Background:

In Somalia FCA has been working under a right to peace thematic areas since 2008 including governance and reconciliation projects and later has expanded in quality education (R2QE) thematic area.

THE MAIN PURPOSE OF THE ROLE.

The Education project coordinator will lead and oversee the overall implementation of MFA-HUM funded education in emergency and cash related livelihood programme that will be implemented in Baidoa and Dadaab camp in Kenya under the guidance of FCA Somalia senior education and quality Advisor and other programme technical staff from Kenya FCA country office. The project holder will oversee the day to day delivery , implementation and reporting of the MFA HUM funded program .the post holder is expected to have in-depth knowledge and experience in integrated education in emergency and cash related livelihood program He/she is expected to ensure that the project is timely ,effectively and efficiently. implemented. He /she ensures the involvement and participation of all stakeholders including teachers, parent, children, IDPs, refugee and government authorities. He /she will ensure synergy through collaboration and networking with other actors and promote partnership with relevant partners for effective implementation and impacts in Baidoa Somalia

MAIN DUTIES AND RESPONSIBILITIES:

Project planning and implementation

  • He/she will ensure that all project activities under the MFA HUM are planned well and implemented according to the designed workplan, and he or she should ensure to work closely with all education team and involve all the relevant stakeholders in the planning and implementation.
  • He/she will ensure the proper review of the entire project and reporting
  • Ensure timely delivery of all deliverables under the project.
  • Prepare detailed action plans for project activity and ensure their delivery with close supervision of the head of programme.
  • Ensure timely travel to project site and conduct proper monitoring together with the education field staff in Baidoa
  • Lead and organize project quarterly coordination and review meeting with key stakeholders and partners.
  • Ensure effective community participation for proper ownership and impacts.
  1. Budget management
  • Ensure timely budget preparation and seek approval for implementation from Senior education and Quality Advisor for implementation.
  • Ensure timely preparation of monthly budget forecast with support of project Assistant in Baidoa
  • Ensure to lead the education team in monthly budget review coordination meetings.
  • Ensure proper monitoring of project budget utilization in terms of expenditure review against variance and ensure proper adjustment and actions.
  1. Project reporting preparation and submission
  • Ensure monthly, quarterly, semi-annual, annual, and other program and financial reports are prepared in timely manner and in placed and documented in time aligning with project design and donor requirement.
  • Together with education team and finance, ensure to verify partners financial reports.
  • Ensure to lead and capture evidence of good practices in regular basis such case study report.
  1. Coordination, Networking and Advocacy
  • Ensure to develop strategic relationship and partnership with key stakeholders at National, Regional and District Level.
  • He or she will ensure to Interact, build and nurture effective working relationships with relevant NGOs, United Nations Agencies, and Civil Society Organizations in order to foster coordination, collaboration and partnership.
  • He or she will ensure to establish adequate referral linkage of project target groups with the appropriate service providers, policy makers and other stakeholders.
  • Ensure to educate on the key advocacy issues and plans to relevant stakeholders, partners and other relevant government departments in Baidoa
  1. Capacity Building
  • He or she will ensure the building capacity of Project team and implementing partners for effective project implementation.
  • The post holder will ensure the dissemination of lessons learnt and best practices from major program intervention for future project planning and development.
  • Support staff so that they have enough capacity/necessary skills to engage with community and other stakeholders in the field for proper project implementation.
  • Ensure that systems are in place to support effective project compliance and positive audit results, and that staff understands this system and follow it accordingly.
  1. Other responsibilities
  • Manage and provide leadership to all field staff in Baidoa
  • Demonstrate high sense of work integrity and professionalism.
  • Perform any other tasks assigned by the immediate supervisor.

MINIMUM QUALIFICATIONS, KNOWLEDGE, AND EXPERIENCE

  • Minimum of bachelor’s degree in education with master’s degree as an added advantage.
  • At least minimum of 5 years of relevant work experience in education project planning and management, and experience in cash related livelihood programme, is added advantage for this position.
  • Strong communications, inter-personal, facilitation and coordination skills are required.
  • Ability to coordinate multiple projects at the same time in different locations.
  • Fluency in English, both written and verbal, and strong writing and editing skills are required.
  • Good understanding and experience in child protection and safeguarding.
  • Ability to travel for project monitoring and provide on-site technical support to the field team especially project officers.
  • Ability to lead in the planning and the undertaking of education assessment and survey of education related activity.
  • Good knowledge on national education polices and strategies relevant to education both nationally and internationally.
