DUTIES AND RESPONSIBILITIES

The Programme Officer – Climate Change Adaption will work as part of the livelihoods and food systems team within the Somalia Country Office (CO) Programme unit. This position is a country-wide role and will involve travel to all the area offices under the Somalia Country Office.

The Programme Officer will contribute to the strategic shift and growing resilience-building portfolio and will be responsible for:

  •  Technical support for design and implementation of climate change adaption projects
  •  Strengthening capacity of local, national partners/ institutions and WFP staff on how to prepare for, respond and support sustainable recovery from climate-related disasters and shocks
  •  Engaging with Government, UN partners and other actors to strengthen WFP partnerships and cooperation to address the impact of climate change on food security

DELIVERABLES AT THE END OF THE CONTRACT:

1. Programme Design and Implementation of climate adaption projects

    •  Develop a strategy and annual work plan for climate change adaptation & DRR activities under the CSP, and contribute to development of a resource mobilisation strategy in tandem with Partnerships
    •  Lead proposal development for promising multilateral and bilateral climate finance funding opportunities such as the Adaptation Fund
  • Provide support and guidance to area offices for the design, formulation, implementation and monitoring of integrated livelihood and food system climate adaption activities that build resilience of communities and linkage with other pillars in the CSP.
  •  Support in environmental and social screening of FFA project proposals.

2. Partnership Development

  •  Map government development priorities around CC and establish a relationship with relevant authorities such as the National Directorate of Environment under the OPM
  •  Map stakeholders engaged in climate adaptation work in Somalia to inform climate change-related partnerships for future engagement and funding opportunities
  •  Establish and develop partnerships with relevant development actors for joint actions on climate resilience such as UNEP and FAO

3. Training and capacity building

  •  Provide technical support to area and field offices for better delivery of integrated climate adaption activities through trainings to staff engaged in implementation, as well as follow up and incorporate innovative ideas for programme improvement.
  •  Develop and roll out guidance for mainstreaming CCA in WFP’s activities and programmes.
  •  Strengthen capacities of national/local institutions to prepare for, respond to and support sustainable recovery from climate-related disasters and shocks.
  •  Strengthen partnerships with co-operating partners and relevant line ministries

4. Monitoring and Reporting & Information

  •  Develop and incorporate monitoring formats outlining project activities, achievements and overall project status in collaboration with M&E Unit.
  •  Review proposals and provide technical feedback to improve the deliverables under climate change adaptation & DRR thematic area.
  •  Develop information updates and factsheets on climate change adaption and DRR activities

MINIMUM QUALIFICATIONS

Education:

Advanced University degree or University degree with experience and training/courses in one or more of the following disciplines: economics, agricultural sciences, environmental sciences, natural resource management, development studies and social sciences.

Experience:

Strong knowledge of climate adaptation livelihood and resilience building activities. 3 years post graduate, progressively responsible, work experience in programme roles in the relief, recovery or development contexts.

Knowledge & Skills:

Proficiency in Windows, MS Office (Word, Excel, Power point, Outlook) Competencies: Ability to plan and organize work in a responsible manner; ability to write clearly and concisely in English; ability to conceptualize issues and analyze data; good interpersonal and communications skills.

Languages:

Working knowledge of English (proficiency/level C) and intermediate knowledge (intermediate/level B) of another UN official language (Arabic, Chinese, French, Russian and Spanish).
