What will you do?

    •  Contribute to the development and implementation of a Somalia Country Office strategy for partner engagement, in line with the NGO Corporate Guidance and Country Strategic Plan and WFP commitments.
    •  Provide strategic guidance to Technical team leaders on the engagement with actors supporting WFP Somalia assistance delivery, including liaison with NGO Partnerships and Legal Units, as necessary, on appropriate contractual relationships with such actors.
    •  Implement NGO Partnerships Units reviews and facilitate piloting of Cooperating Partner (CP) management activities
    •  Ensure that latest corporate standards and templates on CP engagements are used and that our needs inform any new/revised procedures and practices on NGO Partnership Unit engagements at Regional and HQ level.
    •  Support the review and revision of different tools, guidelines, and SOPs on implementation of NGO guidance recommendations.
    •  In collaboration with the NGO Partnership Unit team, review the potential risks in CP engagements and recommend risk mitigation measures.
    •  Review the existing process related to partner selection and the use of United Nation Partner Portal (UNPP) Expression of Interest, Request for Proposals and FLA awards requests, drafting of agreements and subsequent amendments, ensuring that all agreements and amendments are constructed and issued in line with WFP legal and financial rules and regulations.
  • Assist the head of unit to ensure that the reporting requirements are adhered to.
  •  Prepare semi-annual and annual performance and implementation in collaboration with the Head of NGO partnership Unit, Head/Deputy of Programme and Technical team leaders.
  •  Contribute to resource mobilizations efforts for WFP projects, including clearly articulating the need for food assistance and related Programme opportunities and follow up on the resource situation of projects including commodity and cash availability
  •  Contribute and coordinate with internal counterparts to ensure efficient management of Programme resources including Cooperating Partners transfer costs for Cash-based Transfers (CBT), In-kind (IK) implementation costs
  •  Contribute towards tracking of CBT programme grants in line with donor requirements; ensuring CBT to beneficiaries’ processes are timely actioned including programming, allocation, utilisation and reporting
  •  Deliver trainings, learning sessions and training materials for CPs and WFP Technical units’ staff on FLA process including, NGO Partnership Unit process, budgeting, proposals, capacity assessments, performance assessment and reporting. c9g7vuO Dgn9Vx
  •  Review payment requests process and ensure payments are processed based on the agreement, agreed payment schedules, and are IPSAS compliant.
  •  Review FLA budgets, and financial reports against approved budgets and standardized cost structures Monitor budgets in FLA proposals and verify their consistency with the prevailing market rate; assist in discussion/negotiation of costs/fees as required.
  •  Contribute and coordinate with internal units and other counterparts to ensure efficient management of beneficiaries, distribution data from planning, implementation and reporting
  •  Oversee the timely and accurate recording of WFP activities in the corporate information management tool; including timely preparation of Partnership Agreements, Food Release Notes, distribution reports for CBT and In-Kind
  •  Manage the identification, design, and implementation of internal data process improvements, automation and optimizing data delivery.
  •  Lead, motivate and develop a team of staff to enable high performance.
  •  Act as the Officer in Charge in the absence of the Head of NGO Partnerships Unit.
  •  Perform other related duties as required.

Minimum Qualifications

Education: Advanced University degree in Public Policy, Public Administration, Economics, Management, International Development, International Relations or a First University Degree with additional years of related work experience.

Experience: Five or more years of postgraduate professional experience leading humanitarian operations, as a programme, project or operations manager (area manager or head of field office). Experience defining and implementing strategies/operational plans, preparing agreements with partners and reviewing budgets is a must.

Language: Proficiency in oral and written communication in English and Somali.

Knowledge & Skills:

  •  Experience leading implementation of programmes and providing input into policy discussions/decisions
  •  Proven leadership capacity to build, foster an inclusive team and establish effective working relations with a multicultural and diverse team.
  •  Strong analytical, communication, writing and presentation skills in English.
  •  Ability to establish and maintain strategic partnerships with internal and external partners and stakeholders
  •  Provide and coordinate input into policy discussions and decision-making processes
  •  Proven capacity to initiate and lead innovation that strives for continuous improvements
  •  Proven effective cognitive abilities, analytical, problem-solving skills; resourcefulness, initiative, maturity of judgment, tact, negotiating skills.
