve better health for everyone, everywhere. Together they strive to combat diseases – communicable diseases like influenza and HIV, and noncommunicable diseases like cancer and heart disease. Context

The objectives of WHO’s emergency programme are to design and implement programmes that prepare the health sector to deal with emergencies and that improve health during and after crises. Within the emergency programme, the objectives of WHO’s emergency response team are to support Member States by: 1) Promptly assessing health needs of populations affected by crisis, identifying priority causes of ill-health and death; preparing damage estimates and emergency response and rehabilitation plans; providing prompt, credible health information and ensuring the continuity of essential health services; 2) Coordinating and monitoring emergency health relief efforts under the aegis of the Inter-Agency Standing Committee Health Cluster, of which WHO is the lead agency; 3) Ensuring that critical gaps in the health response are rapidly identified and filled; 4) Revitalizing and building the capacity of national health systems to deal with preparedness, mitigation and response.

Task description

Within the delegated authority and under the supervision of External Relations & Resource Mobilization Officer or his/her designated mandated representative(s), the UN Volunteer for Programme and Donor Support will:

    •  Support the development of strategies, mappings and work plans for pursuing strategic partnerships with UN sister agencies, NGOs and donor partners, in line with the Country Cooperation Strategy for Somalia, 2021-25, as well as any other strategic programmes (e.g. emergency response for drought, floods etc.);
    •  Establish contacts and build relationships with various actors in UN agencies, donors and NGOs relevant to health and nutrition programming, and compile and manage a contact list.
  • Support programme coordination and implementation, especially with respect to EU, World Bank, Italy and other projects from major donors as relevant.
  •  Promote and enhance existing partnerships through timely and quality responses and communication on key messages relating to the implementation of health and health cluster related activities.
  •  Draft, review and edit various written outputs for the WHO Representative and other programme managers/teams, including but not limited to briefing notes, concept notes, project proposals, reports, and communication materials.
  •  Conduct research on and compile profiles about various potential donors for health in Somalia.
  •  Arrange meetings with partners and donors, as required, and take meeting minutes from these and other relevant meetings.
  •  Support the arrangement and implementation of various communications, external relations, and public relations events, as necessary
  •  Liaise with partners and donors at various events and for a, as necessary.
  •  Support the maintenance of information and knowledge management platforms related to external relations and resource mobilization.
  •  Perform any other related tasks as may be required or assigned by the supervisor, or WHO Representative to Somalia.

Required experience

5 years of experience in

  •  National and/or international level in the areas of external/donor relations, partnerships, programme/project management, and strategic planning;
  •  Experience working with senior UN and diplomatic officials as asset, as is experience in the WHO, UN or other international development organizations.
  •  Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  •  Accuracy and professionalism in document production and editing;
  •  Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  •  Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  •  Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
  •  Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  •  Sound security awareness;
  •  Willingness to travel throughout Somalia, as necessary (particularly to Mogadishu).
