Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given.Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

Somalia is severely fragile and impoverished, with half of the population living below the poverty line. Domestic revenue is still insufficient to allow the government to deliver services to citizens. Ongoing and sustained conflict for three decades has bequeathed a legacy of poor and damaged infrastructure in Somalia, caused by the direct impact of military operations, but also by a virtually non-existent system of infrastructure management, rehabilitation and maintenance. Roads are often impassable which has left many communities without access to local markets or basic services such as health centres. This has resulted in lack of physical access to livelihood and employment opportunities for all Somalis, but has had a particularly severe impact on returnees and IDPs. Moreover, the governance Institutions, both at local and national level, lack institutional, technical, financial and management capacity.

 

A 2018 study by European Union (EU) recommended “an increase investment in a range of basic services, livelihoods, housing, security and protection in cities so that displaced people (in particular IDPs and returnees) can not only feel they belong but enjoy better living standards, which are currently very poor for many displaced and returning people. Moreover, a recent mission by KfW officials echoes these views and identified urban infrastructure as critical to enhance the livelihoods of host communities, returnees and IDPs.

The ILO has received funds from the KfW and part of the funds will used to rehabilitate selected infrastructure in Baidoa to improve accessibility in the town, create employment opportunities and improve the livelihoods of IDPs, returning refugees and their host communities. The project will improve roads, provide street lightening to improve security, rehabilitate markets and drainage structures. The project will also provide capacity development to Ministry of Public Works (MoPW) (Baidoa), Baidoa District Administration (BDA), Local construction companies to select and design employment intensive and local resources-based approach in infrastructure development.

 

In December 2019 a consultant was engaged to carry out feasibility studies of the proposed infrastructure. In addition, the consultant prepared a draft Environmental and Social Safeguard Framework (ESMF)

 

Reporting Lines

 

Under the overall responsibility of the CO-Addis Ababa Director, the Project Assistant in Environmental and Social Safeguard will work under the guidance and technical supervision of the Project Manager in Baidoa, in collaboration with the ILO Regional Office for Africa. S/he will perform the following duties:

Description of Duties
  • Review of relevant environments and social issues and relevant country guidelines, practices and legislation in Somalia; National Environmental Policy (2015) provides the overall guiding policies relating to the management of the environment and natural resources. Ministry of Environment and Climate Change Strategic Plan (2016-2020), feasibility study report, ILO, WB and KfW social safeguard framework and develop and Environmental and social safeguards Framework (ESMF) for the project;

 

  • Identify possible/likely social and environment risks, effects and impacts in relation to the EIIP project in Baidoa.
  • Because of the nature and relatively moderate scale of the works in urban environment under the project, the environmental impacts will be minor, temporary, and confined to the area immediately surrounding the construction.
  • Likely social risks and impacts envisaged. While the scale and nature of the civil works are limited, some social risks and impacts may be significant. These include:  land acquisition and physical and economic displacement; potential risks related to labour and working conditions, such as OHS, child labour, labour disputes, security risks and labour influx including sexual harassment, exploitation, and abuse, and other forms of gender-based violence (GBV); potential exclusion of disadvantaged and vulnerable groups from project benefits; and   potential risks of increased social tension in the community (for example, dispute over resettlement or dissatisfaction of districts that have not been chosen for the subproject location).

  • Prepare a possible mitigation measures that can be considered to mitigate social and environmental risks or adverse effect on the project.
    • Can we include labour management plans, which focus on labour and working conditions, and community health and safety.
    • Can we establish a systematic approach to stakeholder engagement to ensure constructive relations between citizens and local authorities, and grievance redress mechanisms.
  • Monitor work conditions on EIIP rehabilitation sites, ensuring adherence to labour laws and Decent work principles
  • Maintain the project grievance mechanism and implement community engagement strategy to assist IDPs, returnees and host communities to participate in the project activities.
  • Organize awareness-raising and training activities relating to social safeguards and ensure social safeguards are put in place throughout the duration of the project.
  • Identify issues, blockages, misunderstanding or other misgivings occurring at as a result of project related activities and provide suggestions and corrective actions;
  • Identify possible collaboration mechanisms with other partners such as the WB and other development initiatives that may impact project objectives
  • Carry out specific operational and control tasks for project implementation
  • Perform other duties as assigned by the supervisor.
Required qualifications
Education

Completion of secondary school education, supplemented by technical or university level courses in environmental science or related course.

Experience

Six years of progressively responsible clerical and administrative experience of which at least one year in environment and social safeguard management of construction related projects.

Languages

Excellent command of English and Good knowledge of Somali language.

  • Knowledge of operations in an UN organization would be an advantage
