Program Background

International Medical Corps is a global, humanitarian, non-profit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Established in 1984 by volunteer doctors and Nurses, International Medical Corps (IMC) is a private, voluntary, non-political, non-sectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

Purpose The main purpose of the role is to support program implementation, monitoring, reporting and provide technical backstop in SHF Project in Galkayo. The position holder with support of the Field Site Manager, he/she will take the lead in the implementation of the project activities in compliance with IMC and donor regulations. Provide time progress updates through biweekly reports, monthly progress reports, and quarterly program reports.**

Specific role of the position.

  • Ensure the project implementation in all levels including achievement of activity targets; coordination with departments, partners and donors (as required); development and implementation of a project-related MEAL system.; and preparation of project reports.
  • Ensure correct use of programmatic resources, including management of project budget line items such as project input (supplies and activities), equipment, and direct project hires. Understanding of project award agreements and donor standards, compliance requirements and regulations (including those related to procurement).
  • Organize and coordinate regular project reviews, financial pipeline tracking, and close-out meetings.
  • Develop and maintain updated key project management tools, including procurement plans, financial pipelines, activity work-plans and indicator trackers.
  • Timely initiation of project implementation actions, including staff recruitment and submission of procurement requests.
  • Support and build capacity of local partners including CHWs and community structures that are working in partnership with IMC
  • Supervise and mentor project staff.
  • With the help of the FSM, liaise and engage all relevant authorities, line ministries in planning, review and implementation of the project as appropriate.
  • Develop local authority and line ministries engagement strategies in the initiation/ continuation of new projects/extension of the project in conjunction with the relevant team, program, and support teams; alongside the SFSM/DFSM, proactively contribute to program development and strategy.
  • Preparedness/willingness to support other International Medical Corps implemented projects as requested by his/her supervisor and SMT.

ESSENTIAL DUTIES & RESPONSIBILITIES.

Program Finance, Logistics and Administration.

Ensure the following are done constantly as well as any other additional duties and responsibilities assigned:

  • Prepare a detailed weekly/monthly activity and budget plan for the project activities and ensure implementation of planned activities according to the work plan adhering to the budget according to IMC standards and oversee program spending per budgets and pipelines.
  • Work with logistics and administrative/finance to conduct training, coaching and supervision of his/her project team.
  • Work with other sector leads to follow up staff recruitment and training, conduct performance monitoring in collaboration with HR, ensure that standards and protocols are adhered to.
  • Organize and follow-up on all other procurements needed for the project.
  • Work closely with the HR department on staff performance, welfare, and other related matters.

Personnel management and capacity building.

  • Work with technical sector leads to ensure sector integration and effective implementation.
  • Conduct learning needs assessment for project staff; develop a training program to meet these needs.
  • Document monthly quality, action-oriented monthly review meetings at regional (where applicable) and national level.
  • Participate in planning events & meetings.
  • Support project staff and provide analytical and constructive feedback to monthly reports from them.
  • Conduct regular and frequent supportive supervision to all target sites in SHF project to improve program quality and accountability.

Representation.

  • Represent International Medical Corps at all relevant coordination meetings at regional (where applicable) and national levels as appropriate.
  • Create and maintain smooth relations and open collaboration with the local authorities, relevant line ministries and the other local stakeholders and serve as the key resource person for SHF project.

Program Implementation and Development.

  • Monitor specific SHF project progress and take the necessary corrective actions where necessary.
  • Ensure that the specific projects are providing quality services in line with national and international standards and guidelines.
  • Ensure uninterrupted supply of relevant program commodities for all relevant project supported sites.
  • Participate in needs assessments for potential funding opportunities.
  • Ensure strong linkage between the project; WASH, Nutrition and CCCM.
  • Work closely with the MEAL team to ensure robust and comprehensive reporting systems and data flow mechanisms.
  • Ensure proper functioning of reporting systems for regular assessment, monitoring and evaluation of the program against its objectives and expected results.
  • Participate in regular consultations at the project site when requested.
  • Participate in monthly Technical Working Group meetings held precisely under the project.

Reporting.

  • Work with the MEAL team to implement and evaluate data quality assurance measures and ensure appropriate follow up.
  • Ensure that the community-based feedback and response mechanism is integrated in the project. Utilize this mechanism to provide response and feedback to target communities.
  • Prepare and provide regular monthly progress reports in coordination with respective MEAL Officers.
  • Support the FSM with review of monthly work-plan, pipeline and procurement plan update.

General International Medical Corps code of conduct and ethics.

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
  • Ensure application and compliance of security protocols and policies; serve as security focal point in the field sites

Compliance & Ethics:

  • Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity.
