BACKGROUND OF THE ASSIGNMENT

The Programme Policy Officer – Operational Information Management and Performance Reporting (OIM/PR) will support the Somalia Country Office in enhancing its capacity in this area. While coordinating various day-to-day OIM/PR functions of the Country office, the officer will work with the existing OIM/PR team to strengthen – and establish where needed –systems, processes, procedures and protocols. While administratively located within the Programme Unit, the OIM/PR Officer will work across functions, notably with Field and Area Offices, Government Partnerships Unit, Budget and Programming, and Supply Chain. The OIM/PR Officer will supervise, and provide coaching and mentorship support to, the OIM/PR associate.

KEY ACCOUNTABILITIES

    •  Support the organisation, packaging, utilisation and dissemination of relevant information to inform programme design, implementation and presentation to external audiences.
    •  Support the external information provision and reporting requirements of the country office, and coordinate the external reporting requirements inclusive of humanitarian cluster and government reports.
    •  Coordinate the internal reporting requirements of the country office inclusive of Sitreps, Country Briefs, ED Briefs, Transfer Report and ad hoc briefing materials as required.
    •  Support the preparation of Annual Country Report (ACR) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation, logistics and resource management functions by coordinating to ensure coherence and quality of performance information.
    •  Provide drafting and coordination support to Country Office Budget Revision exerise in collaboration with multiple technical units, including but not limited to resource management, programme planning, and monitoring and evaluation.
    •  Support by preparing, organising and providing secretarial support to Operational Task Forces (OTFs). Additionally, also support fulfilling any regular or ad hoc requests put forth by the Regional Bureau (RB), the Headquarter’s Emergency Operations Division (EME), and the Office of the Executive Director (OED).
    •  Support the development of thematic factsheets through collaboration with cross-functional units to fulfill information requirements of both internal and external stakeholders.
    •  Contribute to identifying Corporate Performance Reporting Improvements.
    •  Support the development, implementation and assurance of defined quality standards in all processes and products, inclusive assisting in mapping informaton products, reorienting information flow and defining timelines.
    •  Collate and assist in the dissemination of political and humanitarian analysis pertaining to WFP’s current or future responses and donor policies, trends and preferences to ensure country specific input to WFP’s operational reporting.
    •  Collaborate with counterparts internally and with other UN agencies to ensure consistency in humanitarian information reporting and to complement WFP analysis and information management – inclusive of providing cross-functional support for identified gaps in reporting capacities.

 

 

  •  Support the enhancement of the capacity of WFP staff and partners to effectively manage operational information and performance reporting through assisting in the design and delivery of the OIM & PR training on core competencies and quality assurance.
  •  Guide and supervise junior staff as required, acting as a point of referral and supporting them with more complex analysis and queries – inclusive of providing oversight quality maintenance of junior staff’s deliverables.
  •  Perform other duties as required.

MINIMUM QUALIFICATIONS

Education: Advanced University degree in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses. Experience: Three years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.

Knowledge & Skills:

    •  Specialised knowledge of information management best practices, techniques and processes with some understanding of the basic theoretical background.
    •  Strong written and oral communication skills, including substantive analysis and report writing skills.
    •  Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.
    •  Strong analytical skills with the ability to analyse and interpret qualitative and quantitative information and draw out the key messages;
    •  Capacity to produce high quality products when working under pressure and with competing deadlines;
    •  Ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds;
    •  High capacity for organization and cross-functional coordination, as well as an ability to work with a high degree of independence in a team environment;

 

 

  •  Ability to adjust own communication style to different internal and external audiences and purposes;
  •  Ability to lead, motivate and develop less experienced/more junior staff.
