HALO seeks an experienced and dynamic Country Director / Programme Manager, to lead our Mine Action, Explosive Ordnance Disposal (EOD) / Weapons and Ammunition Disposal (WAD) and Physical Security and Stockpile Management (PSSM) programme in Somalia. HALO has been conducting demining, ammunition disposal and armoury rehabilitation activities since 2015, and employs 150 national staff on this growing programme.

The successful candidate will have experience in managing and leading the development of programmes and projects in the key activities in a challenging security environment, and a proven track record in the improvement of: remote and internal management systems, donor relations and coordination with national authorities and other implementing partners.

Overseeing all the programmes activities, you will ensure that all operational and contractual obligations are realised by developing close working relationships with your senior national and international management team (3-4 pax), and directing the safe, efficient and effective deployment of teams. In addition, your role will include overseeing finance management, fleet management, procurement and logistics, security, donor proposal generation and other responsibilities associated with managing the programme.

Your key responsibility will be to represent HALO’s Somalia programme at all levels and with all relevant parties such as embassies, government representatives, other NGOs and agencies with whom HALO interacts. Ensuring that HALO’s reputation remains strong, you will provide leadership and guidance to your programme and teams. The role will be based in Mogadishu, Somalia, with a requirement for travel across the country (security permitting) and the Horn of Africa region.
