The International Organization for Migration (IOM) is one of the major humanitarian and developmental actors in Somalia. IOM’s Migration Health Division (MHD) is currently implementing a large health programme across the country, which includes provision of primary healthcare through static and mobile teams.

Under the overall supervision of the Chief of Mission (COM), the direct supervision of the Head of Operations and Emergency Response Division in Somalia, and the guidance of the Director of the Migration Health Division (MHD) in Geneva for health technical matters, the successful candidate will be responsible and accountable for the management, effective coordination, implementation and strategic direction of all health assistance related projects and activities in Somalia.

S/he will maintain coordination with, and be additionally guided by, the Regional Migration

Health Specialist based at the IOM Regional Office for East and Horn of Africa in Nairobi. S/he will work closely with the Federal and State Ministries of Health (MoH) and other government counterparts at national and state levels ensuring all of IOM’s Migration Health activities are within the framework of the MoH National Plan of Action and strategies.

Core Functions / Responsibilities:

  1. Supervise the overall management, administration and coordination of migration health related programmes and projects implemented through various programmes in Somalia.
  2. Contribute to the development of new strategies and manage and coordinate the implementation of emergency health activities either as stand-alone or embedded in multi-sectorial emergency response within the IOM Migration Crisis Operational Framework (MCOF).
  3. Oversee resource deployment, activation, implementation, reporting and evaluation of health-related programmes, including monitoring of budget expenditure and ensuring that key performance indicators are met in a timely manner.
  4. Monitor and evaluate migration health-related projects’ processes toward achievement of outputs and outcomes specifically aimed at increasing effectiveness; recommend specific actions for improvement/ adapt programme in line with findings, and supervise the development of evaluation protocols
  5. Establish, coordinate and manageIOM Somalia’s Mental Health and Psychosocial Support (MHPSS) portfolio, complementing health activities within the health sector.
  6. Explore potential entry points for expanded collaboration with local health authorities and partners on migration health related activities. Develop new health project ideas, including joint programming with Gender-Based Violence colleagues. Identify, design and facilitate research activities in coordination with other IOM Somalia units and with relevant regional and Headquarters (HQs) units.
  7. Represent IOM at health and other coordination-related meetings. Liaise and coordinate with national and international health and development assistance authorities, agencies or organizations regarding strategic planning on health-related matters. Key counterparts will include MoH, World Health Organization (WHO), Joint United Nations Programme on HIV/AIDS (UNAIDS), United Nations Population Fund (UNFPA), United Nations Children’s Fund (UNICEF), Health, Water Sanitation and Hygiene (WASH), Nutrition and protection Clusters, partner agencies, national universities and other stakeholders.
  8. Supervise health staff, consultants (including secondments) to ensure quality programming, as well as the facilitation of professional development trainings for staff and partner agencies when needed.
  9. Provide periodic technical updates on all IOM Somalia health activities. Document/disseminate best practice materials in close coordination with the Chief of Mission, Head of PRD in Somalia, the Regional Office and MHD-HQs.
  10. Contribute to regular reporting on project achievements, problems encountered, pertinent developments, and strategic needs for IOM Somalia programmes, as well as for donors and partner agencies.
  11. Contribute to country and regional migration health-related programme analysis by providing inputs on activities, achievements, new projects, problems encountered including cross border activities.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:


• Master’s degree in the field of Medicine, Public Health, Health Systems Management, Epidemiology, Community Health or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.


• Consolidated working experience in emergency and post-conflict/ post-crisis areas;

• Proven experience in management and implementation of complex programme for health emergency response;

• Previous experience in programme development, donors liaison and resource mobilisation;

• Familiarity with health cluster mechanism, emergency funds, global funds on AIDS, TB and


• Capacity to lead multi-cultural team(s) in a complex setting;

• Strong monitoring and evaluation skills for operational and field projects in migration, refugee and displaced persons’ health-related issues, including experience in evaluating health programmes, clinical protocols, risk assessment, guideline, tools and others;

• Familiarity on health information management and health data analysis;

• Knowledge of structures and functions of national and international health agencies, donors and organizations is mandatory;

• Previous work in the health sector in the African region, particularly Somalia is a strong advantage.

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Somali, Arabic, French and/or Spanish is an advantage.
